I had played around with using ffmpeg on the server. I got it to successfully convert a .mov file to .flv. I did this manually via the command line, not via ruby code. I wanted to see the quality first, which wasn't too bad. The default settings are lower quality than I wanted. I assume if I played around further with the available command line switches I could get it to look pretty sweet.
