This problem does go away when using the wily, hwe-w, kernel. I'm unable
to test the mainline kernel as requested in the above comment at this
time. I will try to come back to it when I have the hw configuration

I've used maas 1.9.1 to setup a bcache partition mount as /. The bcache
is made of a 400GB SSD backed by sda-part2. The sda drive is a 1TB disk
with 1GB carved out for /boot (sda-part1) and the rest given to sda-
part2. I believe the bcache mode is set to write-through.

I believe lp:1863489 is a duplicate of this, but the symptom is powertop
showing that the i915 device is not dropping into RC6 or lower power
state. I was able to reproduce this on my laptop and after installing
the above 5.3 test kernel, powertop is now showing RC6 usage > 90% when
my desktop is

These patches are included in the v5.4.24 upstream stable release,
lp:1866333, which just landed in version 5.4.0-18.22 now in -proposed.

By any chance is "Mouse Keys" enabled?
To check, go to the "Settings" application and look under the "Universal
Access" tab. In that tab there is a "Mouse Keys" option under "Pointing
& Clicking". If this is enabled, please disable it and see if that
restores use of your numeric keypad.

Issues appears to be related to the power button applet in the panel
(sorry if the terminology is incorrect) and not with the kernel actually
being able to shutdown/restart/hibernate the system. Also, submitter
indicated they were using budgie in comment #15.
