T-Mobile does have a contract service that provides a database of
supposedly bad actors. That's a known program, quite separate from what
the smart phone OS might be doing.

They are paying a 3rd party to classify known spam calls its not really a
cnam dip but a dip of their "known fraud/spam" database essentially.
