Stephen.The xref is pointing to a specific ID assigned to it, so each time it is called it will always link to that xref.To accomplish what you are attempting I believe you would need three unique insets, each referring to the respective illustration.If all three are in the same chapter why not

The text inset is resolving to a target marker that is the same marker in all cases. FM resolves to the first occurrence of the marker (Figure 3.1). I'm not sure how it could know how to resolved to multiple instances of the same marker other than by doing that since markers are all the same as
