Whoops, sorry about coming in late to the discussion, I've been off in django land and design rarely comes up on this list.
To be perfectly honest, the answer to whether to working with a designer on abstract concepts (involving them early in the ideation phase) or coming to the table armed with rudimentary UI sketches is "well, it depends." Depends on the design skills of both the project originator and the designer. And in the real world, your budget is going to determine the latter more than anything else. If you can afford more, you'll get a more experienced designer that can and would prefer to talk about the project at a higher level and then let the UI flow from that, someone like me. On the other end of the spectrum is the more inexperienced (and therefore cheaper) graphic designer types that can pretty up an interface but are lost without a basic framework of what they're building, like those fresh out of school or new to the medium. Yes, there's exceptions to this, extremely skilled artisans that consciously choose to specialize in only the implementation phase and inexperienced idiots that think they're much better at strategic discussions than they really are, but in general, the rule holds. And as for the design abilities of the project originator, well that's pretty much out of your hands, isn't it :) The best thing you can do is give an honest assesment of whether you have a clear enough idea of what you need to build that you can sketch out basic layouts, or whether the core functionality is still up in the air and you need help even figuring out what exactly you want the app to even do. Add in budget numbers and you have the constraints within which to play the game. Fun fun!
