Installing SDL

Me again, I have now downloaded and apparently installed the development 
package for windows XP, Still when I run

C:\Perl\lib\SDL> perl Build.pl
I get the error message that sdl-config cannot be found.
Can someone PLEASE help?  Thanks soooo much in advance.
