ARIN 32 will be in Phoenix on 10-11 October. Will you? We sure hope so, but if you are unable to make it in person, or would rather participate in your pajamas, participating online can be equally rewarding. In an effort to create a truly open community forum, ARIN provides meeting materials, live transcripts and webcasts to help you feel like part of the action, and remote attendee chat and voting options to make sure your voice gets heard, even if it's from your living room. [arin-announce] Maintenance Work Scheduled for Saturday, 07 September
On Saturday 07 September ARIN will be conducting maintenance to deploy new functionality in ARIN Online. This work will take place from 7:00 AM until approximately 4:00 PM EST ARIN users will experience interruption of three external services while this maintenance is performed. For the duration, you will not be able to log in to your ARIN Online account. Any mail sent to Registration Services will be queued and not immediately acknowledged. Additionally, transactions submitted via ARIN’s RESTful Provisioning service will be rejected with an outage error. Once the systems are back online, you will regain use of your ARIN Online account and queued mail will be processed. You will need to resubmit any RESTful calls sent during the outage so they can be processed. All other publicly available services (Whois, IRR, etc.) will be available during this outage. The first video in this series, entitled “Managing Your ARIN Records,” provides an overview of the relationship between records in ARIN’s database, and how users can search for and manage them through the ARIN website. Two additional videos, entitled “Point of Contact (POC) Records” and “Organization Identifiers (Org IDs)” guide users through common processes, such as creating and recovering specific records, and linking them to ARIN Online accounts. [arin-announce] Global IPv6 Deployment Gaining Momentum
The results of the NRO’s 2013 Global IPv6 Deployment Monitoring Survey are now available. This is the fourth global survey to be run and establishes that most organizations recognize the importance of transitioning to IPv6. Approximately 1,515 respondents from 131 economies participated in this year’s survey. The findings show that organizations are seeing client uptake of IPv6, and that they are increasingly promoting IPv6 to their customers. 80 percent of respondents plan to deploy IPv6 within two years or sooner. Of that group, over half already offer IPv6 to their customers. The survey was funded by the European Commission and conducted by GNKS Consult. The survey was prepared and carried out by GNKS in close collaboration with AFRINIC, APNIC, ARIN, LACNIC and the RIPE NCC. To assist in broadening participation, at every ARIN Public Policy and Members Meeting, the Meeting Fellowship Program provides financial support and mentoring to three individuals from within ARIN's service region to attend and participate. ARIN is currently seeking General Members in Good Standing to volunteer to serve on the Selection Committee that is charged with reviewing all eligible applications and selecting the recipients of these fellowships. To qualify for the Selection Committee, volunteers must have attended at least one ARIN Public Policy and Members Meeting in the past three years and be able to contribute approximately three hours of work selecting Fellows in early March and mid-September 2014. Members of the committee will be subscribed to an email list where information will be exchanged and discussed, and must also attend any conference calls held during the selection process. In addition to the General Members in Good Standing, the Selection Committee is composed of one representative from the Board of Trustees and one representative from the Advisory Council. During this time, ARIN Online accounts will be inaccessible, transactions submitted via ARIN's RESTful Provisioning service will be rejected, and any email sent to ARIN Registration Services will be queued and not immediately acknowledged. Once maintenance has been completed, ARIN Online accounts will be accessible and queued mail will be processed. Any RESTful calls sent during the outage are not queued, and must be resubmitted after the maintenance period. On 19 December 2013 the ARIN Board of Trustees adopted the following policy: ARIN-2013-4: RIR Principles A new version of the ARIN Number Resource Policy Manual (NRPM) has been published to the ARIN website. NRPM version 2014.1 is effective 15 January 2014 and supersedes the previous version. NRPM 2014.1 contains the implementation of ARIN-2013-4. ARIN-2013-4 added Principles and Goals of the American Registry for Internet Numbers (ARIN) to the NRPM. On 6 January 2014 the ARIN Board of Trustees, in accordance with the ARIN Policy Development Process (Part Two, Section 10.2 - Policy Suspension) suspended Number Resource Policy Manual sections (NRPM) 4.6 Amnesty and Aggregation Requests and 4.7 Aggregation Requests. From the Board's minutes: The ARIN Board of Trustees suspends Sections 4.6 and 4.7 of the Number Resource Policy Manual, and refers the matter to the ARIN Advisory Council per the Policy Development Process. Per the PDP, the ARIN Advisory Council will review this matter and make a recommendation to the Board. The AC's recommendation will be posted to the Public Policy Mailing List for discussion. The suspensions have been marked with notes from the editor in a new version of the policy manual- NRPM version 2014.2, dated 21 January 2014, supersedes the previous version. [arin-announce] 2-byte Autonomous System (AS) Number Pool Nearing Depletion
As reported today by the Number Resource Organization (NRO): In September 2013, the IANA issued its last remaining full block (1024) of 2-byte AS numbers, with 512 going to APNIC and 512 going to Ripe NCC. Of the 65,536 total AS numbers in the 2-byte pool, there now remain just 496. Following a globally coordinated policy implemented in January 2007, the five Regional Internet Registries (RIRs) began allocating 4-byte AS numbers upon request. In January 2009, a new, replacement global policy went into effect that directed IANA and the RIRs to make no distinction between 2 and 4-byte AS numbers, and to issue them from a common pool. To date, thousands of 4-byte AS numbers have been issued collectively by the RIRs, but there are still reports of issues with the widespread deployment of these 4-byte numbers. The NRO has been working in conjunction with ICANN on the transition from 2-byte to 4-byte AS numbers since 2007 and has publicly advised network operators to upgrade their routers and network management software in anticipation of the increased distribution of 4-byte AS numbers. However, the RIRs are finding that there are still routers out there that do not support the use of 4-byte AS numbers, resulting in some customers coming back to the RIRs to exchange their 4-byte AS numbers for 2-byte AS numbers. As the pool of 2-byte AS numbers is depleted globally, networks will need to rely on 4-byte AS numbers to identify the distinct autonomous networks that make up the Internet’s core routing system. It has now reached a critical point where all network operators must prepare their networks to support 4-byte AS numbers or risk the successful growth of the Internet. ARIN is Issuing from Its Last Contiguous /8 First, ARIN has recently begun to issue address space from its last contiguous /8, 104.0.0.0 /8. The minimum allocation size for this /8 will be a /24. You may wish to adjust any filters you have in place accordingly. More information on the IP address space administered by ARIN can be found on our web site at: https://www.arin.net/knowledge/ip_blocks.html Additionally, ARIN has placed 23.128.0.0/10 in its reserves in accordance with the policy Dedicated IPv4 block to facilitate IPv6 Deployment (NRPM 4.10). What Are The Core Reasons For The Update To The ARIN Whois Terms Of Use? This TOU is an update to the current version of the ARIN Whois Terms of Use. Due to the nature of the changes, it is not useful to describe the changes line by line. This new version includes a number of revisions including the following: * More robust, clear and detailed identification of permissible and prohibited uses of the ARIN WHOIS service; * Mutual warranties regarding a User's and ARIN's authority to enter into the TOU; * Clear reference to ARIN's Privacy Statement and conditions of information collected; * Limitations of liability and disclaimers of warranties to clarify ARIN's liability in providing the Whois service; * Defined dispute resolution process in the event a User claims there has been a breach of the TOU; and * Various administrative terms to more clearly identify and define the contractual relationship between ARIN and a User of the Whois service. ARIN has constructed this new TOU to improve the documentation of the relationship between Users of Whois and ARIN as the conditions under which ARIN provides its core service to the community. This was also done to aid members of the community who use Whois in having a clear understanding as to their rights and obligations with regard to Whois, as well as clarifying ARIN's rights and obligations. [arin-announce] ARIN and the Evolution of the IANA Functions
On Friday 14 March, the United States Government announced that it intends to transition oversight of key Internet functions (including the Internet Assigned Numbers Authority, or IANA) to the global multi-stakeholder community. It has asked ICANN to facilitate, in consultation with the global multi-stakeholder community, the development of a proposal for the transition. Leaders of the I* Internet technical coordination organizations had met several times and in line with the Montevideo statement we had discussed some common principles for an evolution such as the one announced by the US Gov. Regular participants in those meeting, including their affiliated organizations, are noted here: http://www.nro.net/news/statement-from-the-i-leaders-coordination-meeting As outcome of their discussion, a common position was developed on the following points: * The roles of all Internet registry policy bodies stay unchanged. These bodies continue to hold policy authority for the protocol parameter, number, and name spaces, including responsibility to ensure the faithful registry implementation according to those policies. * The IETF, IAB, and RIRs are committed to the role of ICANN as the IANA protocol parameter and IP address registry operator. * ICANN reaffirms its commitment to implement all IANA registry functions in accordance with the respective policies. ICANN will also provide affirmations to all stakeholders (including governments) that all Internet registry policy bodies and ICANN itself will continue to use open and transparent processes. The full text summarizing these points is included at the end of this email. Separately, ICANN released a timeline that details its expectations of the multi-stakeholder consultation process. More information on these plans will undoubtedly come out of the upcoming ICANN Meeting in Singapore from 23-27 March. The stable, accurate and professional management of the IANA functions, including management of the global IP address pool, is fundamental to the operation of the Internet. It is important that we not lose sight of this fact as management of the IANA evolves to more faithfully reflect the multi-stakeholder nature of the Internet community. We are sure you are aware that there has been a serious vulnerability with the underlying SSL encryption technology that is widely used by both the industry and at ARIN. This bug has been widely reported and called Heartbleed. http://www.us-cert.gov/ncas/current-activity/2014/04/08/OpenSSL-Heartbleed-Vulnerability ARIN has investigated all of its systems and made the appropriate corrections to reduce vulnerabilities; in this process we did not discover any evidence of issues due to Heartbleed. At this time we have no indication to suggest that any ARIN system or customer account was compromised. However, because of the complexity of this vulnerability, ARIN recommends that: 1) ARIN Online users change their passwords of their user accounts 2) Create new API keys and deactivate their existing API keys. 3) Enable CRL and OCSP checking within your tools that interact with SSL encryption to ensure you are connecting to the correct site. ARIN will conduct extended emergency maintenance on its UPS from 10:00 PM Friday 2 May 2014 until approximately 10:00 PM EDT on Saturday 3 May 2014. This work window may be extended beyond 24 hours, and will not be concluded until the maintenance is successfully completed. During this time, the ARIN website will be available, however ARIN Online accounts will be inaccessible, transactions submitted via ARIN's RESTful provisioning service (Reg-RWS) will be rejected, and any mail sent to ARIN Registration Services will be queued and not immediately acknowledged. Once maintenance has been completed, ARIN Online accounts will be accessible and queued mail will be processed. Any RESTful calls sent during the outage are not queued, and must be resubmitted after the maintenance period. After considering the input received during the recent community consultation on the subscription eligibility and appropriate topics to raise on the ARIN Discuss mailing list, we have decided not to make any changes to the list at this time. The ARIN-Discuss mailing list will remain open to employees of ARIN member organizations, ARIN Board of Trustees, and ARIN Advisory Council members. RIR Staff members may observe but not actively participate in discussions. It will continue to be used as forum for the ARIN member community to discuss ARIN-specific issues such as fee structures and internal policies. Further study will be given to two questions raised during the consultation: 1. Should membership (and therefore the list) be open to any interested organization that pays fees to ARIN? 2. On 20 May 2014 ARIN received 45.32.0.0/11 from IANA in accordance with the Global Policy for Post Exhaustion IPv4 Allocation Mechanisms by the IANA. This policy was immediately activated when the LACNIC IPv4 free pool dropped below one /9 of IPv4 address space. The full text of the policy is available at: https://www.icann.org/en/resources/policy/global-addressing/allocation-ipv4-post-exhaustion As a result of this allocation, the ARIN free pool has increased to .98 of a /8. This change does not impact the IPv4 Countdown Plan, and we will continue to follow Phase 4 processing procedures. [arin-announce] ARIN Board Adopts Bylaws Changes
The ARIN Board of Trustees adopted Bylaws changes at its meeting on 16 May 2014. The changes include streamlining text and shifts defining the composition of the Nominating Committee (Nom Com) to the NomCom Charter for ARIN elections. This change will be in effect for the upcoming 2014 election cycle. The Board also updated the bylaws to stipulate a number of sections of the bylaws that can not be changed without community consultation. These include changes to ARIN's purpose, mission, and methodology (Article II, sec. 1 2), as well as the process to remove of elected officials (Article VI, sec. 6) and voting and reporting results of elections (Article VIII, sec. 4).
