 Firewall-Traffic Shaper-Limiter:
 Create a new limiter
 - Enabled
 - Name: TotalIN
 - Bandwidth: (Enter your total line download limit, for example 5Mbit/s)
 - Mask: none
 Save
 Apply
 Click on the new created Limit and then click on
 Add New Queue
 - Enabled
 - Name: PerUserIN
 - Mask: Source addresses
 Save
 Apply
 
 Do all the above again for the OUT Limit:
 
 Create a new limiter
 - Enabled
 - Name: TotalOUT
 - Bandwidth: (Enter your total line upload limit, for example 1Mbit/s)
 - Mask: none
 Save
 Apply
 Click on the new created Limit and then click on
 Add New Queue
 - Enabled
 - Name: PerUserOUT
 - Mask: Destination addresses
 Save
 Apply
 
 After that, go to the rule you use to allow traffic to the internet and
 edit the rule.
 Go to advanced- In/Out and set the first to PerUserIN and the second to
 PerUserOUT
 Save
 Apply
 
 
 
 That is what Ermal suggests and what I am currently testing out.
 If I made any mistake in this how-to please let me know!

Hi,

Thanks once again, I have created it successfully and it is working for me now. 
I have 2Mbps download and 512Mbps upload.  In my case I have to put on TotalOut 
 2048Kbps and at TotalIn 512Kbps because I have applied it on 
Firewall-Rules-LAN.
