Unix System Services (USS) vs Linux

For the last few years, Unix applications could run on OS/390 using the Unix Systems Services (USS) utility. However, for many, it wasn't worth the effort. Many think porting to Linux by contrast is much easier thanks to the shared heritage of the open source OS and its cousin Unix. What do you think? Is Linux more user-friendly than USS?
