Why deadlocks occur and what to do about them

A user asked: We already tried to update the rows of the same table in order, but why are we still getting deadlocked to the same program? We use DB2 V6 for OS/390 and CICS TS V1.3 on OS/390 V2.9. The transaction came from RS6K CICS and routed to CICS/390 using DPL.
CICS-DB2 continuously updates

A user asked: One of our CICS-DB2 programs continuously updates a DB2 table. In order to release the update locks frequently, we intend to take syncpoints every 15 seconds of elapsed time. In order to determine if 15 seconds elapsed, we plan to get current time using ASKTIME after every update. What kind of overhead will we incur with ASKTIME calls or is there a better way?
