I built an online/offline app with Adobe AIR about 1.5 years ago, it worked pretty well.
For web stuff you might want to also look at HTML5 offline storage and application caching (stores the html, js, etc needed to make the app work offline): http://www.w3.org/TR/offline-webapps/ The HTML5 stuff has more support than Google Gears and doesn't require the user to install anything except for a recent browser.
