 signature of blind person by bank official which I have outlined taking 
 cue from CCPD judgment, is at the time of giving a check book to a 
 visually person and not at the time of delivering a cheque by person to

 person would have to keep a cheque book leaves of which bear her/his 
 signature duly attested by bank official and amount and name of payee have 
 to be filled while giving cheque to third party.

 I think I had mentioned the same in my earlier mail as well and it takes 
 care of all the three situations raised by Pranav.

 Yes, safe custody of such a signed cheque book is squarely the 
 responsibility of the blind person.
 I don't know whether it would be willingly undertaken by most but in my 
 view is warranted to avoid peril of forgery and causing needless anxiety 
 to bank officials as we must accept the fact that our signatures are 
 inconsistent at times and extremely easy to forge.  I propose this as an 
 interim arrangement till installation of proper biometric systems 
 universally.

 I am afraid if my labyrinthine way of expression has created any confusion 
 about my position.

is the guideline? A student with such marks may not have the efficiency to read

According to their Advertisement the relevant portion of which I am reproducing 
below sixty percent requirement is a must, however, there is ambiguity about 
juniority as they have mentioned qualification prescribed for the candidate. 
So, if the candidate is graduate, any undergraduate writer should do, even if 
minimum qualification is 12th for the post. And, beside this, there is also a 
phrase if from the same stream which implies that juniority is essential if 
writer is from same streem and not otherwise.

I think we should sort it out with them on the basis of phraseology of the ad 
as well as prevalent guidelines of maharashtra which are in the process of 
becoming national guidelines. Sixty percent is unwarranted according to them, 
and even if it is accepted for the time being, juniority is applicable only to 
writer from the same stream, and thirdly, such juniority has to be with respect 
to candidate's qualification and not the minimum prescribed for the post.
I will talk to folks in Nagpur and try to ascertain their approach.

The blind candidates/low vision candidates and candidates who are locomotor 
impaired in
both hands and both arms and candidates whose writing speed is affected by 
cerebral
palsy can use own scribe at their cost during the written examination. In all 
such cases
where a scribe is used, the following rules will apply:
i) The candidate will have to arrange his/her own scribe at his/her own cost.
ii) The academic qualification of the scribe should be one grade lower than the 
stipulated
eligibility criteria for the candidate if from the same stream.
iii) The scribe can be from any other academic discipline and should possess 
60% or less
marks in his stream.
iv) Both the candidate as well as the scribe will have to give a suitable 
undertaking,
and confirm that the scribe fulfils all the stipulated eligibility criteria for 
a scribe
as mentioned above. Further, in case it later transpires that he/she did not 
fulfill
any of the laid-down criteria or suppressed material facts, the candidature of 
the
applicant will stand cancelled, irrespective of the result of the written test.
v) Such candidates who use a scribe shall be eligible for extra time of 20 
minutes for every
hour of the examination.

 visually impaired people where we can have a discussion on new prospective
 of business rather than focusing on the traditional self-employment areas

 convention more luscious and amusing.

 Internet Explorer's getting a little bit safer. Microsoft Wednesday 
 unveiled significant
 new security features that will be in the next version of the company's 
 Web browser,
 Internet Explorer 8, currently in public beta testing.
From Microsoft's standpoint, any improvement in security is a plus, and 
the company
 seems to be taking that to heart with Internet Explorer 8, which includes 
 a slew
 of new or upgraded security features. In the past, Microsoft has been 
 heavily criticized
 for its browser security, while its chief competitor, Mozilla Firefox, has 
 been largely
 lauded.
 One of the most important new features in IE8 is a set of cross-site 
 scripting defenses
 to protect the browser against the most common type of these attacks, 
 known as reflection
 attacks, wherein transmitted data is sent back to the attacker. During 
 these attacks,
 hackers could be stealing and browser history, logging keystrokes, 
 stealing credentials,
 or just evading phishing filters.
 Internet Explorer 8 will also have what Microsoft's calling the 
 SmartScreen Filter,
 which has been previously announced, but is more than Microsoft originally 
 let on.
 It's an upgraded version of the phishing filter found in Internet Explorer 
 7 with
 a twist. It now includes malware protection, a feature also found in the 
 latest versions
 of Mozilla and Opera.
 When users visit a site that's been reported by any one of a number of 
 third-party
 data providers as a phishing or malware-laden site, they'll be greeted 
 with a big
 red background and a warning. That's an upgrade over the anti-phishing 
 user in Internet
 Explorer 7, which Microsoft tests found looked too much like a potentially 
 less harmful
 page that just has security certificate errors.
 The warning has options either to go to the user's or to disregard and 
 continue,
 though the first option is in much bigger text. Businesses will be able to 
 set policy
 so that disregard and continue doesn't show up as an option. The 
 anti-malware protection
 will also block suspicious downloads.
 Several third-party data feeds will provide Internet Explorer with the 
 information
 needed to block phishing and malware-laden Web sites. Microsoft gets data 
 on reported
 phishing sites from seven providers, though it's not yet clear where it 
 will get
 data on sites reported to contain malware.
 Microsoft's already announced a number of security features for Internet 
 Explorer
 8. For example, the browser has a number of anti social engineering 
 features. It
 will highlight names in the URL bar to help prevent URL spoofing, like 
 when an tells
 the recipient to click on a site that's represented as a site, but is 
 really a malicious
 one. There's also an additional anti-phishing feature, where a dialogue 
 that catches
 certain site characteristics sets off a red flag even when the site isn't 
 in IE's
 anti-phishing data feeds.
 There are several new browser-based security features, including 
 improvements to
 ActiveX dialogues and control. There are now several levels of security 
 for ActiveX
 controls. With per user control, users can and install a control and it 
 will run
 whenever it wants. An opt in level allows users to decide whether the 
 control should
 run each time it wants to. kill bits can stop a control from loading at 
 all, and
 per site control means a control can only be invoked by one particular Web 
 site.
 Data Execution Prevention helps mitigate many memory-related attacks, 
 including overruns,
 by blocking code execution from running in protected memory. Several other 
 features,
 including cross domain request and cross domain messaging, are aimed at 
 preventing
 attacks from taking place in mash-ups or any time two Web sites have to 
 exchange
 information.

Mobile users may be 'vishing' for trouble

With India adding almost 8 million cellphone subscribers per month - and SMS 
being the largest-used service - hackers find vishing a great tool to target
gullible users.

Rakshita Kolaskar (name changed) was pleasantly surprised to receive a SMS 
recently, announcing her as the winner of a $3 million (around Rs 12.5 crore)
prize from the Shell International Mobile Draw.

The message prompted her to mail her claim and asked her to call an 
international number. However, when her excitement died, she tried hard to 
recall if
she ever used any Shell product or service, as the SMS stated.

She soon realised that she had never done so. So why was this SMS sent, 
especially, when a Shell official confirmed that it had not issued any such 
award?

Welcome to the world of Vishing or voice phishing, wherein hackers are using a 
combination of voice over internet protocol, SMSs and the internet to fool
and redirect users into dialling a phone number and collect critical 
information for financial gain. In Kolaskar's case, both mobile spam and 
vishing were
used.

Phishing-related losses have been estimated at $2.8 billion with a single 
victim losing $1,244 in 2006, compared with $257 in 2005, according to Gartner.

According to some recent reports, phishing attacks on banks have increased 
since the beginning of the year.

Globally, the first vishing attack was registered in 2006, but there have been 
reports that these are increasing. Earlier this year, the FBI's Internet
Crime Centre said it received multiple reports on different variations of 
vishing. These attacks against US financial institutes and individual users 
continue
to rise.

Many feel that India is a compelling market for this kind of an attack. With 
almost 8 million subscribers added per month - and SMS the largest-used service
- experts feel this could be the best way to target Indian users.

Rohas Nagpal, president, Asian School of Cyberlaw, feels that the above is an 
social engineering attack could be later used for a fraudulent activity or
it could also be the first step towards vishing.

Security experts are of the opinion that more than the technology solutions, it 
is the ease of database availability from the telecom operators that is
responsible for this in India. If you go to Nehru place in New Delhi, you can 
get a mobile number database for a few thousands of rupees, says a security
specialist.

Many feel that laws should be strengthened. Kartik Shahani, regional director, 
India, McAfee, says: Everyone knows that databases are sold by network 
operators.
One can also specify the type of database based on a user's ARPU spend. 
Besides, the rules and regulations on providing database access to other users
are very weak in India.

He also believes that if the attack is taking place from the net, then there 
are solutions that can help users detect the authentic site. But in case of
vishing, it becomes difficult.

Howard Schmidt, president and CEO, RH Security Consulting and a former special 
advisor for cyberspace security for the White House, had told Business Standard
that with the mobile usage increasing, the next wave of security threats will 
target handhelds.

He said: Five years from now, the mobile will be used like we use PC and 
laptops today. So, the attacks will be using the data on the handheld. The 
problem
is that while solutions are available people are not using it.

Niraj Kaushik, country manager, India and Saarc, Trend Micro, cautions that 
though vishing is still at a nascent stage, very few operators are providing
any security solutions that can control spam on mobile handsets.

The Nigerian scam

Phishing is a common phenomeon on the internet. It is a form of internet fraud 
that aims to steal valuable information such as credit card details, social
security numbers, user IDs and passwords for financial gains.

Several top banks in India have reportedly been hit by phishing. A popular 
email scam is the Nigerian scam.

The email, in this case, is sent by a prominent official from an African 
country asking the recepient to help him/her in depositing money into a local 
bank
and also offers to share the bounty.

RSS Feeds - The Times of India
RSS is a way of providing content to the user's browser or desktop in an
efficient way. By using RSS feeds, the user can stay updated on the news
from Indiatimes
and other news sources with very little extra effort.

RSS (Really Simple Syndication) feeds are normally provided in three ways:
headlines only, headlines with excerpts and full text feeds. Indiatimes
provides
you with the headlines with excerpts version for free. Of the multiple RSS
formats that exist today (RSS 0.91, RSS 0.92, RSS 2.0), Indiatimes supports
only the 0.91 specification for now.
Feeds are normally viewed in two types of applications: One is the desktop 
aggregator and two is the Web-based aggregator.

Desktop Aggregator

There are a multitude of desktop aggregators, free and commercial, available 
these days. You can find a listing of them
here.

To illustratrate how to use the Indiatimes feeds, we are going to use
