Friends
RBI has incorporated provisions relating to banking facilities to visually 
challenged in master circular on customer service
This can be obtained from:

Further it has necessarily to be kept by all the branches of the banks.
So, I hope the problems of producing the RBI circular, or objections that it is 
not signed, etc. should not arise.
The burden of proof is on the banks now, as it would be absurd if they claim 
that we don't have the master circular even on customer service...

However, if anybody chooses not to  obey law, (Which is unfortunately law of 
the land in India), then he or she has complete immunity in Indian setup. 
(Smile).

10. Providing banking facilities to Visually Impaired Persons



In order to facilitate access to banking facilities by visually challenged
persons, banks are advised to offer banking facilities including cheque book



facility / operation of ATM / locker etc. to the visually challenged as they are
legally competent to contract.



In the Case No. 2791/2003, the Honourable Court of Chief Commissioner for
Persons with Disabilities had passed Orders dated 05.09.2005 which was
forwarded by IBA to all the member banks vide their circular letter dated
October 20, 2005. In the above Order, the Honorable Court has instructed
that banks should offer all the banking facilities including cheque book 
facility,
ATM facility and locker facility to the visually challenged and also assist them
in withdrawal of cash.



Further, in Para 14 of the above Order, the Honorable Court has observed
that visually impaired persons cannot be denied the facility of cheque book,
locker and ATM on the possibility of risk in operating / using the said 
facility,
as the element of risk is involved in case of other customers as well.



Banks should therefore ensure that all the banking facilities such as
cheque book facility including third party cheques, ATM facility, Net
banking facility, locker facility, retail loans, credit cards etc. are
invariably offered to the visually challenged without any discrimination.



Banks may also advise their branches to render all possible assistance to the
visually challenged for availing the various banking facilities.



10.1 Guidelines framed by IBA based on the judgment of

 Chief Commissioner for Persons with Disabilities



Indian Banks' Association has framed operational guidelines for
implementation of its member banks on providing banking facilities to persons
with disabilities. Banks should adopt / follow the operational guidelines
meticulously.



10.2 Talking ATMs with Braille keypads to facilitate

 use by persons with visual impairment



Banks should make at least one third of new ATMs installed as talking
ATMs with Braille keypads and place them strategically in consultation
with other banks to ensure that at least one talking ATM with Braille



keypad is generally available in each locality for catering to needs of
visually impaired persons. Banks may also bring the locations of such talking
ATMs to the notice of their visually impaired customers.

[AI] Google Chrome with JAWS 8?

Is Google Chrome accessible with JAWS 8? The last time I checked it
wasn’t. I am facing real issues with internet explorer and firefox
which may perhaps not get resolved unless I format the computer. Among
other things, I am not being able to navigate to the address bar or
have the webpage address copied and read aloud. What about safari?

Information about the Indian Retinitis Pigmentosa Registry
 
Retinitis pigmentosa (RP) is a term given to a group of hereditary retinal 
diseases that are caused by a multiplicity of genetic defects leading to a 
slowly progressive retinal damage. Night blindness, progressive visual field 
defects, and visual impairment are common symptoms of the disease. RP and 
allied diseases usually strike early in life, leaving otherwise healthy 
individuals significantly vision impaired or blind for life. The current 
worldwide prevalence of RP is considered to be about 1:4000, while recent 
studies in India have indicated that prevalence in India is possibly 10 times 
higher than in the western world. There is presently no cure for this disease, 
although progress in fields of stem cells, gene therapy, cell transplant and 
artificial visual prosthetics including a retinal implant appears promising. 
Some of these clinical trials are currently on-going elsewhere in the world, 
and are likely to come to India soon.
 
Registry or a database is a collection of patient information, usually kept at 
a central repository. This information can be either collected from the 
patients themselves, or is requested from physicians, other healthcare 
providers or hospitals/clinics/nursing homes, or any other medical facility. 
 
The web-based Indian RP Registry will help evaluate epidemiological factors 
related to RP, thus highlighting and drawing attention to the enormity of the 
problem in India as well as its social and economic consequences. The data 
collection and analysis will help policy planners and advocacy groups to set 
priorities and allocate resources judiciously. The registry will also keep 
patients informed about various treatments for RP, and allow patients a chance 
to interact with other patients. With the information available, referring 
physicians would be able to better manage their RP patients, while maintaining 
continuity of the patient-physician relationship. This patient database will 
allow access to authorized people, with highest security measures in place to 
prevent unwelcome intrusion. Patient confidentiality will be strictly respected.
 
The main objectives of the registry are:
*   Obtain current and future prevalence of RP at the national and regional 
level in India
*   Conduct epidemiological  clinical research studies
*   Dissemination of information about new treatment/s to patients, and act 
as important resource for conduct of clinical trials 
*   Disseminate information for planning  early detection programs
*   Respond to national and local concerns about the disease
*   Provide information to citizens, legislators, and health professionals
*   To obtain a better correlation of the clinical course of RP to specific 
genetic variations
*   Collect clinical data and the impact of RP on Quality of Life (QOL)
*   Better understanding of the relationship between clinical parameters 
such as visual acuity and visual field loss  impact on the person’s daily 
activities
*   Policy planners require solid estimates of disease prevalence to 
determine the likely benefit of these and future therapies

but this works in a situation when you have already saved the person's email 
ID in your address book. alternatively one can do the following:

1. select the message without opening it.
2. press application key and press enter on properties.
3. vertualise the window by pressing INSERT + CTRL + W.
4. READ THE TEXT WITH ARROW KEYS AND COPY THE SENDER'S ADDRESS AND PRESS 
ESCAPE KEY TWICE.

5. now press ctrl + N and paste the address in the 'to' field.
I am using these steps in Outlook express.

Hello all

One of the reason I was not in favour of book request on this list is 
because of multitude of mails asking for one more copy to them. It is 
rather unfortunate and regrettable when members who have been in this 
list for a very long time are also resorting to it.


There are a couple of ways of doing it, the most easiest way is to go 
to the from field, select all and copy to clipboard. Jaws users can go 
quickly to the from field is by alt f1.

Ctrl+a for select all and ctrl+c for copy to clipboard.

I sincerely hope there shall be no cluttering of  such mails on the 
list for a long time to come now.

I found NVDA very good. The only feature in NVDA which is most wanted 
according to me is how we use jaws curser in jaws.
If that is done, then I guess NVDA will be the best in future. Because 
that will solve many problems.

Respected Sir,

According to my knowledge the contents of autorun file should be like this:

[autorun]
shellexecute=nvda.exe


Provided that your NVDA's files/folder are in root directory.
If they are in a folder like nvda, then add nvda\nvda.exe 
I hope you got the concept.
And yes, the autorun.inf file which you saved after typing or copying these 
contents, should be in the root directory of the pen drive. Such as : 
E:\autorun.inf
Please do not add the drive letter since it differs.
It works in most cases however, please let me know weather it works with you or 
not.
Please also paste your contents of your autorun file including where did you 
place NVDA folder. Since I am not operating it right now.

but this works in a situation when you have already saved the person's 
email ID in your address book. alternatively one can do the following:

1. select the message without opening it.
2. press application key and press enter on properties.
3. vertualise the window by pressing INSERT + CTRL + W.
4. READ THE TEXT WITH ARROW KEYS AND COPY THE SENDER'S ADDRESS AND PRESS 
ESCAPE KEY TWICE.

5. now press ctrl + N and paste the address in the 'to' field.
I am using these steps in Outlook express.

One of the reason I was not in favour of book request on this list is 
because of multitude of mails asking for one more copy to them. It is 
rather unfortunate and regrettable when members who have been in this 
list for a very long time are also resorting to it.


There are a couple of ways of doing it, the most easiest way is to go 
to the from field, select all and copy to clipboard. Jaws users can go 
quickly to the from field is by alt f1.

Ctrl+a for select all and ctrl+c for copy to clipboard.

I sincerely hope there shall be no cluttering of  such mails on the 
list for a long time to come now.
