That could be a display resolution problem.

Not the binary package.  Linux binaries can't be run under
Windows.  But if the DVD has the source packages, there is a
chance you can compile it under Windows using Cygwin.  But that
would very likely be more frustrating than downloading the 74MB
LyX installation executable for Windows.

Do you have wget or curl?  They will both aggressively restart
downloads that timeout, and after a partial donwload they will
startup where the last attempt stopped, so you can download big
files in pieces.  Start the download just before going to
bed--that's what I used to do.
