ARIN is pleased to announce that the ARIN Board of Trustees has elected
Vint Cerf to serve as Chairman. Timothy Denton had resigned the office
on 31 July 2013, with Vice Chairman Paul Andersen serving as acting
Chairman in the interim. Mr. Denton remains a member of the Board of
Trustees.

The Board of Trustees thanks Tim for his years of service as Chairman,
and welcomes Vint to this role.

ARIN 32 will be in Phoenix on 10-11 October. Will you? We sure hope so,
but if you are unable to make it in person, or would rather participate
in your pajamas, participating online can be equally rewarding. In an
effort to create a truly open community forum, ARIN provides meeting
materials, live transcripts and webcasts to help you feel like part of
the action, and remote attendee chat and voting options to make sure
your voice gets heard, even if it's from your living room.

In order to join in the meeting chat room so you can add your voice to
discussion and take part in straw polls, you'll need to register

ARIN 32, then select ARIN 32 Remote Participant from the drop-down
menu. You'll need a Jabber client to participate in chat, and we'll need

Before we kick off ARIN 32, take a little time to familiarize yourself

new services, hot topics in the industry, and ARIN election candidates

you can submit questions and comments alongside in-person attendees, and
you'll be able to raise your virtual hand during straw polls. We'll even

[arin-announce] Maintenance Work Scheduled for Saturday, 07 September

On Saturday 07 September ARIN will be conducting maintenance to deploy 
new functionality in ARIN Online. This work will take place from 7:00 AM 
until approximately 4:00 PM EST


ARIN users will experience interruption of three external services while 
this maintenance is performed. For the duration, you will not be able to 
log in to your ARIN Online account. Any mail sent to Registration 
Services will be queued and not immediately acknowledged.


Additionally, transactions submitted via ARIN’s RESTful Provisioning 
service will be rejected with an outage error. Once the systems are back 
online, you will regain use of your ARIN Online account and queued mail 
will be processed. You will need to resubmit any RESTful calls sent 
during the outage so they can be processed.


All other publicly available services (Whois, IRR, etc.) will be 
available during this outage.

policy. Registered NANOG 59 attendees do not need to register to

We are pleased to announce three new ARIN Online instructional videos 
for ARIN Online users. The first video in this series, entitled 
“Managing Your ARIN Records,” provides an overview of the relationship 
between records in ARIN’s database, and how users can search for and 
manage them through the ARIN website.


Two additional videos, entitled “Point of Contact (POC) Records” and 
“Organization Identifiers (Org IDs)” guide users through common 
processes, such as creating and recovering specific records, and linking 
them to ARIN Online accounts.


We hope that these videos will serve as a valuable resource for ARIN 
Online users. We are currently developing additional instructional 
videos which will be released in the coming months, so stay tuned, and

[arin-announce] Global IPv6 Deployment Gaining Momentum

The results of the NRO’s 2013 Global IPv6 Deployment Monitoring Survey 
are now available. This is the fourth global survey to be run and 
establishes that most organizations recognize the importance of 
transitioning to IPv6.


Approximately 1,515 respondents from 131 economies participated in this 
year’s survey. The findings show that organizations are seeing client 
uptake of IPv6, and that they are increasingly promoting IPv6 to their 
customers. 80 percent of respondents plan to deploy IPv6 within two 
years or sooner. Of that group, over half already offer IPv6 to their 
customers.


The survey was funded by the European Commission and conducted by GNKS 
Consult. The survey was prepared and carried out by GNKS in close 
collaboration with AFRINIC, APNIC, ARIN, LACNIC and the RIPE NCC.

As the eighth Internet Governance Forum (IGF) approaches, the Number 
Resource Organization (NRO) invites all members of the global Internet 
community to participate in this open dialogue on Internet governance 
where all stakeholders meet on an equal footing.


As the unified voice for the five Regional Internet Registries (RIRs), 
the NRO recognizes the participation of the public and private sectors, 
as well as all aspects of civil society as critical to discussions on 
the future of the Internet. The NRO encourages all Internet stakeholders 
to take part in this important event.


If you are unable to attend the 2013 IGF in person, anyone can join the 
sessions via live webcast and participate in discussions in real time.

NRO participation at the IGF

[arin-announce] Call for Volunteers to Serve on Fellowship Selection Committee

To assist in broadening participation, at every ARIN Public Policy and 
Members Meeting, the Meeting Fellowship Program provides financial 
support and mentoring to three individuals from within ARIN's service 
region to attend and participate. ARIN is currently seeking General 
Members in Good Standing to volunteer to serve on the Selection 
Committee that is charged with reviewing all eligible applications and 
selecting the recipients of these fellowships.


To qualify for the Selection Committee, volunteers must have attended at 
least one ARIN Public Policy and Members Meeting in the past three years 
and be able to contribute approximately three hours of work selecting 
Fellows in early March and mid-September 2014. Members of the committee 
will be subscribed to an email list where information will be exchanged 
and discussed, and must also attend any conference calls held during the 
selection process. In addition to the General Members in Good Standing, 
the Selection Committee is composed of one representative from the Board 
of Trustees and one representative from the Advisory Council.


Become more involved with ARIN and volunteer for the Selection Committee 
by sending an email with your name, contact info, and last meeting 
attended to i...@arin.net by 6 December 2013 with the subject line SC 
Volunteer. The ARIN Board of Trustees will appoint two representatives

ARIN Online will undergo maintenance from 12:00 AM until approximately 
11:59 PM EST on 14 December.


During this time, ARIN Online accounts will be inaccessible, 
transactions submitted via ARIN's RESTful Provisioning service will be 
rejected, and any email sent to ARIN Registration Services will be 
queued and not immediately acknowledged.


Once maintenance has been completed, ARIN Online accounts will be 
accessible and queued mail will be processed. Any RESTful calls sent 
during the outage are not queued, and must be resubmitted after the 
maintenance period.


ARIN Whois and Whois-RWS services will be available but may be degraded 
while the system updates are completed. All other ARIN publicly 
available services (IRR, RPKI Repository Services, etc) will be 
available during this outage.

The American Registry for Internet Numbers (ARIN) will be holding
meetings in Chicago (ARIN 33) and Baltimore (ARIN 34) next April and
October, respectively. So? ARIN has a meeting every six months, good
for them. Yes, but do you know WHY? It's not just an opportunity for
staff members to get out of Virginia and mingle with the community;
these meetings are crucial to the Internet technical community because
the policies being developed determine how Internet number resources are
administered, and those decisions have a direct impact on the future of
the Internet as a whole. With big decisions to be made, many of the
biggest players in the Internet community make a point of getting
involved (oh you know, just Fortune 100 enterprises, gigantic ISPs and
hosting providers, prestigious universities…), and we want them to have
the chance to see that you are a player, too.

ARIN's Policy Development Process relies on people from the United
States, Canada and Caribbean packing up and shipping off to the ARIN
meeting to speak up and say, Hey, I think THIS is how IP addresses
should be allocated! Everyone knows that you can't always create the
same dynamic dialog over email, which is why it is so important to hold
face-to-face discussions. ARIN meetings fuel the policy process – draft
policy debates and blaze new ideas flowing at lightning speed, and you
can help make it all happen. ARIN meeting sponsorships require minimal
investment, and it will put you on the radar of some of the most
influential organizations in the industry.

Registration is now open for ARIN's Public Policy Consultation (PPC)
during NANOG 60 in Atlanta, Georgia on 11 February 2014 from 9:30 AM –
1:00 PM EST. The PPC is part of ARIN's Policy Development Process, and
it is an open public discussion of Internet number resource policy.
Registered NANOG 60 attendees do not need to register to participate in
this session. ARIN welcomes members of the NANOG community who will not
be in Atlanta to register as remote participants.

If you plan to attend and are not registered for NANOG you must register
for the PPC. There is no registration fee for this session, and it does

A new version of the ARIN Number Resource Policy Manual (NRPM) has been 
published to the ARIN website. NRPM version 2014.1 is effective 15 
January 2014 and supersedes the previous version. NRPM 2014.1 contains 
the implementation of ARIN-2013-4. ARIN-2013-4 added Principles and 
Goals of the American Registry for Internet Numbers (ARIN) to the NRPM.

On 6 January 2014 the ARIN Board of Trustees, in accordance with the 
ARIN Policy Development Process (Part Two, Section 10.2 - Policy 
Suspension) suspended Number Resource Policy Manual sections (NRPM) 4.6 
Amnesty and Aggregation Requests and 4.7 Aggregation Requests.


From the Board's minutes: The ARIN Board of Trustees suspends Sections 
4.6 and 4.7 of the Number Resource Policy Manual, and refers the matter 
to the ARIN Advisory Council per the Policy Development Process.


Per the PDP, the ARIN Advisory Council will review this matter and make 
a recommendation to the Board. The AC's recommendation will be posted to 
the Public Policy Mailing List for discussion.


The suspensions have been marked with notes from the editor in a new 
version of the policy manual- NRPM version 2014.2, dated 21 January 
2014, supersedes the previous version.

[arin-announce] 2-byte Autonomous System (AS) Number Pool Nearing Depletion

As reported today by the Number Resource Organization (NRO):

In September 2013, the IANA issued its last remaining full block (1024)
of 2-byte AS numbers, with 512 going to APNIC and 512 going to Ripe NCC.
Of the 65,536 total AS numbers in the 2-byte pool, there now remain just
496.

Following a globally coordinated policy implemented in January 2007, the
five Regional Internet Registries (RIRs) began allocating 4-byte AS
numbers upon request. In January 2009, a new, replacement global policy
went into effect that directed IANA and the RIRs to make no distinction
between 2 and 4-byte AS numbers, and to issue them from a common pool.
To date, thousands of 4-byte AS numbers have been issued collectively by
the RIRs, but there are still reports of issues with the widespread
deployment of these 4-byte numbers.

The NRO has been working in conjunction with ICANN on the transition
from 2-byte to 4-byte AS numbers since 2007 and has publicly advised
network operators to upgrade their routers and network management
software in anticipation of the increased distribution of 4-byte AS numbers.

However, the RIRs are finding that there are still routers out there
that do not support the use of 4-byte AS numbers, resulting in some
customers coming back to the RIRs to exchange their 4-byte AS numbers
for 2-byte AS numbers.

As the pool of 2-byte AS numbers is depleted globally, networks will
need to rely on 4-byte AS numbers to identify the distinct autonomous
networks that make up the Internet’s core routing system. It has now
reached a critical point where all network operators must prepare their
networks to support 4-byte AS numbers or risk the successful growth of
the Internet.

ARIN Online will undergo maintenance from 7:00 AM until approximately 
3:00 PM EST on Saturday. During this time, ARIN Online accounts and will 
be inaccessible, transactions submitted via ARIN’s RESTful Provisioning 
service will be rejected, and any mail sent to ARIN Registration 
Services will be queued and not immediately acknowledged.


Once maintenance has been completed, ARIN Online accounts will be 
accessible and queued mail will be processed. Any RESTful calls sent 
during the outage are not queued, and must be resubmitted after the 
maintenance period.


All other ARIN publicly available services (Whois, IRR, RPKI Repository 
Services, etc) will be available during this outage.

ARIN would like to share two items of information that may be of
interest to the community.

ARIN is Issuing from Its Last Contiguous /8

First, ARIN has recently begun to issue address space from its last
contiguous /8, 104.0.0.0 /8. The minimum allocation size for this /8
will be a /24. You may wish to adjust any filters you have in place
accordingly.

More information on the IP address space administered by ARIN can be
found on our web site at:

Additionally, ARIN has placed 23.128.0.0/10 in its reserves in
accordance with the policy Dedicated IPv4 block to facilitate IPv6
Deployment (NRPM 4.10). There have been no allocations made from this
block as of yet, however, once we do begin issuing from this block, the
minimum allocation size for this /10 will be a /28 and the maximum
allocation size will be a /24. You may wish to adjust any filters you
have in place accordingly.

In February 2011, ARIN released an Operational Test  Evaluation 
environment (OTE) for users to familiarize themselves with and practice 
using ARIN's RESTful Provisioning system. We are proud to announce that 
Whois-RESTful Web Service (Whois-RWS) and Resource Public Key 
Infrastructure (RPKI) instances have been added to OTE. We now offer

What Are The Core Reasons For The Update To The ARIN Whois Terms Of Use?

This TOU is an update to the current version of the ARIN Whois Terms of 
Use. Due to the nature of the changes, it is not useful to describe the 
changes line by line. This new version includes a number of revisions 
including the following:


* More robust, clear and detailed identification of permissible and 
prohibited uses of the ARIN WHOIS service;
* Mutual warranties regarding a User's and ARIN's authority to enter 
into the TOU;
* Clear reference to ARIN's Privacy Statement and conditions of 
information collected;
* Limitations of liability and disclaimers of warranties to clarify 
ARIN's liability in providing the Whois service;
* Defined dispute resolution process in the event a User claims there 
has been a breach of the TOU; and
* Various administrative terms to more clearly identify and define the 
contractual relationship between ARIN and a User of the Whois service.


ARIN has constructed this new TOU to improve the documentation of the 
relationship between Users of Whois and ARIN as the conditions under 
which ARIN provides its core service to the community. This was also 
done to aid members of the community who use Whois in having a clear 
understanding as to their rights and obligations with regard to Whois, 
as well as clarifying ARIN's rights and obligations.

On Friday 14 March, the United States Government announced that it 
intends to transition oversight of key Internet functions (including the 
Internet Assigned Numbers Authority, or IANA) to the global 
multi-stakeholder community. It has asked ICANN to facilitate, in 
consultation with the global multi-stakeholder community, the 
development of a proposal for the transition.


Leaders of the I* Internet technical coordination organizations had met 
several times and in line with the Montevideo statement we had discussed 
some common principles for an evolution such as the one announced by the 
US Gov. Regular participants in those meeting, including their 
affiliated organizations, are noted here:

As outcome of their discussion, a common position was developed on the 
following points:


* The roles of all Internet registry policy bodies stay unchanged. 
These bodies continue to hold policy authority for the protocol 
parameter, number, and name spaces, including responsibility to ensure 
the faithful registry implementation according to those policies.


* The IETF, IAB, and RIRs are committed to the role of ICANN as the 
IANA protocol parameter and IP address registry operator.


* ICANN reaffirms its commitment to implement all IANA registry 
functions in accordance with the respective policies. ICANN will also 
provide affirmations to all stakeholders (including governments) that 
all Internet registry policy bodies and ICANN itself will continue to 
use open and transparent processes.

Separately, ICANN released a timeline that details its expectations of 
the multi-stakeholder consultation process. More information on these 
plans will undoubtedly come out of the upcoming ICANN Meeting in 
Singapore from 23-27 March. The timeline document is available here:

While this timeline focuses on ICANN meetings and events, it is clear 
that this process will not take place only in ICANN venues. The five RIR 
communities are key stakeholders in this process, and it is vital that

recognized. The stable, accurate and professional management of the IANA 
functions, including management of the global IP address pool, is 
fundamental to the operation of the Internet. It is important that we 
not lose sight of this fact as management of the IANA evolves to more 
faithfully reflect the multi-stakeholder nature of the Internet community.


In the ARIN community, these discussions will take place via the 
communication and discussion channels already in place, including the 
upcoming ARIN 33 meeting in Chicago this April. ARIN will continue to 
facilitate discussion and ensure that the output is effectively 
channeled into the global process.

This transition from the USG has been envisaged since the early days of 
ICANN. It is now feasible due to the growing maturity of ICANN and other

AoC community reviews, including ATRT. In addition, ICANN will continue 
to embrace its aggressive roadmap to truly globalize its structures.


In order to operationalize the transition from USG, ICANN will engage 
with the Internet community in a bottom-up public consultation process 
to ensure appropriate accountability mechanisms. In addition, ICANN will 
work with the names, numbers, and protocol communities to formalize 
relationships, commitments, and mutual responsibilities.

[arin-announce] Consultation on the Future Use of the ARIN Discuss Mailing List

ARIN is soliciting community input on the idea of opening the current
members-only ARIN Discuss mailing list, arin-disc...@arin.net, to the
general public.

Since its inception arin-discuss has been restricted to ARIN members,
and it currently has approximately 2,450 subscribers. The list was
created to provide a forum to discuss ARIN-specific operations,
services, and fees so that the Public Policy Mailing List,
arin-p...@arin.net, could focus on community input into the Internet
number resource policy development.

ARIN is seeking a place to engage our community in dialogue on important
topics such as Internet governance, particular in light of the recent
announcement regarding transition of NTIA's IANA stewardship role.

Additionally, ARIN recognizes that its services and practices affect
those in the community who are not members. Opening the arin-discuss
list would enable greater community input on these issues, and reduce
non-policy related discussion on arin-ppml.

Does the community support the use of arin-discuss for both global
Internet governance matters and ARIN governance and non-policy
discussions? Please provide us your opinion about opening the ARIN
Discuss mailing list.

ARIN is pleased to announce the addition of an instantaneous feedback 
feature for the ARIN website. You will find a new feedback button on the 
right side of the top menu for each page of www.arin.net, including 
pages within ARIN Online. This button will record and relay your 
feedback about a certain topic, page, section, or form to help us better 
understand your needs and improve our services.


Feedback will be relayed directly to ARIN in one of two ways. Users 
logged into ARIN Online will have their feedback, along with their ARIN 
Online username, recorded and relayed to ARIN. Users not logged in will 
have their feedback anonymously relayed, with the option to include an 
email address for contact purposes.


If you elect to submit feedback while logged in, or include your email 
address when not logged in, it is possible ARIN may contact you directly 
to ensure your feedback is thoroughly understood.


We encourage all ARIN Online and www.arin.net users to make use of this 
feature, and look forward to hearing from you!

ARIN is committed to the highest level of security for our production
environment and safeguarding our customers’ data. We are sure you are
aware that there has been a serious vulnerability with the underlying
SSL encryption technology that is widely used by both the industry and
at ARIN. This bug has been widely reported and called Heartbleed.

ARIN has investigated all of its systems and made the appropriate
corrections to reduce vulnerabilities; in this process we did not
discover any evidence of issues due to Heartbleed.

At this time we have no indication to suggest that any ARIN system or
customer account was compromised. However, because of the complexity of
this vulnerability, ARIN recommends that:

1) ARIN Online users change their passwords of their user accounts
2) Create new API keys and deactivate their existing API keys.
3) Enable CRL and OCSP checking within your tools that interact with SSL
encryption to ensure you are connecting to the correct site.

[arin-announce] Emergency UPS Maintenance

ARIN will conduct extended emergency maintenance on its UPS from 10:00 
PM Friday 2 May 2014 until approximately 10:00 PM EDT on Saturday 3 May 
2014. This work window may be extended beyond 24 hours, and will not be 
concluded until the maintenance is successfully completed. During this 
time, the ARIN website will be available, however ARIN Online accounts 
will be inaccessible, transactions submitted via ARIN's RESTful 
provisioning service (Reg-RWS) will be rejected, and any mail sent to 
ARIN Registration Services will be queued and not immediately acknowledged.


Once maintenance has been completed, ARIN Online accounts will be 
accessible and queued mail will be processed. Any RESTful calls sent 
during the outage are not queued, and must be resubmitted after the 
maintenance period.


All other ARIN publicly available services (Whois, IRR, RPKI Repository 
Services, etc) will be available during this outage.

Registration is now open for ARIN's Public Policy Consultation (PPC)
during NANOG 61 in Bellevue, Washington on 3 June 2014 from 9:30 AM –
1:00 PM PDT. The PPC is part of ARIN's Policy Development Process. It is
an open public discussion of Internet number resource policy.

Registered NANOG 61 attendees do not need to register to participate in
this session.

Anyone else who plans to attend the PPC on site or remotely must
register for the PPC. There is no registration fee for the PPC.
Registering for the PPC does not provide you entry to any other NANOG
programming or social events.

Leaders of the organizations responsible for coordination of 
the Internet technical infrastructure (loosely referred to as I* 
leaders) met on 25 April in São Paulo, Brazil following the NETmundial 
meeting. During the 1-day I* leaders meeting, the group considered a 
range of issues where dialogue among Internet technical organisations is 
useful.


In particular, the group highlighted that the NETmundial meeting 
has energised the multistakeholder discussions and model in a 
positive fashion. The leaders highlighted the importance of open, 
collaborative, bottom-up processes across meetings and organisations 
dealing with the Internet.


During the meeting, the group reflected on a number of other topics as well:

I. Transition of NTIA's Stewardship of the IANA Functions 
http://www.icann.org/en/about/agreements/iana/transition  and review 
of ICANN accountability processes.


II. The announcement made by ICANN CEO of the launch of a process to 
review and improve ICANN's own oversight/accountability mechanism and 
how it is complementary to the IANA function's stewardship evolution 
process.


III. Upcoming Internet Governance meetings including the Internet 
Governance Forum http://www.intgovforum.org and the 
ITU Plenipotentiary Conference 
http://www.internetsociety.org/plenipotbackground.


IV. Coordination of experiences, plans and resources to further 
deploy DNSSEC via the ccTLD community.


V. Identification of issues and players to further enable adoption 
of Internationalised Domain Names (IDNs) toward accelerating their 
adoption in communities that don't use the Latin Character sets.


The group bade farewell to Raúl Echeberría, CEO of LACNIC and 
Leslie Daigle, Chief Internet Technology Officer of the Internet Society.

[arin-announce] Status Quo for ARIN-Discuss Mailing List

After considering the input received during the recent community 
consultation on the subscription eligibility and appropriate topics to 
raise on the ARIN Discuss mailing list, we have decided not to make any 
changes to the list at this time.


The ARIN-Discuss mailing list will remain open to employees of ARIN 
member organizations, ARIN Board of Trustees, and ARIN Advisory Council 
members. RIR Staff members may observe but not actively participate in 
discussions. It will continue to be used as forum for the ARIN member 
community to discuss ARIN-specific issues such as fee structures and 
internal policies.


Further study will be given to two questions raised during the consultation:

1. Should membership (and therefore the list) be open to any 
interested organization that pays fees to ARIN?
2. What is the appropriate forum to engage the Internet community 
in the ARIN region on the topic of Internet governance?


ARIN will engage with the community on these questions at a later date.

Advisory Council (AC).  We would like to thank Stacy for her many years
of service, which began with her appointment to the AC in January of 2002.

weeks, consistent with the ARIN Bylaws, regarding the Advisory Council
seat vacancy.

[arin-announce] IANA Issues /11 to ARIN

On 20 May 2014 ARIN received 45.32.0.0/11 from IANA in accordance with 
the Global Policy for Post Exhaustion IPv4 Allocation Mechanisms by the 
IANA. This policy was immediately activated when the LACNIC IPv4 free 
pool dropped below one /9 of IPv4 address space. The full text of the

As a result of this allocation, the ARIN free pool has increased to .98 
of a /8. This change does not impact the IPv4 Countdown Plan, and we 
will continue to follow Phase 4 processing procedures.

[arin-announce] ARIN Board Adopts Bylaws Changes

The ARIN Board of Trustees adopted Bylaws changes at its meeting on 16 
May 2014.


The changes include streamlining text and shifts defining the 
composition of the Nominating Committee (Nom Com) to the NomCom Charter 
for ARIN elections.  This change will be in effect for the upcoming 2014 
election cycle. The Board also updated the bylaws to stipulate a number 
of sections of the bylaws that can not be changed without community 
consultation. These include changes to ARIN's purpose, mission, and 
methodology (Article II, sec. 1  2), as well as the process to remove 
of elected officials (Article VI, sec. 6) and voting and reporting 
results of elections (Article VIII, sec. 4).

Are you willing to serve on the 2014 ARIN Nomination Committee (NomCom)? 
We need five (5) General Members in good standing to serve on the 
Committee. This total may include up to two (2) serving Advisory Council 
members. Please note that candidates for this year's Board of Trustees 
and Advisory Council elections cannot sit on the NomCom.


Want to help select this year's slate of candidates? Submit your name, 
email address, ARIN member organization name, and ORG ID to 
i...@arin.net before 5:00 PM EDT on Thursday, 3 July 2014.  Already 
appointed NomCom Members Aaron Hughes (NomCom Chair) and Paul Andersen 
shall select and appoint the five additional individual representatives
