San Diego Continuing Ed had a Rails class scheduled during the summer. And it was free. I don't see anything scheduled for the fall but you could contact them to see if and when they will run it again. They have a lot of good classes - particularly for someone getting started. Most of the tech stuff is at the North City campus in Kearny Mesa.
