If SDL Perl can't find the headers, it can't build against the library. I just made another snapshot that writes SDL::Config. This version will skip tests for subsystems you don't have. If you have some time, can you try it? Unfortunately, there's some out-of-datery in those files. After we get this configured and building on Windows, we'll need to figure out what's broken and how.
