 That disabled people face disadvantages in today's society is, sadly, 
 nothing new. But in our increasingly computer-dependent world, the blind 
 community in particular struggles with modern technology so central to 
 most people's personal and working lives. Attempts to make computers 
 suitable for blind people to use have been largely unsatisfactory, says 
 Ethan Smith, 25, the founder of Tactile Response and a finalist in the 
 Tomorrow's People category. Studying for a masters in computer science and 
 psychology at the University of Central London, he spotted a gulf in the 
 provisions for blind and partially sighted people - and a potential market 
 niche.

 I saw that it was very difficult for blind people to use computer 
 systems. Current Braille display readers just show one line at a time - 
 it's cumbersome and frustrating. Hence Tactile Response, the company he 
 set up to market BrailleScreen, a revolutionary computer screen that 
 allows blind people to feel the icons, boxes and text, using their fingers 
 as a mouse. Smith estimates that the equipment will cost less than $200 
 (£100) to purchase - compared with current readers costing more than 
 £2,000 ¬- and will change the lives of 20 million people coping with sight 
 loss. It's been a long time coming, he says.

is late i know, but my net has been down for quite a while now. my
academic engagements kept me busy initially, and when time for
submission came, my net failed me.

[AI] seeking advocacy assistance with SatNav Technologies

Hi all,

I have been looking for a GPS provider in India.  I have come across a
company called Satnav Technologies which is based in Hyderabad. Their
solution uses a personal digital assistant which uses Windows Mobil version
6 and the destinater software.  They are willing to test a screen reader on
their product.  However, they have no idea how to do so.  On top of that,
their Delhi distributor is only a sales person.  He does not have any way to
provide any technical assistance.  He is also reluctant to allow me to load
a screen reader on one of his demonstration pieces.

Could a list member in Hyderabad contact this company and test a screen
reader on this system?
Note:
Mobile speak is the only screen reader that I know of that works with the
Windows mobile operating system.

reason for slowing down your machine.
Other thing, ignore such messages in the bolk folder which have attachments 
of unknown file types and they have full e mail address instade of the name 
of the  sender. such messages may contain viruses. For example, If a mail 
with virus has send to youby me, then instead of my name Rohiet A. Patil you 
will see, [EMAIL PROTECTED]
You can install AVG anty virus and anty spiware. download it from
http://www.free.grisoft.com

Ignored: What future does he have? 

Bangalore: Eshwar, a physically challenged person, has received training as a 
fitter. But despite having passed the entrance test at a public sector 
organisation,
he has not been recruited. 

Ambika (name changed), who is polio-stricken, works with a non-governmental 
organisation as a disability counsellor. But she wants to quit as she has to
climb two flights of stairs to get into her office. 

Moreover, she is distressed by the insensitive attitude of some colleagues. But 
the management has not paid heed to her grievances. 

It is more than a decade that the Persons with Disability Act 1995 came into 
force. But on World Disability Day (December 3), it seems that for the 
differently-abled
people, such opportunities are still a dream with only a small percentage being 
employed by the government and private sectors. 

Consider this: only 36 per cent of persons with disabilities in Karnataka are 
economically active.

Despite the State bringing in reservation of five per cent for disabled persons 
in the Groups C and D categories in government jobs in the year 2000 and
a three per cent reservation in Groups A and B in 2004, this is what M.V. 
Vedamurthy, Director for Welfare of Disabled and Senior Citizens, has to say:
We do not have the exact percentage of the number of people with disabilities 
employed in government departments, but about 5,000 have been recruited
so far. We do not know how many jobs have been offered to persons with 
disabilities in the private sector but we are making efforts to see that such 
persons
get gainful employment. 

According to the Karnataka Public Service Commission, which is responsible for 
recruitment for Group A, B and C categories, only 58 persons with disabilities
were recruited in just 18 departments. 

The Office of the Commissioner for Disabilities has been making efforts to 
ensure that government departments recruit disabled persons according to the
quota. We have asked government departments to furnish data on jobs given to 
persons with disabilities. We found that most departments have not implemented
the quota properly and, moreover, the roster system adopted for their 
recruitment is too complicated and does not serve the purpose at all, said Das 
Suryawanshi,
State Commissioner for Disabilities. The situation is not very different in the 
private sector. Recently we had invited IT and ITES companies in the city
to hold discussions on employing persons with disabilities, but we did not get 
a single response. When we tried again, of the around 5,000 companies, only
18 responded, Mr. Suryawanshi said. 

In a study done by Partners in Change, a voluntary organisation, along with the 
Disabilities Commissioner's Office on the employability of persons with
disabilities in these 18 companies - which collectively employ about 43,000 
persons - it was revealed that only 0.3 per cent of the workforce were disabled.
Moreover, 11 per cent said they were not open to employing such persons while 
as many as 76 per cent had not done an access audit of their premises. 

The Government does not have proper schemes to train persons with disabilities 
and make them employable. So even if private companies are willing to recruit,
they may not get people who have the skills, said V.S. Basavaraju, Director of 
Association of People with Disability.

Chief Minister announces a series of sops for the physically-challenged 

HYDERABAD: The State Government has decided to provide rice at Rs. 2 a kg for 
all persons with physical disabilities from April next year.

The Government will include cochlear implants, the electronic device that 
restores partial hearing to the hearing-challenged in the Rajiv Arogya Sri 
health
insurance scheme which will be extended to five more districts - Ranga Reddy, 
Nalgonda, Chittoor, East and West Godavari - from December 5. The scheme,
enabling the poor to have access to corporate hospitals, is operational on a 
pilot basis in Mahabubnagar, Srikakulam and Anantapur districts. 

Several facilities 

Chief Minister Y.S. Rajasekhara Reddy announced a series of sops on Sunday 
during his interaction with representatives of several organisations of the 
disabled.
The meeting comes in the light of the demonstration staged by 
physically-challenged persons under the leadership of Madiga Reservation Porata 
Samiti president
Manda Krishna Madiga who, however, was not present in protest against the 
Government refusal to convene an all-party meeting.

Dr. Reddy said steps had been initiated to constitute an exclusive society for 
juvenile and disabled persons that would have on its board a practising disabled
person from the judiciary and representatives of voluntary organisations 
working for the disabled. Mandal Samakhyas were being constituted with the 
physically-challenged
to ensure that they were given loans at three per cent interest ('Pavala 
vaddi'). 

The disabled were being enrolled for pensions under the Indiramma scheme based 
on saturation concept. All the physically challenged would be covered under
the pension scheme once its third phase was completed, he added. 

The delegation comprised representatives from Differently Abled Employees' 
Action Committee, AP StateVikalangula Hakkula Sadhana Samiti, Vikalang Maha 
Sanghathan,
Employees' Welfare Association for Persons with Disabilities and other 
organisations.

Visually-impaired to become RJs

Dehra Dun, Dec 2 They may not be able to see, but they have the 
gift-of-the-gab. And they may soon bring you all the gossip, fun and music on 
your radio
sets. 

For a set of visually impaired people, the vision of life goes much beyond just 
being able to see as they gear up for a career in 'Radio Jockeying', thanks
to a course by National Institute for Visually Handicapped (NIVH). 

With the mushrooming of FM radios across thecountry, opportunities for blind 
people have increased, said Anuradha Mohit, the director of NIVH, who is
also blind. 

These people can also work as radio jockeys and in broadcasting networks for 
which the centre will start a broad-based course. Already the Chennai centre
of NIVH is providing a short-term course for enhancing RJ skills, she said. 

A similar course would commence shortly expecting to train over 100 people, she 
said. Besides, NIVH is planning to set up a new radio station.
