Further experimentation shows that if I load
/usr/share/emacs21/site-lisp/vm/vm.el by hand then M-x vm works.
I still can't figure out why emacs21 can't do this by itself, but most
other lisp seems to be working, so I think it's a problem with the vm
packaging...
