I think, we should press for more special schools. I don't know the 
situation of sign language. But the standard of Braille teaching under the 
scheme of inclusive education or SarbaShiksha Abhijan is very poor. Special 
schools should be there at least for primary education.

1. Identification of posts.

4. Inclusive Education should be given more emphasis, ensuring
enrollment is not enough.
5. Intense discussion and debates should be conducted before making
RPD document as law.

Dear sir/Madam,



As you are aware that Cabinet has approved the Bill on the rights of
Persons with disabilities which will replace the existing Persons With
Disabilities Act, 1995.  Most of us started lobbying for its passage in the
Coming Session of the Parliament believing that the Govt. would be bringing
the Bill exactly in line with the spirit of UNCRPD and also by adhering to
the principals that it will not curtail the existing rights flowing either
from the existing Act or other Laws and Rules or Executive Instructions.  At
that stage, we did not have access to the Bill as approved.  However, as
soon as we could access the Bill, our belief about the commitment of the
Govt. and adherence to the above principal was shattered.  Certain serious
issues which are non-negotiable arise from the provisions of the proposed
Bill which have compelled us to think twice before its passage.  Some of
these issues include:

a) Dilution of the scheme of reservation in employment and judicial
pronouncements around it (sections 32  33 of the Bill)

b)  Representation in the National Commission and State Commission as well
as the strength of the orders passed by the National Commission (Sections
73  83 of the Bill);

c)  Absence of judicial fora for adjudication of rights of persons with
disabilities or discrimination  on the ground of disability having civil
consequences;

d)  Definitions of certain disability such as low vision and autism etc.



I have raised these issues with the Minister for social Justice 
Empowerment vide my letter dt. 21.1.14 (copy of which is attached herewith
).  I am also attaching herewith the copy of the Bill for you to go through
it personally and form your opinion.  It is possible that you may also find
some other issues which I could not notice.



I feel that we should not lobby for its passage hurriedly without
addressing the serious issues raised by me and likely to be raised by you
as well.



I am, therefore, attaching herewith a draft of the letter to be addressed
to the Minister for Social Justice  Empowerment and if you subscribe to
this, please send this letter on behalf of your organization through male
duly signed so that the same may be presented to the Hon’ble Minister.  I
would also request you to make it possible to join us for presenting these
letters to the minister in case you subscribe to the views expressed
hereinabove which meeting is likely to take place on 28.1.14.  If your
response could be received by us by 24.1.14, I will be very grateful.

I concurr.
Quality of special schools should be improved a lot.
At least till primary or middle level, they are the need of the hour.

I don't know why inclusive educationis the buzzword today, even though it may 
marr the blind children for the rest of life, if introduced too early or if 
carried on  in the present manner of sarva shiksha abhiyan.

I think, we should press for more special schools. I don't know the
situation of sign language. But the standard of Braille teaching under the

I once again mention four importants points which need to be opposed
 at any cost.
 1. Identification of posts.
 2. point 5 point 5 percent distinction between totally blind and low
 vision.
 3. National Commission for persons with disabilities should be headed
 by not anyone but someone who is disabled.
 4. Inclusive Education should be given more emphasis, ensuring
 enrollment is not enough.
 5. Intense discussion and debates should be conducted before making
 RPD document as law.
 Please get ready to join the protest against hasty passage of this Bill..

It was a complaint filed before the Chief Commissionner for Persons
With Disabilities (CCPD), and an email to that effect was forwarded on
the list on 7th Feb, 2013. Google for the archives, you will get it or
else contact Prashant sir, he should be able to help you.

As far as I know despite directions from the CCPD, there is no outcome yet.

2. Shri Sahil Agarwal, Director, Mahesh Motors Pvt. Ltd. Guwahati,
Shri Dipendra Manocha and Shri Prashant Ranjan Verma have brought to the
notice of this Court that the accounting software Tally which is used in
most of the companies in India, is not accessible with screen reader
softwares such as NVDA, JAWS etc. Thus, persons with visual impairment find
it difficult to use it and it adversely affects employment opportunities for
them.

 

3. Section 59 of the Persons with Disabilities (Equal Opportunities,
Protection of Rights  Full Participation) Act, 1995 mandates the Chief
Commissioner for persons with disabilities on his own motion or on
application of any aggrieved person or other wise to look into complaints
inter-alia, with respect to matters relating to deprivation of rights of
persons with disabilities.

 

4. As persons with visual impairment are apparently being adversely
affected in the matter of their employment in a particular field due to
inadequate accessibility of Tally software, you are advised to take
appropriate action to make the software adequately accessible for persons
with visual impairment. Action taken in the matter may please be intimated
to this court at the earliest. This court would be happy to facilitate any
positive action in this regard.

watches, talking calculator, braille writing equipment's, white canes etc. 
You may call Saksham Helpline number 011 6465 0655  to enquire about all
products, their prices and availability. You can order what you want and
collect it during the convention against cash payment. 
Else you can see the products on the first day and place your order. You
will receive it on the next day from the Saksham booth. 

Also note there will be booths on Bookshare, Android, I O S,  NVDA and
DAISY. You can take free membership of Bookshare, just provide  a copy of
your disability certificate. 

All the more reason to attend the convention this time!

Banknotes issued prior to 2005 to be withdrawn: RBI Advisory
The Reserve Bank of India has today advised that after March 31, 2014,
it will completely withdraw from circulation all banknotes issued
prior to 2005. From April 1, 2014, the public will be required to
approach banks for exchanging these notes. Banks will provide exchange
facility for these notes until further communication. The Reserve Bank
further stated that public can easily identify the notes to be
withdrawn as the notes issued before 2005 do not have on them the year
of printing on the reverse side.
The Reserve Bank has also clarified that the notes issued before 2005
will continue to be legal tender. This would mean that banks are
required to exchange the notes for their customers as well as for
non-customers. From July 01, 2014, however,  to exchange more than 10
pieces of `500 and `1000 notes, non-customers will have to furnish
proof of identity and residence to the bank branch in which she/he
wants to exchange the notes.

The Reserve Bank has appealed to the public not to panic. They are
requested to actively co-operate in the withdrawal process.

 notice of this Court that the accounting software Tally which is used in
 most of the companies in India, is not accessible with screen reader
 softwares such as NVDA, JAWS etc. Thus, persons with visual impairment
 find
 it difficult to use it and it adversely affects employment opportunities
 for
 them.



 3. Section 59 of the Persons with Disabilities (Equal
 Opportunities,
 Protection of Rights  Full Participation) Act, 1995 mandates the Chief
 Commissioner for persons with disabilities on his own motion or on
 application of any aggrieved person or other wise to look into complaints
 inter-alia, with respect to matters relating to deprivation of rights of
 persons with disabilities.



 4. As persons with visual impairment are apparently being
 adversely
 affected in the matter of their employment in a particular field due to
 inadequate accessibility of Tally software, you are advised to take
 appropriate action to make the software adequately accessible for persons
 with visual impairment. Action taken in the matter may please be intimated
 to this court at the earliest. This court would be happy to facilitate any
 positive action in this regard.

 establishment he robs. All the police then have to do is to find the green
 circles and they can catch the thief. If they want to be proactive, they
 can
 look for everyone drawing green circles on the doors of their houses, shops
 or offices and catch them. In our case, the thief is malware, the
 signatures
 are the green circles that in computer terms are modified files, registry
 entries etc and the establishment is your computer. There are 3 problems
 with the above scenario.
 (1) You need to know the behavior of every thief and his signature.
 (2) It is possible that you are drawing a green circle on your door as a
 part of a design. However, a green circle is the signature of a thief so
 you
 are prevented from drawing that design. In other words, the police may
 block
 legitimate activity that involves behavior that is deemed to be malicious.
 (3) In many cases, detection is after the fact.
  4. The question  then arises of effective measures that you can take to
 ensure that your computer is protected. The most effective measure is not
 to
 get malware on to your machine. The problem with security is that we deal
 in
 probabilities. I can take every counter measure but the threat vector may
 change or I am human and I may not implement something fully because it is
 too inconvenient or stops business. You need to achieve a balance between
 protection measures and what you do with the computer.
 5. I am giving you a list of steps I take to stay protected. Remember, this
 list works for me and may not meet your needs.
 A. I keep the operating systems on all my devices fully patched. Yes, this
 means windows update, an apt-get update and a subsequent apt-get upgrade
 for
 Linux boxes etc.
 B. I do the same for all programs I run. Most include an automatic update
 facility. The same applies to my home router and other network devices.
 C. I do not run as administrator. This allows me to use the native
 machinery
 of the operating system to stay protected.
 D. I maintain regular backups of my data and images of the operating system
 and software that I have installed. This is crucial in my case given my
 high
 dependence on technology. I need to minimize downtime.
 E. I read program installation screens carefully and ensure that unwanted
 programs such as toolbars are not installed.
 F. I keep complex passwords across websites and use a password manager.
 Each
 website has a unique password so that even if one password and or website
 is
 compromised, the chances of the attacker gaining access to other elements
 of
 my online presence are minimized.
 G. I use opendns to avoid visiting known malicious websites.
 H. I use an up-to-date anti-malware application.
 I. I have a home router that allows me to define firewall rules. As of this
 writing, it is not possible to connect to my home setup from the outside.
 J. I experimented with disabling flash and java script in terms of limiting

Banknotes issued prior to 2005 to be withdrawn: RBI Advisory
The Reserve Bank of India has today advised that after March 31, 2014,
it will completely withdraw from circulation all banknotes issued
prior to 2005. From April 1, 2014, the public will be required to
approach banks for exchanging these notes. Banks will provide exchange
facility for these notes until further communication. The Reserve Bank
further stated that public can easily identify the notes to be
withdrawn as the notes issued before 2005 do not have on them the year
of printing on the reverse side.
The Reserve Bank has also clarified that the notes issued before 2005
will continue to be legal tender. This would mean that banks are
required to exchange the notes for their customers as well as for
non-customers. From July 01, 2014, however,  to exchange more than 10
pieces of `500 and `1000 notes, non-customers will have to furnish
proof of identity and residence to the bank branch in which she/he
wants to exchange the notes.

The Reserve Bank has appealed to the public not to panic. They are
requested to actively co-operate in the withdrawal process.

i use dynamic dns also when router used to handel dhcp there used to
be lot of ip conflicts so i read on technet that to resolve this u
need to install dhcp role on server i dont think this is off topic as
no1 much talks about servers on this list so people will get to learn
from our discussions

Microsoft will extend support for Windows XP's anti-malware security until July 
2015 and continue to provide updates to its anti-malware signatures and engine 
for Windows XP users, according to a TechNet blog post.

Continued anti-malware security support applies to System Center Endpoint 
Protection, Forefront Client Security, Forefront Endpoint Protection and 
Windows Intune that run on Windows XP for enterprise customers and Security 
Essentials for consumers.

I think it is good for the companies, [as it] gives them more time to move off 
XP to some other platform, said Srinivasan Sundaram, senior IT analyst at the 
El Dorado Irrigation District in Placerville, Calif.

In addition, he said, extended anti-malware support will give Microsoft more 
leverage with its customers and third-party developers, especially those 
businesses considering a jump to Windows 8.

There are many third-party application developers that need time to develop and 
port their software for Windows 8 and 8.1, Sundaram said. If businesses' apps 
are not on Windows 8, then they will still rely on the software running on 
Windows XP.

However, most organizations run Windows 7 or plan to migrate from Windows XP to 
Windows 7. Only a small number of companies have jumped to Windows 8.The 
TechNet post noted that anti-malware support would not affect the existing 
end-of-life date for Windows XP, set for April 8, 2014.

Windows XP security roadmap
Customers in the midst of migrating off Windows XP will welcome the ongoing 
anti-malware security protection, since Microsoft will not want to leave XP 
prone to attacks after the end of its official support.

Microsoft has a stake in ensuring Windows XP doesn't get hammered after 
support ends, said Michael Silver, an analyst at Gartner Inc. If customers get 
hacked, Microsoft won't be off the hook in many users' minds, he said.

Despite the extended anti-malware support, IT administrators must continue with 
their migration plans.

The danger is [extended anti-malware support] could lull folks into a false 
sense of security, cautioned Silver, because it does not fix security holes or 
block every attack.

Indeed, highly regulated industries do not have a choice about updating the 
operating system in their environment.

If there is a compliance requirement that calls for the operating system to be 
supported and patched, Microsoft's extended anti-malware support will not do 
this, Silver said.

There still remains a large number of Windows XP machines, said Paul Parke, 
vice president of 1E Inc., a New York-based company that helps organizations 
automate their migrations. He estimated that at least 25% of Windows XP 
machines still need to be migrated.

Competitors such as Google, Mozilla and others committed to extending support 
for Windows XP months ago to ease the pain of migration and offer end users 
some level of security. Intel's security division, formerly known as McAfee, 
said it would continue to support current versions of the Enterprise Endpoint 
Products on Windows XP SP3 for a limited time after April 8, 2014, if it was 
reasonable to do so.

Symantec recently said that for customers running Symantec Endpoint Protection 
SEP 11.x and 12.1 on an XP platform, it would release definitions for all 
supported Windows operating systems, including Windows XP SP3.

Whenever i am clicking on any link, a strange website opens up in a
new browser window.
The website is

I am facing this issue on my personal as well as  office laptop.

I have windows8.1 and IE 11 on my home laptop, and windows7 and IE 8
on my office laptop.
What could be the cause of opening of this strange website?, and how
could i resolve this issue?

 2. Shri Sahil Agarwal, Director, Mahesh Motors Pvt. Ltd. Guwahati,
 Shri Dipendra Manocha and Shri Prashant Ranjan Verma have brought to 
 the notice of this Court that the accounting software Tally which is 
 used in most of the companies in India, is not accessible with screen 
 reader softwares such as NVDA, JAWS etc. Thus, persons with visual 
 impairment find it difficult to use it and it adversely affects 
 employment opportunities for them.



 3. Section 59 of the Persons with Disabilities (Equal
 Opportunities,
 Protection of Rights  Full Participation) Act, 1995 mandates the 
 Chief Commissioner for persons with disabilities on his own motion or 
 on application of any aggrieved person or other wise to look into 
 complaints inter-alia, with respect to matters relating to 
 deprivation of rights of persons with disabilities.



 4. As persons with visual impairment are apparently being
 adversely
 affected in the matter of their employment in a particular field due 
 to inadequate accessibility of Tally software, you are advised to 
 take appropriate action to make the software adequately accessible 
 for persons with visual impairment. Action taken in the matter may 
 please be intimated to this court at the earliest. This court would 
 be happy to facilitate any positive action in this regard.

[AI] Why IE not saving gmail password

Hi

How do I make IE11 to remember my password? Now every time I press the
gmail favourite page, I need to type both id and the password. Time
consuming. Please help. May be it’s happening because last time I said
“no” for saving.

What do I do?

Google wasn’t a help.
