Hi friends,

I am planning to put some time and understand the Mumbai Development Plan
2014 - 2034. MCGM is inviting suggestions and feedback from the public.
Let's look at it and give suggestions on how to make the city more
disability friendly.

Anyone here who can help me in this, please do get in touch with me. If you
have any suggestions in general or have some knowledge that i can make use
of by asking questions or know nay resources that i could use for
reference, it would be very helpful.

I appreciate your concern for the field.
What do you do and how do you wish to have an impact on the real-world
mobility for disables?

I've just been part of the wonderful attempt by few established
technical guys to make bus travel accessible for blind. And it's been
wonderful.

Let's take this forward. We should gang up for this.

@Dhananjay sir,

You could brief all of us on plans by Maharashtra town planning
authorities and most importantly action taken so far to make
Mumbai-Pune and Maharashtra accessible for us?

I was in loggerhead with State Transport Mahamandal for making
concessional tickets available through online booking as they also use
the same number given on the ST concessional card. But to no avail.

Hello Techies,

I am finding it difficult to keep up with changing structures of
banking and other site log in credentials page.
For example, till some days back, Yes Bank's log in was accessible
from 'continue log in' page but now no more.

Above page lands me to a randomly read content by jaws. But my sighted
friend is able to click something which is not readable by jaws, and
when he tinkers a bit with mouse, the log in and password page opens.

Now he is not around and I am stuck. Frustrating. I wish to purchase

Same is the situation in higher education in Maharashtra. despite of
Mumbai HC's order to all the colleges and universities, none of the
institutions have taken cognizance of HC's order. They have budget. I

 Inclusion of children with special needs in schools across the state
 still has a long way to go, reveals the data collected under the
 District Information System for Education (DISE) 2014-2015.

  According to the data which is collected from all schools across the
 country every year, the 2014-2015 academic year had 3,33,498 children
 with special needs enrolled in class I to XII in over a lakh schools
 in the state. The numbers is down from last year's 3,47,424. The ten
 categories of disabilities identified in the data include visual,
 speech or hearing impairment, autism, learning disabilities, physical
 disabilities etc.

  The data also shows that more than half the schools in the state are
 not equipped with toilets for children with special needs. Out of the
 1.06 lakh schools only 41,890 schools have a toilet which is disable
 friendly. Mumbai, which consists of two districts has 1,818 schools
 out of the total 4,060 have such toilets.

  Ramps for children with special needs, which is one of the eleven
 parameters required to be fulfilled under the Right to Education Act,
 2009, too is missing from several schools. As many as 18,182 schools
 in the state do not have a ramp. Of these, 461 schools are in the city
 of Mumbai.

  Experts feel these are mandatory things that all schools must have in
 place. There is a mandate that schools must admit children with
 special needs according to their location. Once there is even a single
 such child in school, there could be a wheelchair. This means that
 schools must have ramps and toilets which are modified to suit the
 needs of these children, said Rekha Vijaykar, Director, ADAPT - Able
 Disable All People Together.

  Officials said that government is doing their bit. According to the
 norms prescribed by the Right to Education Act, schools are trying to
 fulfil infrastructure norms as and when they can. The state is also
 providing funding for schools which require aid, said P R Pawar,
 joint director, Maharashtra Prathamik Shikshan Parishad.

  The Right to Education Act of 2009 calls for all inclusion of
 children with special needs in regular schools. There needs to be an
 overall awareness about various disabilities. The state should look at
 each student and empower them with better environment, safety and
 security. When this is done without discrimination, only then will
 students with special needs get a chance at equal opportunities, said
 psychiatrist, Dr Harish Shetty.

This is an opportune time to give inputs to Mumbai Development Plan 2014 -
2034. You may refer to Street design guidelines for ensuring a barrier free
environment that are currently applicable to Delhi for guidance and comment
where access issues have not been integrated.

Strengthening Development Plans is an important step however, subsequently,
to get these plans implemented, the stakeholders need to be little
more vociferous.  Best of policies remain on paper in absence of active
engagement of concerned stakeholders.

Dear all,

I couldn't understand why government is focusing on special education.
We need to work on inclusive education and create inclusive
environment in the premises of academic institutions. UGC had also
continued teacher preparation for special education  (TPSE) scheme
since IXth 5 year  education plan. We need inclusive set up than
special education. That will actually be helpful in mainstreaming
persons with disabilities. I totally agree with Dr. Kalpana madam and
apriciate initiative taken by Mumbai university for introducing
inclusive classroom.
We should inform them that they should make compulsory inclusive
education course in B.Ed. and M.Ed. programs. They should not use
word special education. Special schools will be closed soon.

 introduced a compulsory paper on how to teach children with special
 needs in its revised BEd and MEd syllabi.

 The decision followed a countrywide survey last year that showed that
 nearly six lakh physically or mentally challenged children between six
 and 13 didn't go to school.

 The NCTE last week signed an agreement with the Rehabilitation Council
 of India (RCI), which has been regulating courses on special
 education, to help prepare the curriculum and modules for the
 compulsory paper that would be part of the general BEd and MEd
 courses.





















 The BEd and MEd courses did not have any compulsory paper on how to
 teach special children. This year we have incorporated four compulsory
 papers and one of them is on special education, NCTE chairperson
 Santosh Panda told The Telegraph.

 While the NCTE regulates general BEd and MEd courses, the RCI is the
 controlling authority for courses on teaching people with
 disabilities.

 Panda said the RCI has agreed to increase the duration of BEd and MEd
 courses on special education from one year to two years from the
 2015-16 academic session starting in July-August to align with the
 NCTE pattern. In January this year, the NCTE had decided to switch to
 a two-year format.

 The RCI has also agreed to train at least one teacher from all the
 17,000 BEd and MEd colleges across the country in special education.

 According to the National Sample Survey of Estimation - conducted by
 the NGO Social and Rural Research Institute in collaboration with the
 PSU Educational Consultants India Ltd in 2014 - some 60.41 lakh
 children in the 6-13 age group didn't go to school. Among them, nearly
 six lakh were physically or mentally challenged.

 Professor Vinita Kaul, of the education department at Ambedkar
 University, said teachers need special skills to deal with children
 with special needs. The NCTE, she added, must make sure that all BEd
 and MEd colleges engage at least one teacher with expertise on special
 education so that teacher trainers get proper guidance in the subject.

 The NCTE and the RCI have set up a committee under Professor N.K.
 Jangira, of the National Council of Educational Research and Training
 (NCERT), to draw up the two-year special education curricula. The
 committee will also suggest the curriculum for the special education
 papers in the general BEd and MEd streams.

 Lawyer Ashok Agrawal - who had earlier filed a case against schools
 for not implementing Right to Education rules that provide for
 inclusive education to students across all categories - said the
 situation was changing gradually.

 Private schools in Delhi have engaged teachers trained in special
 education, he said. But the picture is grim in other states.

 The other compulsory papers the NCTE has introduced are on yoga,
 information and communications technology and gender studies.

Dear all,

I couldn't understand why government is focusing on special education.
We need to work on inclusive education and create inclusive
environment in the premises of academic institutions. UGC had also
continued teacher preparation for special education  (TPSE) scheme
since IXth 5 year  education plan. We need inclusive set up than
special education. That will actually be helpful in mainstreaming
persons with disabilities. I totally agree with Dr. Kalpana madam and
apriciate initiative taken by Mumbai university for introducing
inclusive classroom.
We should inform them that they should make compulsory inclusive
education course in B.Ed. and M.Ed. programs. They should not use
word special education. Special schools will be closed soon.

New Delhi, April 13: The National Council for Teacher Education has
introduced a compulsory paper on how to teach children with special
needs in its revised BEd and MEd syllabi.

The decision followed a countrywide survey last year that showed that
nearly six lakh physically or mentally challenged children between six
and 13 didn't go to school.

The NCTE last week signed an agreement with the Rehabilitation Council
of India (RCI), which has been regulating courses on special
education, to help prepare the curriculum and modules for the
compulsory paper that would be part of the general BEd and MEd
courses.





















The BEd and MEd courses did not have any compulsory paper on how to
teach special children. This year we have incorporated four compulsory
papers and one of them is on special education, NCTE chairperson
Santosh Panda told The Telegraph.

While the NCTE regulates general BEd and MEd courses, the RCI is the
controlling authority for courses on teaching people with
disabilities.

Panda said the RCI has agreed to increase the duration of BEd and MEd
courses on special education from one year to two years from the
2015-16 academic session starting in July-August to align with the
NCTE pattern. In January this year, the NCTE had decided to switch to
a two-year format.

The RCI has also agreed to train at least one teacher from all the
17,000 BEd and MEd colleges across the country in special education.

According to the National Sample Survey of Estimation - conducted by
the NGO Social and Rural Research Institute in collaboration with the
PSU Educational Consultants India Ltd in 2014 - some 60.41 lakh
children in the 6-13 age group didn't go to school. Among them, nearly
six lakh were physically or mentally challenged.

Professor Vinita Kaul, of the education department at Ambedkar
University, said teachers need special skills to deal with children
with special needs. The NCTE, she added, must make sure that all BEd
and MEd colleges engage at least one teacher with expertise on special
education so that teacher trainers get proper guidance in the subject.

The NCTE and the RCI have set up a committee under Professor N.K.
Jangira, of the National Council of Educational Research and Training
(NCERT), to draw up the two-year special education curricula. The
committee will also suggest the curriculum for the special education
papers in the general BEd and MEd streams.

Lawyer Ashok Agrawal - who had earlier filed a case against schools
for not implementing Right to Education rules that provide for
inclusive education to students across all categories - said the
situation was changing gradually.

Private schools in Delhi have engaged teachers trained in special
education, he said. But the picture is grim in other states.

I think in this context, special education means special teaching techniques 
which can be adopted while teaching the children with special needs - blind,

I don't know about RBI, but Canara Bank website seems me inaccessible
this time. Earlier I was able to select transfer menu with the help of
jaws, but it is not possible this time. I had to switch to NVDA to do

What I would suggest you, just start the scanning, stop where ever you
want to stop, after 50 pages for instance. Now save the document as a
tiff image, using save picture submenu. Next time whenever you need to
start scanning, just open this image file, start your scanning.

Friends, as I have written in the subject is Railway Minister
Sh.Suresh Prabhu said in his budget speech that ID cards will be
issued to disabled persons for booking online tickets,  this ID card
will be for life time, today I got this speech detail  it is clear
here ID cards will be issued once  will be for ever but according to
18th March 2015 order the ID cards will be valid for just 5 years, for
continuing the ID card one has to again apply three months before
expiry of card in the same procedure as applied in the beginning now I
cannot understand who is right whether railway minister or Indian
railway authority, I am planning to write to CCPD to intervin in this
matter, now people who apply for ID card in Northern railway are told
the card will be issued only after four or five months, this is
totally injustice for disabled persons, actually Indian Railway does
not want to give ID cards for disabled persons everybody in Indian
railway are haressing disabled persons,.  I request all members of AI
to take this matter seriously  write to CCPD in new delhi.

Which format are you looking to save the document in after scanning?
If it is in simple MS word, scan it as two files and join them.  If it
is in PDF, you should look for a merging software.

Nothing special requires to be done... Just switch on to the slide show by 
pressing F5 and press the space bar to go the next slides and upon pressing 
the space bar, JAWS will automatically read out the slide, you can also 
navigate between the text with the basic reading commands.

Theoretically it is a very simple and commonly used work.
Just you have to connect them by a net wire and pair the computer
through networking.
Practically, you must know how to pair two computers through networking
feature.
alternatively, you can use the blue tooth if both computer have it.
Next option is the transfer of data via computer sharing through internet.

[AI] Good news for BEST users in Mumbai

MUMBAI: BEST has introduced on a trial basis a device which helps
visually challenged persons board buses.

The device helps users to identify the route number of buses at a bus
stop and locate bus door, thereby enabling unsupervised boarding.

Sources told TOI that trials were conducted for more than two months.
During the first phase of trials, units were fixed in 16 buses on
routes 121 and 134, which led to over 100 boardings by visually
impaired persons. The second phase saw the units in 24 buses operating
from Backbay depot. The unsupervised boardings were successful,
establishing the utility of the device in real settings, the sources
said.

The cost of the handheld device has not yet been determined. The pilot
trials were largely funded by the Department of Science and Technology
under their TIDE (Technology Interventions for the Disabled and
Elderly) scheme. The next step will be to scale up the trials,
officials said.

M Balakrishnan, from ASSISTECH, IIT Delhi, said, Nearly 350
unsupervised boardings over two months have given us immense
confidence as well as feedback to take the project forward.

BEST general manager Jagdish Patil said the transport undertaking was
committed to provide safe and comfortable travel to all commuters. It
is a unique device that facilitates boarding of public buses by
visually impaired persons, he said.

 California man Mike May made international headlines in 2000 when his 
 sight was restored by a pioneering stem cell procedure after 40 years 
 of blindness.

 But a study published three years after the operation found that the 
 then-49-year-old could see colors, motion and some simple 
 two-dimensional shapes, but was incapable of more complex visual processing.

 Hoping May might eventually regain those visual skills, University of 
 Washington researchers and colleagues retested him a decade later. But 
 in a paper now available online in Psychological Science, they report 
 that May -- referred to in the study as M.M. -- continues to perform 
 significantly worse than sighted control group participants.

 The conclusion: May's vision remains very limited 15 years after the 
 surgeries.
 Though disappointing, the results provide valuable information that 
 can help researchers better understand how vision develops and which 
 visual processing tasks are most vulnerable to sight deprivation.

 With sight-restoration procedures becoming more developed, we're 
 going to see more and more cases where people are blind for long 
 periods of time and then get their sight back, said senior author 
 Ione Fine, a UW associate professor of psychology.

 But we know very little about what happens in their brains during 
 that period.
 That is going to be one of the fundamental questions going forward -- 
 what happens when the lights are turned off, and what happens when you 
 turn them back on?

 May went blind at age 3 when a jar of chemicals exploded in his face. 
 He went on to work for the CIA and became a successful entrepreneur, 
 founding the Sendero Group, a company that makes GPS and talking-map 
 products for blind people.
 May
 is also a motivational speaker and holds the world downhill skiing 
 speed record,
 65 mph, for a completely blind person.

 But fully restored sight has eluded May, and his unusual case has 
 puzzled researchers. There were few previous cases of restored vision 
 before his -- the last well-documented one was in 1963 -- and 
 scientists knew little about whether people whose sight is restored as 
 adults can regain functional vision, and if so, how long that might 
 take.

 In the recent tests, May was shown images of household objects and 
 faces, and also video clips while his brain responses were measured 
 with fMRI (functional magnetic resonance imaging). As with the tests a 
 decade earlier, May did not have normal brain responses to 
 three-dimensional objects or faces, consistent with his inability to 
 make sense of these stimuli.

 Researchers believe that's because May's brain, like those of other 
 people who went blind at an early age, has adjusted to respond to 
 other stimuli, such as sound or touch.

 We suspect that Mike lost vision at an age when these brain regions 
 were able to take on new roles, said joint first author Jason 
 Webster. It remains to be seen what these areas are doing now.

 May's case is particularly interesting, Fine said, because his 
 blindness started when the visual system is already developed, but the 
 ability to perceive objects and faces is still evolving.

 He lost his vision at an age when vision is pretty good, but he was 
 still young enough for it to deteriorate, she said.

there is a way to resume scanning. Someone described it on keyboard

We can scan in image format in a pdf file and OCR it later. That is
what I am looking for.

Activate the RSS link.

Activate the Subscribe now button.

A dialogue box will come up with options for folder etc. Leave the default 
values and activate the Subscribe button on this dialogue box again.


It adds the rss feeds to your firefox bookmarks toolbar. To access it, go to 
bookmarks menu using alt+b.


Arrow down to the bookmarks toolbar submenu and use right arrow to open it.

Arrow down again to Telegraph Calcutta submenu and open it using right arrow 
again.


Now you will find the headlines in the form of menus. Activate anyone and 
the page will come up.


Explore your favourite site for rss. The process may slightly differ

[AI] OnBoard, a device to help visually impaired persons board buses

Device to
help visually impaired persons board buses


We invite you for a demonstration of OnBoard -- a bus identification device in 
the presence of Dr Jagdish Patil, General Manager, BEST, and other dignitaries
Venue: Electric House (BEST headquarters), Near Regal Cinema, Colaba, Mumbai 
(Conference Room, 1st Floor). Entry from Gate Number 9.Date: April 17, 2015Time 
11 am to 12 noon
OnBoard is globally a
first-of-its-kind device developed by ASSISTECH Group, IIT Delhi that
facilitates boarding of public buses by visually impaired persons. The device
helps users to not only identify the route number but also to locate the door
of the bus, thus addressing their needs comprehensively.

 

The Device


The device works on radio frequency
and consists of a very affordable, small user module and a bus module with a
speaker fitted next to the front door of the bus. The system has a very simple
user interface.

 

Partners


Apart from BEST, both Xavier’s
Resource Centre for the Visually Challenged (XRCVC), Mumbai and Mumbai First
have played a key role, taking the initiative to organize the trials in Mumbai.
XRCVC has not only organized the users including their training and feedback
but also provided all logistical support to the team from IIT Delhi to conduct
the trials. XRCVC has undertaken this initiative as part of Project Access
along with Sightsavers. Mumbai First has helped in setting up meetings with key
BEST officials to ensure a seamless coordination of the operation. 

 

Background


The device was first tested with a
small number of users on cluster buses operated by DIMTS in Delhi. The Mumbai
trials was the first instance when a full scale real life unsupervised testing
of the system has been undertaken. The trials have been conducted for more than
two months starting 31st Jan 2015 and concluding on 8th
April 2015. During this period two phases of testing were undertaken. The first
phase saw OnBoard units fixed on 16 buses on route numbers 121 and 134 which
led to over 100 supervised boardings by visually impaired persons. 

 

The second full scale phase of the
trials saw the units fixed on all of the 24 BEST buses covering route numbers
121 and 134 operated from BEST Backbay depot. Nearly 20 visually impaired users
conducted nearly 350 unsupervised boardings during this phase, establishing the
utility of the device in real settings. The pilot trials of the project were
largely funded by Department of Science and Technology (DST) under their TIDE
(Technology Interventions for the Disabled and Elderly) scheme. The balance
funding was routed through the Project Access – an XRCVC-Sightsavers
Initiative. The project now aims at approaching both government as well as
corporate houses for funding the next round of trials.

 

Preliminary
Trial Results


The initial trends from the Mumbai
trials have reflected the following:

§  Users have shown an overall
increased independence in boarding public transport buses.

§  As a result of independence in
travel, users have exhibited great levels of satisfaction about the experience
and are looking forward to speedy real time deployment of the system, as there
has been a near unanimous agreement on the need and use of such a system for
independent travel by the blind and low vision commuters.

§  Through the trials, there has been
increased awareness and sensitization of the BEST drivers and conductors on the
said routes as also the Backbay depot staff, who have also shown great
satisfaction with the system and keenness on the BEST being able to take this
up to facilitate independence for the blind and low vision commuters.

§  The trials have reflected very good
quality feedback both in terms of the users as also BEST staff on real life
modifications necessary in the device that will go a long way in improving the
system for the next phase.

§  Along with testing for this system
which helps in independent boarding, two clear needs have been highlighted in a
lot of user feedback to make the entire travel experience holistically
independent and accessible.  

   
i.   
The
user’s ability to independently identify the bus stop on the ground when
reaching the stop for boarding and access to data of which routes come on the
bus stop.

 
ii.   
The
need to make the deboarding experience accessible (in terms of the user being
able to identify the approaching bus stops.

 

Follow
Up on Trials


The report based on the analysis of
the trial data is expected to be ready by July 2015. This period would also be 
used to
improve the design by incorporating the feedback obtained in these trials. The
logical next step would be to scale up the trials with a larger number of buses
as well as users.

from Navi Mumbai, said,
