Yes I already did so but that also didn't prevent the app to do malicious 
activity.

First I am curious how it got installed as system app??

Do we allow any apps to be system apps??

Also I want to understand from SELinux point why we don't enforce such issues??
Or till how far we think of protecting the device from such issues??

In this particular case can you just disable the app via the Settings app. That 
should prevent the app and any associated services from running.
