I had had a long chat with Beno Zephine who recently made it to the IFS.
She has made the cut in her second attempt. The first time round she had a
bad scribe and therefore suffered.  I am not quite sure if reliance on the
UPSE or for that matter any board conducting exams to provide the scribe is
doing justice to the true calibre of the blind person taking the exam. We
work hard and the final outcome is a bloody lotary.

I think UPSC papers are descriptive in nature.
So, why are fools worried so much about cheating?
Can't they curb it by reasonably good invegilators?

My questions/comments  and suggestions regarding the scribe guidelines
are as under:


1. few of the examination conducting bodies provide their own writers
like SSC. My personal experience is that I got the scribe who was
disinterestted in the exam and was in a hurry to just finish the exam.
All he was interested in Rs. 250 which they got as a scribe fee.
Should SSC and others not do some sensitisation programme before they
send their employees as scribes?
2. The current MSJE scribe guidelines are very flexible and its
implementation solely lies with the invigilator by being strongly
vigilant. To do away with this responsibility, strong rules are
imposed on candidates. Sighted people also cheat. Thus, the eligation
on blind candidates is not exceptional. At the end of the day cheating
is a  human tendencies. Thus, strong invigilation is meant for all the
candidates.
3. Can there be a provision of Writer Bank by MSJE?

 Justice D Hariparanthaman, before whom a petition filed by one M
 Sivakumar, a visually-challenged person, came up, issued notice to the
 Secretary, Higher Education Department and the Vice Chancellor and the
 Registrar of the University and directed them to keep in reserve two
 seats out of 66 posts.

 Sivakumar submitted that he is a Post Graduate in Tamil, besides
 having an M. Phil in Tamil. Apart from this, he had submitted his
 Ph.D. Thesis in 2014 and was awaiting the viva voce for the award of
 of the Ph.D.

 He had passed UGC National Eligibility Test in 2007 and was fully
 qualified to hold the post of Assistant Professor of Tamil in Colleges
 and Universities all over India, he said.

 He said he is from Hindu Vanniyar Community and also a
 visually-challenged person.

 The University had in a notification through advertisements in
 vernacular dailies on April 26 2015 called for applications for the
 posts in all its constituent colleges.

 The petitioner alleged that the advertisement and the notification did
 not mention anything about the number of vacancies available for
 differently-abled persons.

 He said Section 33 of 'PWD Act' provides for not less than three per
 cent reservation of posts in every establishment for persons suffering
 from blindness or low vision, hearing impairment and loco-motor
 disability or cerebral palsy.

 The petitioner submitted that the University is a state University and
 should be a model employer and implement in letter and spirit the PWD
 ACT and appoint persons with disabilities as mandated in the Act.

 He said the advertisements are violative of Articles 14, 16 and 21 of
 the Constitution and prayed that the Court quash it and direct the
 University to notify the vacancies afresh as per Section 33 of the
 Persons with Disabilities Act, 1995.

The Madras High Court today directed Thiruvalluvar University,
Vellore, to reserve two seats out of 66 posts of Assistant Professors
to differently- abled persons.

The Court issued a notice to the government and the University Vice
Chancellor and the Registrar to abide by its order.

Justice D Hariparanthaman, before whom a petition filed by one M
Sivakumar, a visually-challenged person, came up, issued notice to the
Secretary, Higher Education Department and the Vice Chancellor and the
Registrar of the University and directed them to keep in reserve two
seats out of 66 posts.

Sivakumar submitted that he is a Post Graduate in Tamil, besides
having an M. Phil in Tamil. Apart from this, he had submitted his
Ph.D. Thesis in 2014 and was awaiting the viva voce for the award of
of the Ph.D.

He had passed UGC National Eligibility Test in 2007 and was fully
qualified to hold the post of Assistant Professor of Tamil in Colleges
and Universities all over India, he said.

He said he is from Hindu Vanniyar Community and also a
visually-challenged person.

The University had in a notification through advertisements in
vernacular dailies on April 26 2015 called for applications for the
posts in all its constituent colleges.

The petitioner alleged that the advertisement and the notification did
not mention anything about the number of vacancies available for
differently-abled persons.

He said Section 33 of 'PWD Act' provides for not less than three per
cent reservation of posts in every establishment for persons suffering
from blindness or low vision, hearing impairment and loco-motor
disability or cerebral palsy.

The petitioner submitted that the University is a state University and
should be a model employer and implement in letter and spirit the PWD
ACT and appoint persons with disabilities as mandated in the Act.

He said the advertisements are violative of Articles 14, 16 and 21 of
the Constitution and prayed that the Court quash it and direct the
University to notify the vacancies afresh as per Section 33 of the
Persons with Disabilities Act, 1995.

We must find an amicable solution to this, just by stating a
fact that all good scribe would be busy in their respective profession ,we
are doing no justice to the career of disabled.  I faced with ICAI ,I have
been  provided an under graduate scribe for writing CA finals-- resulting
loss of 4 years to qualify..

UPSC descriptive main papers warrents extra-ordinary original creative ideas
about recent issues along with deep knowledge which no scribe can help.
such intelligent scribes will be busy in their profession and will have no
time to write for us.

of having a bad scribe could ruin the talent of a disabled.i   suffered it

i never said that good scribes are busy so we should get bad scribes.
what i ment is the people, who has the extra-ordinary potential to
make us sit and right by themselves for high level exams like UPSC
mains or CA wont have time to do such things for us as they could be
in higher executive positions and wont have time.
so, we need not worry much that blind people get illegal help from
scribes in such higher level exams.
they may get help in state level exams and bank exams which can be
controled by good invigilation
so, rules should not be framed like scribes should possess this much
degree thus, it enables us to avail helpers who can atleast express
the contents of question papers and write fast.

thats what i also ment rajesh sir.
UPSC descriptive main papers warrents extra-ordinary original creative
ideas about recent issues along with deep knowledge which no scribe
can help.
such intelligent scribes will be busy in their profession and will
have no time to write for us.
its unnecessary confusion and problem created by our own members which
has the dangerous posibility of setting us backwards.

Hi List Members,

My troubles with jaws are yet not over. Since last few week, it’s not
even reading plain word properly.

It just announces blanks where the text is written. Especially, when I
press enter and create a new line. Sometimes, it abruptly stops
announcing text half way through a line or a sentence even though the
text is present for sure.


Do you suggest any previous more stable jaws to me?

I am currently using the latest jaws 16.

our government websight doesn't allow right click function to work so
that we can't decode images using webwism using application key+6. so,
we use a shortcut key ctrl+alt+6.

True. I always insist on the arrangement of  scribe does not
have an insight of subject he/she is writing, so it would be good if the
disabled is permitted to have a rapport with the scribe before going to
write exams.

i never said that good scribes are busy so we should get bad scribes.
what i ment is the people, who has the extra-ordinary potential to make us
sit and right by themselves for high level exams like UPSC mains or CA wont
have time to do such things for us as they could be in higher executive
positions and wont have time.
so, we need not worry much that blind people get illegal help from scribes
in such higher level exams.
they may get help in state level exams and bank exams which can be controled
by good invigilation so, rules should not be framed like scribes should
possess this much degree thus, it enables us to avail helpers who can
atleast express the contents of question papers and write fast.

The Madras High Court today directed Thiruvalluvar University,
Vellore, to reserve two seats out of 66 posts of Assistant Professors
to differently- abled persons.

The Court issued a notice to the government and the University Vice
Chancellor and the Registrar to abide by its order.

Justice D Hariparanthaman, before whom a petition filed by one M
Sivakumar, a visually-challenged person, came up, issued notice to the
Secretary, Higher Education Department and the Vice Chancellor and the
Registrar of the University and directed them to keep in reserve two
seats out of 66 posts.

Sivakumar submitted that he is a Post Graduate in Tamil, besides
having an M. Phil in Tamil. Apart from this, he had submitted his
Ph.D. Thesis in 2014 and was awaiting the viva voce for the award of
of the Ph.D.

He had passed UGC National Eligibility Test in 2007 and was fully
qualified to hold the post of Assistant Professor of Tamil in Colleges
and Universities all over India, he said.

He said he is from Hindu Vanniyar Community and also a
visually-challenged person.

The University had in a notification through advertisements in
vernacular dailies on April 26 2015 called for applications for the
posts in all its constituent colleges.

The petitioner alleged that the advertisement and the notification did
not mention anything about the number of vacancies available for
differently-abled persons.

He said Section 33 of 'PWD Act' provides for not less than three per
cent reservation of posts in every establishment for persons suffering
from blindness or low vision, hearing impairment and loco-motor
disability or cerebral palsy.

The petitioner submitted that the University is a state University and
should be a model employer and implement in letter and spirit the PWD
ACT and appoint persons with disabilities as mandated in the Act.

He said the advertisements are violative of Articles 14, 16 and 21 of
the Constitution and prayed that the Court quash it and direct the
University to notify the vacancies afresh as per Section 33 of the
Persons with Disabilities Act, 1995.

Dear George

This is definitely not one of situation. Quite often booking clerks create 
nuisance while issuing concessional tickets.

The way forward to deal with this situation is to sensatise those manning the  
139 toll free folks. They are a smaller number to deal with. Again, periodical 
follow up's is essential. Ideally, all those in railways should be sensatised, 
the number is too large to be considered a practical proposition.

The online accessible booking would at least deal with the booking clerk's woes.

hi Rajesh,
Be clear:
there are only two types of possibilities.
1. manual typing in Hindi Unicode  by reading the traditional font
texts. Naturally, this option is not practical because it needs lots
of time and labor.
2. use of ANSI to Unicode conversion tools.
This second option is the preferred one and perhaps your mail is to
look such way out.
However as easy as to say a conversion , conversely more difficult to
get such universal tools.
If the text contains two or more non-uni coded fonts text   within a
file/page/para/sentence, things become bit headache. Further more, if
the used non-unicoded fonts are of different character location; the
conversion can may be an utopia in many cases.
the referred tool may work if the font for which the converter is
developed and the font of your files have identical key location.
In brief, the fonts addressed in such conversion tools and the font of
the converting text must coincide.
There are many non Unicode Hindi fonts in circulation. It is not only
non-Unicode in nature, but there is diversification too.
In net, you can find many such tools. Most of them have two text
boxes; in one you have to type or paste the non Unicode text and the
corresponding unicode text appears in the next text box.
try to search in google.
Though not much idea, kruti to mangal is the most use tool for Hindi.
You can get other such tools too.
But be crystal clear about the complexity of fonts used in your text
files and the tools made for a particular fonts!
I myself have developed such conversion, and it works about 12 Nepali
non unicode font texts, but there about two hundred fonts in society!
It is not possible to have one to one conversion for each fonts!
Only God knows who uses what!
This is the gravity of the problem in case of any converting tool is
available in workable mode.
Otherwise, manual type is the last option.

My questions/comments  and suggestions regarding the scribe guidelines
are as under:


1. few of the examination conducting bodies provide their own writers
like SSC. My personal experience is that I got the scribe who was
disinterestted in the exam and was in a hurry to just finish the exam.
All he was interested in Rs. 250 which they got as a scribe fee.
Should SSC and others not do some sensitisation programme before they
send their employees as scribes?
2. The current MSJE scribe guidelines are very flexible and its
implementation solely lies with the invigilator by being strongly
vigilant. To do away with this responsibility, strong rules are
imposed on candidates. Sighted people also cheat. Thus, the eligation
on blind candidates is not exceptional. At the end of the day cheating
is a  human tendencies. Thus, strong invigilation is meant for all the
candidates.
3. Can there be a provision of Writer Bank by MSJE?

For your reference, sighting an example.
I had a subject called Option Futures and Other Derivatives which is
only taught in 2nd year in almost all the MBA programs.
It does contain a lot of complex equations like BSOPM, Measurement
of bond Duration, various kinds of yealds etc.
How will you explain all these complex fractions to a person who
hasn't even seen them before?
Wouldn't it waste a lot of your quality time in making him/ her right
the equation correctly?
Similar issue our friend Kartik has also faced in past.
If being a 12th class student he wants the scribe to write fiew
formulas which are only in class 12 syllabus then how will he manage
to do this in so- called time limit?
Wouldn't it cause extra disadvantage to his career?
How can he insure that the scribe has written the fraction/ equation
correctly?
If it is a formula then he can still verify it through the
calculations but what about that situation where numbers are not
involved?

for the average blind citizen, whether it booking a ticket, or whether it be 
just travelling. Pappu Khushwaha had a nightmare of an experience. Thank God he

Of course one gets angry. How long one could deal with these lower
rung workers who are too enslaved to their insanity and higher orders.
One way out would be to carry Railway circular all the time while
travelling alone. Then question arises, how many circulars we should
carry, scribe guidelines, RBI circular, Railway circular, and so on.
Delhi is very different from the rest of the Indian towns. And
therefore I sometimes regret top-down approach for policy-making. We
need to carry on our struggle which is unending. Letters should be
flooded to the Railways, poetry,jokes, arts/paintings should be
created which should make mockery of the discriminatory practices
rampant in the system.
