New Delhi, July 22 (IANS) The Supreme Court has pulled up the central
government for denying a job to physically handicapped girl Pritilata
Nanda of Orissa on the grounds that she did not get her name routed
through an employment exchange. Nanda was also awarded damages of
Rs.300,000.
Besides the central government, four officials of South Eastern
Railways were also slammed for showing “lack of sensitivity”. Nanda
suffers from paralysis of the lower limbs.

In a order delivered last Friday but released only Thursday, a bench
of Justice G.S. Singhvi and Justice Asok Kumar Ganguly said getting
the name sponsored by an employment exchange could not be equated with
mandatory provision incorporated in a statute, the violation of which
may make the person concerned liable to penal consequences.

The court said that the conduct of the railway officials was
“constitutionally flawed”, thus depriving Nanda of her “legitimate
right to be appointed on a class III post”. The court directed the
central government to pay Nanda Rs.300,000 in damages as she was
deprived of her rights for almost 21 years.

“This appeal (by the centre and South Eastern Railway) is one of the
many cases illustrative of lack of sensitivity on the part of those
entrusted with the task of doing justice on the administrative side
which is the sine qua non (condition) for good governance,” the order
said.

The court said that in her battle spanning over 21 years, Nanda
“became so frustrated that even though she succeeded in convincing the
high court to issue a direction to the competent authority to appoint
her on a Class III post with retrospective effect, she has not thought
it proper to appear and contest this appeal (filed by the central
government and others) against the order passed by the division bench
of the Orissa High Court”.

Besides the costs, the court directed the South Eastern Railway to
issue, within two weeks, an order appointing Nanda to a class three
post. Her appointment shall be made effective from the date the person
placed at serial number 12 in the merit list was appointed, the order
said.

Nanda’s pay shall be notionally fixed from the date of her appointment
and she would be given actual monetary benefits with effect from Sep
5, 2008, the date specified in the high court’s order, the apex court
said. Besides this, she would entitled to all other benefits including
revision of pay from time and promotions, if any.

The court also directed the general manager, South Eastern Railways to
ensure that she was not harassed by being posted to remote areas. The
official has been asked to send the compliance report to the court by
Nov 22.

If there's one technology-related story that's caught your attention this
year,
it's probably the one about Google pulling out of China (see
tinyurl.com/yavzk6
grams ).  Leaving aside the issues of human rights and web filtering, the
nub of
this story is that Google was attacked because the browser its employees
were
using to perform web searches was insecure.  Internet Explorer (IE) was so
riddled with holes that Microsoft was forced to issue an emergency patch.
But
the damage had already been done: Chinese hackers were able to target
Google,
and an international dispute was ignited.

When the government urges you to seriously consider switching allegiance
from IE
to Mozilla Firefox or Google Chrome (as happened in France and Italy), you
know
there's some pretty bad stuff going on behind the scenes.

Unfortunately, IE vulnerabilities aren't all you need to worry about.  Many
of
the web threats out there are avoidable: in most cases, you simply need to
learn
to spot the signs or recognise that the information you're sharing may leave
you
open to attack.

Scareware, for instance, has proved one of the biggest security headaches of
the
past two years, trading on your fear that your PC and the data stored on it
might be at risk.  Sometimes, such malware will also try to dupe you into
believing it's there to help.

Do you know how to guard against scareware?  How about Trojan horse text
messages?  Or social-network data harvesting?  Malicious hackers are a
resourceful bunch and their methods continually evolve to target the
changing
ways we use our computers.  New attack techniques allow bad guys to stay one
step ahead of security software and to get the better of even cautious and
well-informed PC users.

Don't let that happen to you.  Read on for descriptions of the most recent
and
most malignant security threats, as well as our advice on how to stop them
in
their tracks.

Make a few sensible changes to the way you behave and you'll avoid almost
all
the threats with ease.  But with more - and more sophisticated - threats out
there than ever before, it's worth casting your eyes over the following and
checking you're not at risk.

CRIMES OF CONVENIENCE

One of the biggest hidden threats on the web today has come about through
our
desire to get where we want faster and with less fuss.  The problem is
shortened
URLs, which offer a shorthand link to a website without you having to type
the
full address.

You'll find shortened URLs in newspapers, magazines and online, particularly
if
you use Twitter.  Bit.ly, TinyURL, Tr.im and Goo.gl are all common examples.
We
use such links to point to longer reviews or in-depth news stories to which
we've alluded in print.  They break up the narrative less and are easier and
quicker to type in than the original web address.  In short, they're
convenient.

The trouble is, it's not immediately clear where those links will take you.
Short URLs give no hint of the destination, which means attackers can
exploit
them to send you to malicious sites.

AVOID SHORT URL PITFALLS

If you're keen to continue using shortened URLs, use a preview tool to see
where
that seemingly innocent link intends to take you.

Twitter users should try TweetDeck ( tweetdeck.com), which includes an
option in
the Settings menu to display previews of shortened URLs.  With this enabled,
clicking a shortened URL within a tweet brings up a screen that shows the
destination page's title, as well as its full-length URL and a tally of how
many
other people have clicked that link.  With this information at your
disposal,
you can make an informed decision about whether to click through and visit t
he
site.

You can use similar methods on other short links you come across.  Several
browser plug-ins and services offer a preview function.  When you create a
shortened address at TinyURL.com, for instance, the service provides both a
shortened URL and a preview version that will show readers where it goes
before
they click on it.  Conversely, if you're considering visiting a TinyURL
link,
you can enable its preview service ( tinyurl.com/preview.php) to see the
complete URL.  Note that you must have cookies enabled in your browser.

Both ExpandMyURL.com and LongURLPlease.com provide web-browser plug-ins or
applets that will verify the safety of the full URLs behind abbreviated
links
from all the major URL-shortening services.  Rather than changing the
shortened
links to their full URLs, however, ExpandMyURL checks destination sites in
the
background and marks the URLs green if they are safe.

This is Satguru from New Delhi, India.

I've just bought Nokia C5 three days back and installed talks V5.003 (demo 
version).

Here are my findings:
1. Don't know about the appearance of the contact window visually, but 
totaly inaccessible with talks. However, since I used my previous sim which 
has all my contacts stored so I know them all and I search them by typing a 
few innitial alphabates.
2. Talks crashes when opening profiles and screen goes totally black for few 
seconds and resumes automatically with talks reading the standby screen.

3. You can't make an outgoing call with talks running; you will have to mute 
it before pressing the call button. If you don't do so, and press the call 
button, the above mentioned thing will happen and you will be landed on the 
main window (Standby).

4. Soft key2 (command to anounse caller's name when incoming call is there) 
doesn't work. Pressing this key to hear the caller's name also would yeald 
the same result. and you will not be able to take that call. (call gets 
disconnected and phone returns to main window).

some paras in a different pitch and I imagine in a different language.

What happen when you use Jaws key + B to read the entire dialog?
Is this happening with all the files or some particular file?
May be it is something not related to JAWS, if you can let some one check
using so called working eye balls

Sudhir had complained about battery backup of angel a few days ago.
So, those who are using it, please shed light on its battery backup on full 
charging assuming all normal activities like mp3 playing and radio 
playing/recording are done?
Further please inform whether it has arrow keys for navigation while reading a 
text file, or find feature?
In other words, can we read bit text files on it with ease of navigation?

I am not sure if you want to sort the mails by senders name arranged in an
alphabetical order. If this is your requirement,  you can use a small
arranged by strip right above the area where your mails are listed.
The strip is gray in colour. You can sort the mails in number of ways like
date sender etc. I am however not aware of ways to access the said option
with jaws. I am partially sighted and access the said strip by looking for
it on the screen.

 There were no supporting tools like black goggles or a stick with me
 to make it obvious that I am blind. For example, we friends are
 sitting together and discussing something and one of them says, 'arre
 dekh na' and then realises I can't see. Or he removes a glass a bit
 aside spontaneously not realising I couldn't see that...So everyone
 had to focus and give a lot of attention all the time while shooting
 the film, said Deepika.

 The actress along with other cast and crew spent time with visually
 challenged people to understand their behavioural nuances and figure
 out counter actions. It took around six months of reading and
 interacting. Lots of physical movements I had to get use to. It's like
 feeling things around you without actually being able to see them. We
 didn't visit any blind school, but all of us met a lot of blind
 people... it was not just for me but also very important for Neil and
 the group of friends I am interacting with in the film, even for
 'dada' (Sarkar) to see how it is to interact with the blind. So I
 think it was a group process for all of us, she said.

 Deepika says she didn't find it nerve-wracking to do the implausible
 stunts. As I have been an athlete and a sportsperson before, I think
 it just makes it much easier and interesting for me. I think to be

As the new accademic session has already commenced.  I take this opportunity
to paste a list of various national schemes of scholarship which may be
helpful to the needy students for meeting their financial requirements in
pursuance of higher education.  Some of these schemes are exclusively for
disabled students while others are accessible for all students of main
stream including the blind and other disables according to their qualifying

Some important scheme of scholarship are as as under

National Doctoral Fellowships
Eligibility Criteria:

Age: Below 35 years as on 31st of August of the year of application

Relaxation: 5 years in age limit for SC/ST, physically handicapped and women

Other: The candidate should be in the first year of full-time doctoral
programme in one of the host institutions listed in the Annexure.

Fellowship Details:

Number of Fellowships: 50

Duration: 3 years plus an extension upto 1 year

Value: Rs.12000 pm

Contingency Grant: Rs.25000 pa
Overhead Charges: Rs.2 pa to be paid to the host institution

Disbursement: On yearly basis through host Institution (where the Fellow is
registered). Before disbursing fellowship grant for next year, AICTE is to
receive a Progress Report and Utilisation Certificate from host institution.


Monitoring of Progress: Progress is mentioned by an Expert Committee of
AICTE, which, if found unsatisfactory/or candidate fails to complete PhD

National Scholarships
 
The Ministry of Social Justice and Empowerment, India, provides 500
scholarships every year to students with disabilities. Of this, students
with visual impairments are provided 115 scholarships (70 to male students
and 45 to female students).
 
Objective
 
. To provide financial assistance to disabled students for pursuing higher
and technical education
. To support students in acquiring special aids and appliances for studies.
 
Eligibility
 
. Any Indian citizen
. Matriculation/secondary or any higher examination from a recognised board
or university
. Monthly family income of the beneficiary should not be more than Rupees
15,000 from all sources. Family income will include income of the parent and
in their absence income of the guardian.
 
Number of scholarships
 
500 through institutions in which students will undertake the study. Awards
will be given to different categories of disabled students in following
number:
 
. Students with orthopaedic disability 70 awards (male students) 45 awards
(female students)
. Students with visual disability 70 awards (male students) 45 awards
(female students)
. Students with hearing disability 70 awards (male students) 45 awards
(female students)
. Students with low vision, cerebral palsy and disabilities other than above
90 awards (male students) 65 awards (female students).
 
Ministry of Social Justice and Empowerment issues advertisements every year
in the month of May in newspapers, and through Doordarshan, seeking
applications for awards.
 
Amount of scholarship
 
It varies for different courses and also depends on the availability of
hostel/residential facility with the institution. The details are given
below:
 
. Ph D/M and post graduate/graduate level courses in Engineering/Indian and
other systems of medicine/Agriculture/Veterinary/IT/Biotechnology, Education
Management/Architecture, Physiotherapy, Music and other professional courses
Scholarship for hostlers (Rupees per month): 1,000 Scholarship for day
scholars (Rupees per month): 700
. Diploma and certificate level professional courses Scholarship for

Only sold in the US for now. Supports only one model which  is the
Blackberry Curve 8520 with OS 4.7 and above.

I have been using it for 5 months. Works well for text messaging, email,
calendar, contacts and voice calling. Struggles with web browsing although
that is supposed to improve. Works fine with some 3rd party apps such as
Ubertwitter and so on.

These film producers and directors do not understand the simple fact that 
instead of taking huge efforts of training Deepika for blind person they 
very well could have chosen some blind female for the job. It would have 
opened a new avenue in the world of V.I's hidden  talents. It is like, in 
order to master an art of walking on the water you spent ages. Whereas, you 
pay just 5 10 rupees and get ferried from 1 end to the other. But who will 
tell this people and who is going to listen.

Washington, DC: Researchers may have found a new treatment for retinitis 
pigmentosa (RP), a severe neurodegenerative disease of the retina that 
ultimately results in blindness.


University of Massachusetts Medical School (UMMS) researcher Shalesh Kaushal, 
MD, PhD, chair of ophthalmology and associate professor of ophthalmology and 
cell biology and his team conducted the study.


Results from this study, in conjunction with prior in vitro data, suggest 
valproic acid may be an effective treatment for photoreceptor loss associated 
with RP.


Five of the seven patients in the study experienced improvement in their field 
of vision.


Because of its already known qualities as a potent inhibitor of the 
inflammatory response pathway and cell death, valproic acid was believed to 
have a unique profile making it a potential candidate as a retinal disease 
treatment.


Repurposing drugs already approved by the FDA and which have been shown to be 
safe, such as valproic acid, is an economical and time-efficient way to quickly 
bring new treatments to patients, said Kaushal.


The study is published in the July 20 online edition of the British Journal of 
Ophthalmology.

No commercial producer makes a film for charity purpose.
The first and most aim for producing a film is always making money.
Deepika can add glamour in film, while it is tough to do

Hello all,
On numerous occasions we received feedback from users of the Classic 
Yahoo! Mail indicating that they had a lot of problems when using it 
with JAWS and Internet Explorer. Some of the problems include 
sluggishness when moving between pages and crashes of JAWS altogether.
While we cannot exactly pinpoint the source of those problems, several 
things we do know for sure:

1. NVDA works fine with both Internet Explorer and Firefox when using 
Classic yahoo! Mail.
2. JAWS works OK with Firefox and Classic Yahoo! Mail, although we did 
notice infrequent crashes.
3. JAWS also works with Internet Explorer and Clasic Mail but crashes 
are more frequent and the sluggishness can be observed.

It would help tremendously to hear from users who encounter those 
problems with as much information as possible so that we can try to 
reproduce them consistently. Once we identify one or two reproduceable 
cases, we will work with Freedom Scientific toward resolving existing 
problems.

This is just my openian about angel, it may be wrong.
The battery backup is quite good.
Radio quality is also not bad.
Volume is loud enough.
Recording quality is average.
The size of angel is quite big, in compare of other products of its kind.
The main drawback is Both the TTS are genuinely bad. So it’s really
too tough to read for a long time.
The daisy playback and daisy navigation are also not up to the mark.
For this purpose buddy is better option. It is chipper lighter and more stylish
Though it has not TTS in this release, but it will come in near
future. And you can get it in firmware update.
