As far I know, the core of MacRuby only depends on the Objective-C Foundation library, which is one of the lowest level and most portable libraries of Apple's Objective-C stack. There are a couple of different open source implementations of Foundation for Linux and Windows. At this point MacRuby still requires a mac, but I wouldn't necessarily rule out the possibility of other platforms in the future.
