Greetings from Mauritius. I hope that you are all well.

I am back in Mauritius from the US since 2nd August. Some major events
took place since my return. I am now the acting Chairperson of DPO
Mauritius. There was a Disability Business Forum held on 15-16
September 2014 in Mauritius whereby Mr. Javed Abidi was in Mauritius.
In fact he is leaving Mauritius today.

Coming back to my participation in the Young African Leaders
Initiative: it has been a tremendously enriching experience. I had 6
weeks of course on Civic Leadership at Rutgers University, New Jersey.
I experienced an inclusive society for 7 weeks in the US. I was in
Washington DC during the 7th week. I met with President Obama and the
First Lady. I shook hands with President Obama and hugged the First
Lady. Some days ago I have been presented a Microsoft Internship This
internship is being given to only 100 fellows on the total of 500
fellows who participated in the fellowship in the US. I have accepted
the offer and will start my internship in Microsoft Office in
Mauritius soon. I am so delighted to contribute to the welfare of my
fellow friends with visual impairment in Mauritius.

Quotas for the weaker sections in private schools have
been one of the most controversial provisions
introduced by the Right of Children to Free and
Compulsory Education Act, 2009. The quotas have
imposed a debate on issues of social integration and
equity in education that private actors had by and large
escaped so far. However, the idea of an egalitarian
education system with equality of opportunity as its
primary goal appears to be outside the well-meaning
space that private school principals inhabit. Therefore,
the imposition of the quotas has led to resistance,
sometimes justified. But the essential arguments against
it are based on the logic of markets that the leadership in
private schools has imbibed. This leads them to not only
resist the idea of integration, but also devalue the
enormous effort put in by children and parents from the
weaker sections.

ny modern society today relies on its schools to level
the playing field for children born into different circumstances.
More than any other institution, schools
are charged with making equality of opportunity a reality
(Duncan and Murnane 2011: 7). Assuming this to be true of
India as well, these are interesting times to interrogate our
education system on its ability to challenge inequalities of
existing privilege in society. Access to schooling for those
coming of school age (as measured by enrolment at some
point in time) is close to universal (Planning Commission
2011). However, access to quality exhibits a sharp gradient
with socio-economic status (Desai et al 2008). Moreover,
purchasing power increasingly plays the equilibrating role
between the mismatch of aspiration for quality education and
its availability. Majumdar and Mooij (2012: 13) aptly describe
the unfolding phenomena as segregation (taking) place along
with massifi cation.
At a time when market actors respond to opportunities that
this disequilibrium provides, the state has prima facie taken
the progressive step of enacting the Right of Children to Free
and Compulsory Education Act, 2009 (RTE) (for details and its
association with other government programmes and policies,
see Sarkar 2012). One of the most contentious provisions of the
Act has been Section 12(1)(c), which mandates that unaided
private schools set aside at least 25% of their seats in the fi rst
standard to students from the weaker sections and disadvantaged
groups (henceforth WS). Challenged legally, the Supreme
Court upheld the constitutional validity of the mandate
in April 2012, exempting only unaided minority schools and
boarding/residential schools.
Recent studies (Noronha and Srivastava 2013; Sarangapani
et al 2014) point to the resistance as well indifference of private
schools and the government machinery to implementing the
mandate. Highlighting the expenses that parents still need to
incur, the studies challenge the notion that the mandate allows
a free education. Further, both studies emphasise the exclusion
the very poorest face. In contrast to these, the Centre for Civil
Society (2011) reports few hurdles besides awareness of parents,
and expresses a surprising optimism on the issue of inclusion.
While it may be too early to reach any judgments on the effect
that these quotas have had, we find that they have opened
up a dialogue that the elite had so far been able to avoid. The
purpose of the dialogue may well be to share strategies to subvert
the objectives of the RTE. However, its value has to be
u nderstood in the context of an environment and discourse

that have not even confronted the elite and the resourceful in
recent times. We hope to contribute to and extend this dialogue
by a critical discursive analysis of the debate around the
mandate for inclusion in private schools. In particular, we
juxtapose two important voices that will determine and be
most affected by the success or failure of these quotas. These
are the voices of the benefi ciaries - children and their parents
targeted by the quotas - and the voices of those instrumental
in delivering the benefits - the principals of private schools.
By most accounts, private schools have resisted integration

I was unable to install bluestack on my pc through normal setup of it
due to graphic card. so I
went in this link

And download a edited setup of bluestack of 126 MBs. then install it.
It has been successfully installed. There are two shortcut on my

capitalism and murky meritocracy they expect every child to be a
superman/super woman. in such an exploitative system, Road ahead is

Durgigudi locality here forced Godawari M., a physically challenged
girl, to take here transfer certificate (TC) and appear for the 10th
standard examination as an external candidate as she had an average
academic record.

Along with Godawari, five other 10th standard students in the school
whom the teachers considered poor in studies have been issued
transfer certificates and they have been asked to appear for SSLC exam
as external candidates.

Parents, members of School Development Management Committee, and
representatives of civil society organisations had staged a protest on
the school premises against this.

Murali, Godawari's father, had lodged a complaint with Minister of
State for Primary and Secondary Education Kimmane Ratnakar on
Wednesday, and the latter has directed a probe into it.

Deputy Director of Public Instruction B.C. Basavarajappa told The
Hindu that, prima facie , it seemed that with the objective to secure
100 per cent results for the school, the teachers had asked the
students with average academic record to take the TC and appear for
the exam as external candidates, which is against the law.

A panel, comprising senior officials of the department, had been
formed to probe into the incident. All the six students for whom TCs
were issued would be enrolled back to the school, he said.

Mr. Murali told this correspondent that even after the issue of TC,
the students were attending classes but their names were to be deleted
from the register. They were to appear for the exam as external
candidates.

As a major chunk of parents who send their wards to this school are
either non-literate or have limited education, they were ignorant of
this practice.

The teachers have behaved in an inhuman manner, said Mr. Murali.

Gopalakrishna, the local councillor, said that when efforts were being
made to bring back the out-of school children to the purview of formal
education system through Sarva Shikshana Abhiyan and other schemes,
the teachers here have acted in a contrary manner.

Hmm. Really a painfull news for me!  when I was in school, I am also not the
hard working, and brave student. Though I was reach in other akadamics like
music, but I was very poor in education.  I was also comes under the average

being used with nokia phones and now it's released for iDevices as well. 
The cost of this app is Rs.6,200 in Indian rupees, or 99 US dollars.


So here is the demo and for those who are interested, you can just buy it 
from the app store after listening to it. I have an own imagination as 
the price will come down a little or we'll be getting an offer during 
christmass time so I'm planning to wait till then.

not knfb reader.  abbyy text grabber  is for android.  it gives better 
accuracy if your mobile has 8 MP of camra with auto focused.  It costs just

 apprehensions of their colleagues who are not aware about the enabling

 1. The Assistive Technology helpline of the National Association for the
 Blind
 Delhi will conduct the second workshop in this series on 11th October 2014
 from 2.30 PM to 5.30 PM. Visually impaired bankers and IBPS qualified
 candidates are invited to participate in this workshop.

 2. This interactive session on empowering strategies for young visually
 impaired bankers intents to provide a platform to share the opportunities
 available for visually impaired persons in banking sector.


 Who can attend?

 being used with nokia phones and now it's released for iDevices as
 well.

 The cost of this app is Rs.6,200 in Indian rupees, or 99 US dollars.

 from the app store after listening to it. I have an own imagination as
 the price will come down a little or we'll be getting an offer during
 christmass time so I'm planning to wait till then.

 visually impaired employees who have recently joined the banking sector

 3. How to educate ill-informed  incharges, which results in
 underutilization and misutilisation VI staff rather on jobs.




 Present Scenario:


 Organizations working for blind people had taken initiatives to empower
 visually impaired bankers at their workplace but there is considerable
 scope
 that needs to be streamlined in this direction. It has been observed that
 many visually impaired persons after joining banks are EITHER not aware
 about job profiles that are suitable for them, or they succumb to the
 apprehensions of their colleagues who are not aware about the enabling
 technology available for the blind persons.




 Innovative Step:


 1. The Assistive Technology helpline of the National Association for the
 Blind
 Delhi will conduct the second workshop in this series on 11th October 2014

 from 2.30 PM to 5.30 PM. Visually impaired bankers and IBPS qualified
 candidates are invited to participate in this workshop.

 2. This interactive session on empowering strategies for young visually
 impaired bankers intents to provide a platform to share the opportunities

 available for visually impaired persons in banking sector.


 Who can attend?


 1.  Visually impaired bank employees.

 2.  IBPS/SBI qualified candidates aspiring to join bank jobs.


 Line of Action:


 Demonstration and Discussion on following topics will be held in this
 interactive session

 1.  Possible job profiles for VI bankers

 2.  Challenges in different job profiles

 3.  Empowering tools.

 4.  Tips on accessing bank packages with screen reading software.

 5.  Overcoming barriers.

 6.  Success stories.

YVETTE VICKERS, A former Playboy playmate and B-movie star, best known for her 
role in Attack of the 50-Foot Woman , would have been eighty-three last August, 
but nobody knows exactly how old she was when she died. According to the Los 
Angeles coroner's report, she lay dead for the better part of a year before a 
neighbor and fellow actress, a woman named Susan Savage, noticed cobwebs and 
yellowing letters in her mailbox, reached through a broken window to unlock the 
door, and pushed her way through the piles of junk mail and mounds of clothing 
that barricaded the house. Upstairs she found Vickers's body, mummified, near a 
heater that was still running. Her computer was on too, its glow permeating the 
empty space. 

The Los Angeles Times posted a story headlined MUMMIFIED BODY OF FORMER PLAYBOY 
PLAYMATE YVETTE VICKERS FOUND IN HER BENEDICT CANYON HOME, which quickly went 
viral. Within two weeks, by Technorati's count, Vickers's lonesome death was 
already the subject of 16,057 Facebook posts and 881 tweets. She had long been 
a horror-movie icon, a symbol of Hollywood's capacity to exploit our most basic 
fears in the silliest ways; now she was an icon of a new and different kind of 
horror: our growing fear of loneliness. Certainly she received much more 
attention in death than she did in the final years of her life. With no 
children, no religious group, and no immediate social circle of any kind, she 
had begun, as an elderly woman, to look elsewhere for companionship. Savage 
later told Los Angeles magazine that she had searched Vickers's phone bills for 
clues about the life that led to such an end. In the months before her 
grotesque death, Vickers had made calls not to friends or family but to distant 
fans who had found her through fan conventions and Internet sites. 

Vickers's web of connections had grown broader but shallower, as has happened 
for many of us. We are living in an isolation that would have been unimaginable 
to our ancestors, and yet we have never been more accessible. Over the past 
three decades, technology has delivered to us a world in which we need not be 
out of contact for a fraction of a moment. In 2010, at a cost of $300 million, 
800 miles of fiber-optic cable was laid between the Chicago Mercantile Exchange 
and the New York Stock Exchange to shave three milliseconds off trading times. 
Yet within this world of instant and absolute communication, unbounded by 
limits of time or space, we suffer from unprecedented alienation. We have never 
been more detached from one another, or lonelier. In a world consumed by ever 
more novel modes of socializing, we have less and less actual society. We live 
in an accelerating contradiction: the more connected we become, the lonelier we 
are. We were promised a global village; instead we inhabit the drab cul-de-sacs 
and endless freeways of a vast suburb of information.

At the forefront of all this unexpectedly lonely interactivity is Facebook, 
with 845 million users and $3.7 billion in revenue last year. The company hopes 
to raise $5 billion in an initial public offering later this spring, which will 
make it by far the largest Internet IPO in history. Some recent estimates put 
the company's potential value at $100 billion, which would make it larger than 
the global coffee industry--one addiction preparing to surpass the other. 
Facebook's scale and reach are hard to comprehend: last summer Facebook became, 
by some counts, the first website to receive 1 trillion page views in a month. 
In the last three months of 2011, users generated an average of 2.7 billion 
likes and comments every day. On whatever scale you care to judge 
Facebook--as a company, as a culture, as a country--it is vast beyond 
imagination.

Despite its immense popularity, or more likely because of it, Facebook has, 
from the beginning, been under something of a cloud of suspicion. The depiction 
of Mark Zuckerberg in The Social Network as a bastard with symptoms of 
Asperger's syndrome was nonsense. But it felt true. It felt true to Facebook, 
if not to Zuckerberg. The film's most indelible scene, the one that may well 
have earned it an Oscar, was the final, silent shot of an anomic Zuckerberg 
sending out a friend request to his ex-girlfriend, then waiting and clicking 
and waiting and clicking--a moment of superconnected loneliness preserved in 
amber. We have all been in that scene: transfixed by the glare of a screen, 
hungering for a response. 

When you sign up for Google+ and set up your Friends circle, the program

being used with nokia phones and now it's released for iDevices as well.

 100 per cent results for the school, the teachers had asked the
 students with average academic record to take the TC and appear for
 the exam as external candidates, which is against the law.

 A panel, comprising senior officials of the department, had been
 formed to probe into the incident. All the six students for whom TCs
 were issued would be enrolled back to the school, he said.

 Mr. Murali told this correspondent that even after the issue of TC,
 the students were attending classes but their names were to be deleted
 from the register. They were to appear for the exam as external
 candidates.

 As a major chunk of parents who send their wards to this school are
 either non-literate or have limited education, they were ignorant of
 this practice.

 The teachers have behaved in an inhuman manner, said Mr. Murali.

 Gopalakrishna, the local councillor, said that when efforts were being
 made to bring back the out-of school children to the purview of formal
 education system through Sarva Shikshana Abhiyan and other schemes,
 the teachers here have acted in a contrary manner.

 Anantha, a social activist who was part of the protest, said that the
 teachers here feared that poor results would result in their transfer.

Frankly and honestly admitting, I performed very poorly in my +2
examinations.  As a result, I was asked to study my graduation course
in the vernacular medium instead of English by the college officials
to which I didn't agree.   But now, I hold a PhD degree along with 3
post graduations, UGC NET certificates in two subjects, few research
publications to  my name and presented papers in international
conferences.  All this, besides my present employment as assistant
manager in SBI.  Expelling poorly performing students can not be a
solution in the education system.  At the same time, punishing
teachers with transfers due to poor performances of students is not
correct either.  Lot of other factors like infrastructure facilities,
availability of study material, family background of students and even
the attitude of students matter here.  I should be corrected here.
But weren't there any failures in the class of the great Sarvepalli
Radhakrishna?

well, according to my experience it gave me 95% of accuracy and the main 
accessibility hitch what I found is if any miss recognition due to 
underlining or darkness talkback does not move further in terms of reading. 
and for your information, I tried on my spice stellar pinnacle pro mi 535 
which has eight MP of camra with auto flash and auto focused.  and capturing 
the image was also bit challenging for me.

whatever scanning software it could be, they all are based on the engine 
belongs from ABBYY though. The camera and the focussing is the main thing in 
it. The software producers are suggesting us to get a scanning stand if 
you're using your phone.


But as per this KNFB, if you heard the podcast, they have given you an extra 
feature. That is view before scanning. it will let you know whether all 4 
sides of the paper edges are covered or not.


So we'll be sure before taking a pic. And the accuracy will also be higher 
side.
