As a sysadmin for almost 30 years: this sounds like a network issue to
me.  Something is introducing latency or packet loss on one end, 
possibly a firewall?

Do you have network statistics for the connection or at least the
interfaces?

Follow the link at the bottom of every e-mail, unsubscribe from the
same mailing list software used by all of GNOME infrastructure - it is
as simple as following the onscreen instructions.

I have an active account, but admit I do not use it too much as I try to
minimize voice communication as much as possible [it is slow and very
error prone;  that is not a technology problem].

I use this one; but it installs Ekiga 3.3.x, not 4.x [which sounds
