To expound a bit: DNSimple was founded by Rubyist @aeden. They are first and foremost a DNS hosting solution with a very nice web interface and restful API. For my personal stuff, it costs all of $3/month.
They are also a registrar. If you have their hosting service, you can register and/or transfer domains to them. They are a bit more expensive than, say, godaddy. But the interface is VERY nice, again, and you are supporting a great company that with Ruby community root.
