[AI] E voting in Gujarat
Times of India: AHMEDABAD: The Gujarat government and state election commission have decided to introduce e-voting in the next local body elections becoming the first state in the country to enable citizens to cast their franchise online. This will be for the first time in the country that in any official election the method of online voting via internet will be used, beginning with Ahmedabad Municipal Corporation polls scheduled in mid-October followed by Rajkot, Vadodara, Surat, Bhavnagar and Jamnagar local body elections, sec secretary, P H Shah said. It will be indeed interesting to see that how they ensure that only people from Gujrat are voating, how only one IP voats one time etc. I guess the way is to type your voater id card no., which will prevent all unauthorized voating. Dear Rajesh, Kanchan and Others, Even when there are rules, sometimes, (in fact more than often) blind people have to fight for these things like the service of scribe: this is the Indian truth. In Delhi University, during last one year, we had lengthy discussions at the level of Equal Oppertunity Cell regarding the availability and eligibility of scribe. We have now prepared a long draft, which we are trying to get approved by the University. But we felt that there always be irregularities; and therefore, we would need a proper system of redresal in such cases. It would be extremely helpful if Kanchan can send me these regulations in attachment so that we can print an authentic copy to use as a supportive document in our struggle at Delhi University on this issue. Hello, I notice that the income tax site www.incometaxindia.gov.in has introduced many new features including online filing of return. But I can't access most of it using jaws 10 on IE 6. I also note from my colleagues that the online return system does not allow exemption of Rs.100,000 to severely handicapped persons u/s80U. It is allowing Rs.75,000 only. I don't think that email to the web master will help. There are some points I d like to bring to the attention of the readers from Maharashtra. I think you know these. I am quite shocked with your friend's experience. The Maharashtra SSC board is governed by the Guidelines of the Bombay High Court dated December 2006. these are the only comprehensive guidelines anywhere in India. I had said while drafting these guidelines that they are not the final words on the subject and would be improved upon in course of time. Anyway nothing further has happened. However good or bad these guidelines are, they are the only guidelines on the subject. They are fairly clear and there are hardly any ambiguities and there should not be arbitarieness. Nagpur or any village examination and every Examining Authority in Maharashtra is governed by these guidelines. 1. The Application form must mention the column for scribe. 2. To combat malicious attacks, phishing scams and spam, the online social network is rolling out new security features. You can ask to be notified by e-mail or text message when your account is accessed from a computer or mobile device you haven't used before. The log-in attempt may be legitimate when you're travelling, but if you haven't left home in a week, you probably ought to change your password. Facebook is also adding roadblocks when it notices unusual activity, such as simultaneous log-ins from opposite sides of the planet. For example, you might be shown a photo with your friends tagged, and be asked to correctly identify who they are before the second log-in goes through. Users will also be able to check where the latest log-ins have come from. This is similar to a feature Google Inc. offers on its Gmail service, where users can view the date, time and location of the most recent log-ins to their account. Gmail also states whether the account is open on another computer at the same time. Some of these changes are already available, while others are still being tested and will launch over the next few weeks. Facebook typically rolls out changes over several days, if not weeks, so not all users will see them at the same time. The new features come as Facebook faces growing criticism over the way it handles users' privacy. It has been pushing them to share more about themselves with one another and with the outside world. The security upgrade is a sign the company is working to keep its users' trust in the way it handles the private data they post, even as it fends of complaints from privacy advocates, users and politicians. Hemanshu Nigam, former chief security officer at Facebook rival MySpace, said Facebook has many incentives to be mindful of privacy complaints. A little thing like this can turn into a big thing, and could turn into an advertiser saying, 'Well, I can take my dollars elsewhere,' said Nigam, who now runs online security firm SSP Blue but still consults for MySpace. The secondary account verification system that Facebook is rolling out makes sure that when people log in from elsewhere, they are authorized to do so. Many websites try to do this by asking people to type words displayed in an image to prove they are human, rather than a computer seeking automated access. But this only helps keep those software robots out, not people, Brill said. The requirement to enter information that only you would know such as the identity of your friends can help stop unauthorized access should your password somehow become compromised. To get notified when someone accesses an account from a new computer or device, you have to turn that feature on. To do this, go to account settings, scroll down to account security, then click change. There, you can choose to be notified of log-ins by e-mail or text message. Facebook is asking users to activate, or opt-in to, the security setting, even as it takes an opt-out approach with some of its marketing and personalization features. With opt-out, participation is automatic unless the user takes action. Without giving an exact figure, Facebook says only a tiny percentage of its users have their accounts compromised. But a small percentage of 400 million can still be sizable. The site's users are a good target for cybercriminals because of the implicit trust people place in Facebook. The Interphone report by the World Health Organisation has found those in the heaviest user category were in greater danger of developing malignant glioma tumours, which may lead to brain cancer, the 'Daily Express' reported. But the report's definition of heavy use is just 30 minutes a day and regular use was at least one call per week over a six-month period. The Interphone report, which has been largely funded by the mobile phone industry, was based on interviews in 13 countries over 10 years with 5,000 brain cancer victims or a friend or relative of those who had died or were too ill. No victims under 30 were interviewed, with researchers admitting many young people use mobiles for an hour or more every day. They found that tumours were more common on the side of the head where the phone was used. However, experts have warned that the real risk may be much higher as the study didn't look at other tumours including acoustic neuromas, which grow in the ears. Sarah Wright, Spokesperson for campaign group Mast Sanity, said They are only looking at two types of tumours. Other reports have come up with an average that doubled the risk and this Interphone study gives a 40 per cent increased risk. Evidence showed the number diagnosed was increasing by two per cent every year. Dr. Grahame Blackwell, a spokesman for health charity WiredChild, said: It's time for the government to stop saying, like the mobile industry, 'we need more research', to put warnings on mobile phone packaging and to issue cautions over children, similar to those in other countries. Parents just don't realise the dangers, which go beyond brain tumours, and the government needs to inform them because the manufacturers certainly won't. The Maharashtra SSC board is governed by the Guidelines of the Bombay High Court dated December 2006. these are the only comprehensive guidelines anywhere in India. I had said while drafting these guidelines that they are not the final words on the subject and would be improved upon in course of time. Anyway nothing further has happened. However good or bad these guidelines are, they are the only guidelines on the subject. They are fairly clear and there are hardly any ambiguities and there should not be arbitarieness.

On behalf of All India Confederation of the Blind Comments on Draft Consultation Paper on National Policy for Electronic Accessibility I. General: The draft policy currently being circulated in the form of a position paper attempts, in no uncertain terms, to address the complex issue of electronic accessibility with its various shades and nuances. Although the draft encompasses many critical focus areas, it leaves substantial scope for amendments /enrichment. A few of these are suggested below in rather generic terms: 1. The draft policy seems to limit itself to a mere legal mandation at best. It should also focus on implementation, enforcement and vigilant monitoring. 2. The precise technical specifications down to the micro level need to be developed and incorporated into the draft with the help of competent professionals. The W3C accessibility guidelines could be used as a possible model. 3. The focus of electronic accessibility needs to go well beyond the Internet. 4. All the websites currently under the purview of the Government of India, either directly or indirectly, should be statutorily obliged to provide seamless access to all. 5. A public-private partnership mode could be initiated to encourage large corporations to make their online and offline content accessible. II. Section-wise Comments: 1. Preamble: 1.1. The opening sentence of the Preamble has been taken verbatim from the Foreword (sentence 2) to the National Policy For Persons With Disabilities (2006) of the Government of India, contributed by Smt. Meira Kumar, the then Minister for Social Justice and Empowerment. This needs to be recognized, ( just a small point). 1.2. Other important documents the Policy is to expand upon are: The National Policy For Persons With Disabilities of the Government of India (2006), and the New Centrally Sponsored Scheme of Inclusive Education of the Disabled at Secondary Stage (2009) of the Ministry of Human Resource Development, Government of India which, inter-alia, seeks to provide students with disabilities access to computers in Classes 9 to 12. 2. Operational Definitions: ICTE needs to be defined, the basis could be the definition given for the term Communications under Article 2 of UNCRPD, with suitable amendments. 3. Objective: The following additional objective is suggested: To help children and adults with disabilities without any gender-bias, to overcome barriers that may hinder their full and effective participation in society and function with maximum ease and independence. 4. Scope: 4.1. The opening sentence may be modified to read as follows: The Policy covers ICTE products and services relating to, though not limited to: print access; mobility; communications; consumer electronics; information technology; home management; recreation including broadcasting systems covering video content, feature films/movies and digital television; interactive transaction machines; telecommunications systems; technologies used in workplaces, any future ICTE product intended for public use. 4.2. Instead of 'Academia', mention university departments and colleges. 5.1 Awareness: 5.1.3 (to be added) The Union Department of Information Technology will prepare suitable schemes to support such awareness programmes and also motivate other Ministries/Departments to do likewise. 5.2 Education: (Replace existing 5.2.1 with the following): Children with disabilities studying at the Secondary and Senior Secondary stages of education will be provided necessary education in the use of computers on a large scale with appropriate hardware/software adaptations. This will facilitate instant production of reading material into accessible formats. For a textbook to qualify as an officially prescribed textbook for study, educational boards such as the CBSE and the dozens of other state boards should require the PDF version of that book to be deposited with a repository so that visually impaired students can study in a barrier free environment. 5.2.4 (to be added) : All curricular material to be available in alternative, appropriate and accessible format for persons with disabilities.

Dear Rajesh Sir, I had approached the Mumbai High Court for relief when NABARD had placed unjustifiable restrictions on who could be a scribe. NABARD's central contention was that since they were a Central organisation, the scribe guidelines framed by the Maharashtra courts were not applicable to them. But the Mumbai High Court rejected that contention. Could we not cite that judgement as precedent with the central authorities like the Staff Selection Commission? The candidate must be allowed to arange a scribe. Only if the candidate cant arrange one then the examining authority must arrange one. 3. We have enough experience with the kinds of scribe provided by Examining Authority so i dont know why your friend did not write to the Board and get his scribe approved. The normal procedure is that once you are visually challenged you write to the Board via your school and ask for the rules and tell the Examining Authority much before the exam. You have to submit details about your scribe. It has been a common practise in Mumbai to submit the scribes bonafide certificate, copy of i card etc. Get the approval letter from the Examining Body and then carry that letter everyday when you give the exams. I dont think your friend followed the procedure. I have no idea about the precedent. yes I am aware that the Examining authority started by making the mistake on the application form itself but your friend had to be most cautious. NEW DELHI: All 10 fingerprints, an iris scan and a photograph of the person will be used for unique identification (UID) of individuals, the cabinet committee on UID decided on Tuesday, giving its in-principle clearance to guidelines for setting up the UID database. In a billion-plus population, a mix of biometric and photographic record is considered necessary to ensure fidelity of information collected in the project. With UID intended to help identify beneficiaries of welfare schemes, children between ages 5 and 15 will be included in view of the ambitious right to education. Speaking at the Indo-Pak business summit organized by TOI and the Jang group of Pakistan as part of the Aman ki Asha initiative, chairman of UID Nandan Nilekani said the Cabinet approval followed a presentation on UID. There was a review and we have clearance to put in place protocols and technology to implement the guidelines, said Nilekani. In keeping with the government's efforts to improve services like PDS and MNREGA, the priority in UID's rollout will be the poor and children eligible under the recently notified Right to Education. The former Infosys whiz said fingerprints of all 10 fingers would help prevent duplicate IDs being issued and establishing a particular person was just who he or she claimed to be. Admitting that the technological challenge of building such a database was not inconsiderable, Nilekani said the process would be wholly voluntary. He did not think UID being non-mandatory would dilute its purpose, as ninestates have agreed to use the data to improve delivery of social welfare schemes. Once utility of UID is apparent, there will be peer pressure to follow suit. The first set of UIDs will be issued between August 2010 and February 2011, he said. The Cabinet approval means that the UID rollout will actually get underway.Nilekani said the government was aiming for 600 million users by 2014. The numbers would help facilitate no-frills bank accounts for the poor who receive payments through schemes like MNREGA and the proposed National Food Security Act, he said. They would also help check disbursal of benefits such as old-age pensions. The IDs issued under the scheme will be 12-digit numbers and these will be verified by authentication machines that can read fingerprints and send the information to a central database. The principle is not unlike credit card readers and Nilekani said UID would use mobile networks to send the information to and fro. A draft UID Bill to give the authority statutory powers and form has been readied and is expected to be cleared by the Cabinet in a few weeks, which could mean that it will be brought to Parliament in the monsoon session.
