The undersigned is directed to state that the Government has decided to allow continuance of family pension to mentally / physically disabled children who drew, are drawing or may draw family pension even after their marriage. Further, the Government has also decided to allow two family pensions where the pensioner drew, is drawing or may draw two pensions for military and / or civil employments. 2. In order to implement these decisions, Explanations 1 and 3 after sub-rule 6 of Rule 54 of the Central Civil Services (Pension) Rules, 1972 have been suitably amended and sub-rules 13-A and 13-B have been omitted. A copy of Gazette notification, G.S.R. No. 938 (E), dated 27th December, 2012, giving effect to these amendments is enclosed. 3. For the sake of clarity, the old and new explanations 1 and 3 are reproduced as under highlighting the changes made therein: Old : EXPLANATION 1 - An unmarried son or an unmarried or widowed or divorced daughter shall become ineligible for family pension under this sub-rule from the date he or she gets married or remarried. EXPLANATION 3 - It shall be the duty of son or daughter or siblings or the guardian to furnish a certificate to the Treasury or Bank, as the case may be, once in a year that (i) he or she has not started earning his or her livelihood and (ii) he or she has not yet married or remarried. Do you want to sharpen your troubleshooting and computer maintenance skills? How about designing a website or running a Linux server? Perhaps you would like to build a computer or home network of your own. The Cisco Academy for the Vision Impaired enables blind students to enter the world of computer and Information technology whether for career advancement or to pursue a hobby. We provide courses tailored for blind and visually impaired students around the world. We do this using live online lectures by blind and vision impaired instructors, written lessons, and a community of students and instructors to network with even after students have graduated our courses. The academy is currently taking applications for the first semester of 2013. We will be offering Computer 101 for Mac or Windows, IT Essentials, Intro to HTML 5 and CSS, Audio Editing Fundamentals, Discovery 1 with Exploration 1, and Linux server administration courses starting the second week of February. Computer 101 is taught as separate courses for Mac and Windows users. It teaches basic computer and screenreader skills including adjusting screenreader options, working with files, chatting online, using email, and using web pages. Intro to HTML 5 and CSS teaches blind people how to design attractive business and personal websites including graphics, audio, and video. It assumes no prior knowledge of HTML. Audio Editing Fundamentals teaches principles of audio including how to choose and place a microphone, single and multi-track editing using tools like Goldwave and Reaper, and adding various effects to audio tracks. IT Essentials is an introduction to PC repair including Hardware, installing and maintaining an operating system, Troubleshooting, portable devices, and customer service. Discovery 1 is focused on home and small business networking. It is being combined with our Exploration course to provide a thorough background in networking. Exploration is a more in depth look at networking, both theoretical and practical for those students who wish to really get into building and designing networks. After completing Exploration 1, students will have the skills necessary to take the CCENT exam. The Linux Administration course introduces server-based Linux systems administration for vision impaired users. Students will learn how to install and configure a Ubuntu server system and install and configure a number of server based programs such as a web server, Email and a wiki. The course aims to take a student from asking, what is Linux?, to installing and using a Linux-based server system via SSH. Each class runs for a total of six months, with online lectures. The classes are self-paced so you can finish them in a month, or take the entire semester if desired. The cost for each course is 500 US dollars however; scholarships are available to students who are paying for their courses out of pocket that lower the price to $150. Your eligibility for a scholarship will be assessed as part of the application process and payment plans are available. Students are required to have good internet access skills and be familiar with their screen reader of choice, or be willing to teach themselves the necessary skills as we go along. Students in the more advanced courses should be familiar with reading Adobe PDF documents, as they may be encountered while doing research projects. Course content is online, so a broadband internet connection is highly recommended. Students should also have a working headset/microphone and be willing to install Skype and Ventrilo, in order to attend lectures and communicate with instructors. Dear Sanchit, Avinash and others. Let me share with you that not only the business standard, but more than a half dozen newspapers have covered the 18th January hunger strike. I have asked a friend to compile these reports and send it to me so that I can share it with the accessindia list. Secondly, let me also tell you that many of these reports are based on the document that we had prepared against the Delhi University's Press Release dated 17th January 2013 . I must congratulate all those who sat the whole night before hunger strike to prepare this document so that it may be released on time. (It is pasted below.) It is a document worth reading for all. This document has frustrated the DU administration to the extent that now they are left with know alternative but to use the disability of one of its officer (OSD, EOC) as the shield for their failure to ensure the rights of disabled. See the report in Hindu on the city page, dated 19th January for the statement of this disabled officer of Delhi University. It is a shameful statement for disabled community at large made by a disabled himself. Thirdly, the demand for netbooks was already their in the September 2012 representation of Sambhavana. In fact, it was our reminder in December 2012 stating that otherwise we will have to start a mass struggle and our notice for the demonstration of 8th January 2013 which build the pressure under which finally the procurement process has begun. Hence, disabled students may now get notebooks, but at the same time, precisely for this reason that without pressure, authorities do not come out of their slumber, we should continue the struggle. PRESS Release Ref.Sam.2013/110 Date: 18/01/2013 Sambhavana Organization’s Response to the Press Release of Delhi University Dated 17th January 2013 and Report of Day Long Hunger Strike by Disabled Students and Teachers Against the Insensitive DU Authorities on 18th January 2013. 28 disabled students and 7 disabled teachers of Delhi University undertook a day-long hunger strike in front of DU VC’s office against the insensitive and callous attitude of the authorities towards their long pending grievances. DUTA executive had also issued a call of solidarity in favour Sambhavana’s hunger strike and all together more than 100 people joined the programme throughout the day. Sambhavana Organization had submitted a comprehensive representation outlining the grievances of the disabled community in DU at the behest of the Vice Chancellor way back in September 2012. Today the authorities not only disallowed tent facility, but even stooped down to the level of intimidation and threat to the disabled participants and their escorts. (A complaint to this effect has been lodged with the police.) In response to the deceptive, misleading and overstated press statement of Delhi University dated 17th January 2013, we would like to state the following. About a hundred visually and orthopedically challenged persons braved the winter rains and stayed put in front of the University office. The hunger strike started at 10 A.M. and concluded at 6 P.M. with a march towards Mall Road. Despite severe climatic conditions, every participant stayed till the end and shouted slogans, but no one from the authorities cared to meet them. In response to Sambhavana Organization’s declared hunger strike and mounting pressure from every quarters, the University issued a press release on 17th January 2013. Let us understand the context of this press release first. At the call of Sambhavana Organization (a group of disability rights activists vigorously championing the cause for more than a decade), About 250 disabled students (including a large number of girls), teachers and employees had assembled on 8th January outside the office of Vice Chancellor, University of Delhi. We protested against the illusory and deceptive announcements of Delhi University authorities and against their failure to meet various legal provisions for disabled persons. Though we had already submitted a comprehensive representation, we had two immediate demands. We wanted the University to constitute an Empowered Committee for preparing a time-bound action plan for the redressal of our grievances. Secondly, we wanted the University to announce a date of a disability summit. However, after finding unwillingness of higher DU authorities to meet and give concrete assurance, we marched from VC office to Arts Faculty and blocked the roads for almost two hours. Yet, until now, University has not made any commitment though 10 days have elapsed. In the mean time, we have also requested other state-bodies for their intervention, such as Prime Minister, UPA Chair-Person, UGC Chairman, Minister HRD, and Chief Commissioner for Persons with Disabilities. Bhavani and others, That's a valid point. However, you guys those are in the banks can do something about. You can start informal. One thing you can do is to organize an hour session to co-workers, possibly including those who are responsible for web based products, during the session, you cn introduce web accessibility what, why and a bit about how... You can also demonstrate those products with assistive technologies and explain how accessibility can also benefit other users. Remember, you should talk in a constructive manner and with details but not in a complaining approach. I can do such presentations on Saturdays on request with a fee. He should go to all huge wholesale shops, corporate companies and other businesses to market our products. then he should also go to other factories in the industrial areas to purchased material and get the material to our company in the auto. In the outskirts, there is no bus route and roads are not proper. Also the population is scares in those areas. So that is the reason partial eyesight is expected. When it comes to working on the machines, eye sight is expected.
