simultaneously conducted by many other Metro systems across the world.

Delhi Metro commuters can now register their suggestions and
grievances on various aspects related to metro functioning through an
online survey. The Delhi Metro Rail corporation (DMRC) will conduct an
online 'Customer Satisfaction Survey' through its official website -
http://www.delhimetrorail.com - from tomorrow to May 25 to get
feedback from its users.

This particular survey will be unique in nature as similar exercise
will be simultaneously conducted by many other Metro systems across
the world. The two main bodies of Metro systems globally - CoMET and
NOVA (of which DMRC is a member) -- have come together to conduct this
survey, a DMRC spokesperson said.

After the completion of this almost month long survey, these
organisations will compare the results and share the feedback received
globally so that better services can be provided to the Metro
commuters worldwide, he added.

The survey will take feedback from commuters on aspects such as
overall satisfaction, availability, accessibility, ease of use,
information prior to travel, information during travel, reliability,
customer care, comfort, overcrowding and security.

It will take only about three to five minutes to complete the survey
and respondents will also be able to exit the survey at any time, the
spokesperson said.

This is the first time that DMRC will conduct an online survey. A
paper-based customer satisfaction survey was conducted last year
during which responses were collected from the commuters at the
stations. Based on the responses, a slew of changes were introduced to
the system related to aspects such as availability of drinking water,
improvement in quality of smart cards and tokens, toilet facility,
parking arrangements, and facilities for the differently-abled and
elderly.

The Delhi Metro Museum organised a workshop on Metro travel for its
physically challenged commuters earlier this week where information
about the facilities available for the physically challenged commuters
in Delhi Metro was shared.

About 40 participants of age groups ranging from nine to 40 years took
part in the workshop. Metro Museum organised the event in association
with Prerna Niketan Sangh, an NGO working for the physically
challenged.

Delhi Metro offers a range of facilities for its differently-abled
commuters, such as wheelchairs, lifts with braille signages, yellow
tactile paths for the visually impaired and reserved seats in trains.

 at BPA and used to read to theVI long before he became a person of
 prominance. If true then he has some knowledge of the problems.

 the same problem in Karnataka, West Bengal and Gujrat. This is the
 agitation you are referring to.
 5. If I compare the information I have from Gujrat and the work in
 Maharashtra then I would say that we  in maharashtra are in constant
 battle- agitation, court cases, representations etc. I do not see this in
 
 Gujrat and many other states.
 
 6. Has Mr. Mody's government given us good footpaths, good ramps and
 pedistrian crossings on those great roads that we hear of?
 
 7. If you really want to do this article you will have to speak with some
 
 of our list members who will have an opinion but wont bother to write.
 Also you will have to speak with the 2 big NGOs of Ahmedabad -BPA and
 Sense International.Then to get the realistic picture many more will have
 
 to be identified.
 8. Sometimes we forget in the Rights based approach that the Charity model
 
 has also helped. NGOs get some funds from the State. If these funds are
 not released on time then the NGOs cannot render services and the
 beneficiaries do not get training, education etc. therefore it is not only
 
 the CM but the minister in charge and the bureaucrats of the social
 justice ministry, the Commissioner, the Judges etc who determine the fate
 
 of the disabled of the State.
 
 9. There are some instances from Gujrat of the Disabled having
 difficulties withboarding trains and other transport. These must be blamed
 
 on the government but on which government? Has anything been done after
 these incidents or are these never going to be repeated again!
 10. If you are thinking of what to expect at the Centre in case Mr. Mody
 becomes PM, then be rest assured it wont be any different from the current
 
 government.We have won many battles because we agitated, wrote letters,
 fought in court, made a public noise and did everything advocacy teaches
 us. We have also done some of this work with the current Oppposition so
 they are also quite aware and will hopefully take off without much
 prodding,agitation and representation.Whoever becomes PM and whoever
 becomes the Social Justice Minister please dont expect miracles or a bad
 showing. We will learn to live with the new government and we will learn
 to press the right buttons.

Sharing my experiences. Today I went to write postal exam. But, in my
center, they did not provided me the supprate room. They told me write
with sighted people. Not only me, other 3 4 blind persons. When my
scribe read the question paper I am not able to listen properly. I
told them to give supprate room, they told me that make adjustment.
Also worn to my writer to read slowly. So, I answered only first
section of Gk. And other sections my scribe only wrote. I know the
almost all answer but what to do? Anyhow, other blinds, did not told
single answers to their writer. All 100 marks, their scribe only

[AI] Sad demise

We have lost Mrs. Behrose Vachcha the founder of the Helen Keller institute
for the Deaf-Blind last week. It is really sadto
see stalwarts like her who have dedicated their lives to a cause go out of
our lives.

 

I had met her on many occasions and I never failed to see her strength, her
dedicationand her vigorously championing the rights of the Deaf Blind.

 

She thought of the Deaf Blind in an era when the Blind nor the deaf had any
or many rights.

 

Some of us forget when we talk of Rights based models or the CRPD that we
had institutions like the Helen Keller institute which was definitely based
on charity, helping us, teaching us, building our skills, showcasing
technology and providing us services. Without these institutions we would
not be where we are and lets stop for a moment and salute individuals like
Behrose Vachcha who made these institutions what they are.

[AI] How to set paper size in fine reader while scanning

When I choos scanning in fine reader, in scanning interface there are
several settings to set, such as resolution, paper size, I scan
usually entire scanning area as paper size. But when ever I start new
scanning, under paper size, letter paper size is shown each time. How
can I set entire scanning area permanently as default paper size? I
tried it to do under options in tool but no avail. I am using fine
reader 11 corporate version with windows 7.

When is the Judgicial services exam?
The CCPD guidelines were drafted only after several High Court judgments.
These judgements are reconfirmed in the different clauses of the CCPD
guidelines. So apart from the CCPD guidelines of 2013 I would like you to
use these judgements as and when you file a case in Delhi. 

Let me explain- There were certain guidelines in 2003 from the CCPD. These
dealt with 50% marks etc for a scribe etc. 
People hated these guidelines. 

In 2006 Kishore Gohel cajoled me into appearing for him. We intervened in
the on going litigation. At that time there was a problem in Maharashtra-the
current CJI Mr. Lodha then in Bombay High Court had ordered all recruitment
in Maharashtra to be stopped till the Disabled quota got filled. To rush
through in whatever manner they could Maharshtra government conducted exams
where the writers were 4th standard students.   Since I was the blind lawyer
and I had intervened and I saw the other lawyers had no experience and the
government was pushing some rules, I had to draft. I remember a that time we
had to do it just outside the court room. Suhas Karnik and Ketan Kothari
helped and we got a fairly good set of guidelines through. This became the
standard for Maharashtra and tifferent people have used it across the
country.  
Then in 2007 Sisodia's case came up before CCPD. I appeared on 3 occasions
for him. After that the officer at the CCPD's office then Ms. Sunita Singh
realised the problem. The CCPD called a meeting of the stake holders CBSE,
UGC etc. in 2008. I had submitted a note based on the 2006 guidelines,
Dipendra's notes on computer based exams and the discussion on
accessindia.On the bases of the paper I submitte and the discussions at this
meeting in February 2008letters were sent to different ministries etc for
their opinion. Finally when there was no response from ministries etc Mr.
Pincha notified these guidelines in 2013.
While we waited from 2006 to 2013 we have had to go to Court on many
occasions. Many have agitated before Delhi High Court and I know that in
Mumbai it is constant. These judgements are with Amit Bhat, on the eyeway
and Pratik Aggarwal's website. These are what you should use if you are
going to court. 
I thought this problem would end after February 2013 but
 I must also tell you that even after 2013 once again Maharashtra decided to
issue its own guidelines. It took 4 dates in Court and lots of explaining
and a whole lot of paper work to get the Maharashtra guidelines in line with
the CCPD guidelines. 
I hope you use all this material if you are going to file a case against the
Judicial exams. 
It is a bit too premature for the UPSC but I am tracking it.

Thats very importent issue. Rather I am going to file a petition in
Delhi high court against the High Court itself for implementing MSJE
scribe guidelines in upcoming Delhi Judicial service exam which is
conducted by the High Court itself. I talked to Registrar of High
Court, but he was of the view we can not implement these guidelines
because it will be difficult to ensure that a candidate isn't involved
in cheating. If I am able to get order from High court once, I can go
to High Court again against UPSC for proper implementation of these
guidelines or to do some favorable arrangements.

Are you only going to complain about a separate room or are you also going
to name the visually impaired who cheated?
This is why it has taken us so many years to get good guidelines. All those
who have worked on uniform scribe guidelines have always known that some
visually impaired cheat but we always felt that because of the bad behaviour
of a fewthe genuine candidates must not suffer therefore the hours and
sleepless nights that we have spent in getting these guidelines.
Please have the guts to complain against the candidates who cheated so that
the reputation of the community does not get ruined.

Thanks very much Kanchan mam. The exam is scheduled on 1st of June
2014. However Joint Registrar vigilence Delhi High Court informed me
that the decision of compitant committee upon my representation to
adhere MSJE guidelines can only be communicated to me on or after 15th
May, when this 5 judge committee will take this decision. If the
committee disapproves these guidelines, I will be having only a week
or so to file and be heard through a writ petition. Or should I file
petition in advance? But do I really have locas standi before the
decision of that committee? what do u suggest? I thought to file an
RTI to enquire about the scribe guidelines which they will be
following in such exam, but the RTI procedure of Delhi High Court is
quite stringent, as an RTI can only be filed in person.

It is indeed a sad moment to hear of the loss of a champion of the
deaf blind, Behroze Vaccha. I remember meeting her on a couple of
occasions in Mumbai. This was when i was still floundering and at a
loss on how to handle my disability.
Her warm strength reached out to me and envoloped me. Her assurances
of a better life stays on with me. She will be missed. She is surely
in a better place while living on in the hearts of all whom she
touched..

NEW DELHI: There is no dearth of promises for the disabled in the
manifestos of both the Congress and BJP. But if the data on the
proportion of the disabled who have been issued disability
certificates is any indication, they need all the help they can get --
starting with the basics. A mere 38% of those identified as disabled
in Census 2011 have been issued certificates, the basic document
needed to access everything -- from education and healthcare to job
reservation and all manner of welfare schemes.

It comes as no surprise that 'backward' states like Uttar Pradesh and
Madhya Pradesh have covered just about 40% of the disabled population.
But the shocking revelation is that the worst state is the capital,
Delhi, where just 22% of the disabled population has certifi cates.
Among worst performing states, just above Delhi, are Maharashtra,
Rajasthan, Gujarat, Assam and Kerala, where barely a quarter have been
issued certifi cates.

In response to an application filed under the Right To Information Act
filed by Rajiv Yadav, an RTI activist, the social justice ministry
revealed that only 10.2 million disabled were issued a disability
certificate from 2010 till June 30, 2013, which is about 38% of the
26.8 million persons identified as disabled by Census 2011.

This is a small proportion of those identified by census, but even the
census office admits there is huge under-counting of the disabled and
their numbers could be much higher, about 70 million going by a United
Nations estimate. In reality, therefore, an even smaller fraction of
the disabled is likely to have got certifi cates.

The best performing state is Tripura where about 98% of the identified
population has disability certificates. Tamil Nadu has covered 72% of
the population.

The RTI query, filed in October 2013, also asked how many camps had
been organized in various states for issuing disability certifi -
cates, how many certifi cates were finally given and how many cases
were rejected. The department of disability affairs answered almost
six months later in April this year that no such information is
available. For the disability sector, streamlining of the system of
certification is a major demand. No government scheme or welfare
measure is of any help if the basic eligibility document, the
disability certificate, is so diffi cult to get, said Muralidharan,
secretary, National Platform for Rights of the Disabled.

The Rights of Persons With Disability Bill included a provision for
universalization of the disability certificate is hanging fire. It is
anybody's guess when the new law will be passed and when the disabled
can expect to get their basic certification without undue harassment.

problem with UPSC.
Keep papers ready. Move immediately. You will have to appear before the

Thanks very much Kanchan mam. The exam is scheduled on 1st of June
2014. However Joint Registrar vigilence Delhi High Court informed me
that the decision of compitant committee upon my representation to
adhere MSJE guidelines can only be communicated to me on or after 15th
May, when this 5 judge committee will take this decision. If the
committee disapproves these guidelines, I will be having only a week
or so to file and be heard through a writ petition. Or should I file
petition in advance? But do I really have locas standi before the
decision of that committee? what do u suggest? I thought to file an
RTI to enquire about the scribe guidelines which they will be
following in such exam, but the RTI procedure of Delhi High Court is
quite stringent, as an RTI can only be filed in person.

These judgements are reconfirmed in the different clauses of the CCPD
guidelines. So apart from the CCPD guidelines of 2013 I would like you to

Let me explain- There were certain guidelines in 2003 from the CCPD. 
These

dealt with 50% marks etc for a scribe etc.
People hated these guidelines.

In 2006 Kishore Gohel cajoled me into appearing for him. We intervened in
the on going litigation. At that time there was a problem in
Maharashtra-the
current CJI Mr. Lodha then in Bombay High Court had ordered all 
recruitment

in Maharashtra to be stopped till the Disabled quota got filled. To rush
through in whatever manner they could Maharshtra government conducted 
exams

where the writers were 4th standard students.   Since I was the blind
lawyer
and I had intervened and I saw the other lawyers had no experience and 
the

government was pushing some rules, I had to draft. I remember a that time
we
had to do it just outside the court room. Suhas Karnik and Ketan Kothari
helped and we got a fairly good set of guidelines through. This became 
the

standard for Maharashtra and tifferent people have used it across the
country.
Then in 2007 Sisodia's case came up before CCPD. I appeared on 3 
occasions
for him. After that the officer at the CCPD's office then Ms. Sunita 
Singh
realised the problem. The CCPD called a meeting of the stake holders 
CBSE,

UGC etc. in 2008. I had submitted a note based on the 2006 guidelines,
Dipendra's notes on computer based exams and the discussion on
accessindia.On the bases of the paper I submitte and the discussions at
this
meeting in February 2008letters were sent to different ministries etc for
their opinion. Finally when there was no response from ministries etc Mr.
Pincha notified these guidelines in 2013.
While we waited from 2006 to 2013 we have had to go to Court on many
occasions. Many have agitated before Delhi High Court and I know that in
Mumbai it is constant. These judgements are with Amit Bhat, on the eyeway
and Pratik Aggarwal's website. These are what you should use if you are
going to court.
I thought this problem would end after February 2013 but
 I must also tell you that even after 2013 once again Maharashtra decided
to
issue its own guidelines. It took 4 dates in Court and lots of explaining
and a whole lot of paper work to get the Maharashtra guidelines in line
with
the CCPD guidelines.
I hope you use all this material if you are going to file a case against
the
Judicial exams.
It is a bit too premature for the UPSC but I am tracking it.

Thats very importent issue. Rather I am going to file a petition in
Delhi high court against the High Court itself for implementing MSJE
scribe guidelines in upcoming Delhi Judicial service exam which is
conducted by the High Court itself. I talked to Registrar of High
Court, but he was of the view we can not implement these guidelines
because it will be difficult to ensure that a candidate isn't involved
in cheating. If I am able to get order from High court once, I can go
to High Court again
