Not sure about pricing. I have a grandfathered "Cloud Sites" account from when they were Mosso that includes unlimited email accounts.
Looking at the pricing page it looks like you're correct with the $10 minimum per month. Not sure how it works if you have multiple domains -- it might be a $10 monthly minimum per domain.
