Yeah Hindu mythology is great as it connects Gods with animals.
marrying a male Goat, being with a horse to get a child, ridiculous

Re: [AI] Unicode Dilemma

2016-02-03 Thread Vikas Kapoor
Indeed! I know JAWS command very well but not all special symbols are enlisted
there. A small clarification: To be able to use the calculator application to
make it produce the results suggested by Umesha, your calculator application
should first be set to programmer view and by default, it is always set to
standard mode unless you ever changed, it in which case F5F6F7F8 commands will
not work. To change the mode of calculator, press alt+1 for standard, alt+2 for
scientific and alt+3 for programmer view.
Thanks, I now rest my case here.

The symbols single dagger and double dagger can be produced by jaws
using the shortcut insert + 4 in any application including notepad.
Don’t know about others you have typed. I think you won’t need to use
them in other applications quite often. If it is not the case, you may
copy and paste from MS word.

We can use normal numpads. But compact ones are very difficult to use.

Calculator is an application provided in all versions of windows which
is very much accessible. You can open calculator through start menu
programs and accessories. By default, the calculator will be in
decimal mode. You can change the mode by pressing keys f5, f6, f7, or
f8. Along with changing the mode, it will change the typed number to
  respective number system.

[AI] study leave denied without reason by university

2016-02-03 Thread Umesha S E
Friends,
I have a problem.
I applied for study leave which is provided as per UGC regulation for
completing my Ph.D. the university replyed after a delay of 2 and a
half month saying to use the leaves in my account to complete my Ph.D.
normally, leaves in account is taken for CL and EL. we can get only 15
CLs and 10 ELs per year. they did not cite any reason for not granting
the study leave. I applied for leave for an year. what can I do next
and possible consequences? if I fight it outside, is there a chance
that they may give me torture in various other ways?

Re: [AI] 3 per cent reservation ignored: Allahabad University Faculty Recruitment 2016: 293 Teaching Posts

2016-02-03 Thread Umesha S E
I also support the initiative.
what can I do?

similarly in Tumkur university, which is a state university, no post
was reserved for pwd. the problem is that VI comes at the 4th position
in state roster. each department had only 2 posts of assistant
professor. so reservation matrix was GM 1, SC 1. can we do anything in
such situations? also I have been denied the priority in placement.

Thanks for the great response on the first release of the Android
Application "Accessible Reader". The PDF support has been added to the app
and you can download the same from Playstore now.

With the help of this application you will be able to read your txt, rtf,
doc, docx & pdf files with complete navigation. The app supports Hindi,
English and other languages too.

Features of Accessible Reader:

1. No Advertisement

2. Change your navigation mode between word, sentence, paragraph and
page.

3. Go to the desired page instantly with the help of "go to page"
option.

4. Repeat command repeats the word, line, paragraph or page at which the
current navigation is set to.

5. Increase or decrease the reading speed instantly.

6. Play/Pause button.

7. Read All button. It would start the continuous reading of the
document from the current location.

8. Status. It displays the percentage of the file you have read.

9. Page. It displays on which page you currently are

10. It keeps the history of last 10 files which you have opened and
remembers the position on which you closed the file and would resume from
the same place.

11. It remembers the navigation mode, TTS engine and your reading speed
which you were using for that particular file.

12. Select the TTS engine and voice for that particular file before
opening.

13. If you wish to change your handset just deactivate the software and
activate it again on another handset.

The advantage of reading your books in android phone is that you can use
Eloquence, Lekha, Google, espeak TTS and other TTS engines for reading of
your files.

The app would work for two minutes after which it would close. Then you
would have to open it again to use it. The 2 minute restriction would be
removed once the application is activated.

The cost of the application is Rs. 550/-. To buy the app please contact us.

We welcome any improvement or suggestion required and would be happy to
implement the same in our application.

With regards,

Abhinav

Note: If you are using Talkback or any other screen reader, do not select
the same TTS engine as that currently used in Talkback as one TTS engine
cannot be used by two applications at the same time

Sparsh touched a chord, shattered stereotypes

Sai Paranjpye’s Sparsh was Hindi cinema’s first realistic portrayal of
a visually impaired man.— Photo: Special Arrangement The woman sitting
with the blind man gently berates him for refusing to accompany her
and their friends to a Bharatanatyam recital she wanted to attend. “So
you should have gone,” he tells her, his voice slightly on edge. “Not
without you,” she responds. The man’s sightless eyes dart agitatedly
from side to side. “Dekho Kavita, main nahin chahta hoon ki tum mere
liye Gandhari ban jaao,” he says tensely.

This pivotal scene in Sai Paranjpye’s Sparsh encapsulates what the
film did when it was released 35 years ago — it subverted, in one
stroke, every stereotype that Bollywood had built up about visually
challenged people over the decades. Cinema has its classics as well as
its path-breakers — and Sparsh , though underrated on account of not
getting a proper release, belongs to the latter category. Not only did
it combat the cliché of the blind as objects of pity, it had Hindi
cinema’s first realistic portrayal of a visually impaired man —
Naseeruddin Shah’s mind-blowing act, famously described by Gulzar as a
“textbook performance” for actors to follow.

Till Sparsh came along, blind characters in Bollywood were something
of a bad joke. The popular enactment of such a character was someone
who stumbled around, fluttering his eyelids and rolling his eyes
heavenwards (notably, the female blind characters all wore eye
make-up). After the pathos of the sightless condition had been
sufficiently milked by the director, the blind person would regain his
or her eyesight in a stock scene — the bandages would come off slowly
and suspensefully followed by one or two out-of-focus shots and then a
joyful “Doctor saab, main dekh sakta/sakti hoon!” to the sound of
violins.

Against this sort of caricaturish backdrop came the blind characters
of Sparsh to make a stunning impact. Most of them were adorable
children from the Blind School, Delhi, aided by remarkable
professionals like Om Puri. And then of course there was Naseeruddin
Shah in what is arguably the best performance of his lifetime.

Born of a blend of insightful writing and extraordinary acting,
Naseer’s Aniruddh Parmar is an unforgettable character — a poised and
fiercely independent man who nevertheless harbours a complex about his
handicap and is constantly wary of what he perceives as pity from
sighted people. Every time I watch Sparsh , I’m mesmerised anew by the
way Naseer (under)played the character… downcast eyes, eyeballs
darting rapidly when excited or perturbed, cautious walk, white cane
moving in a sweeping left-to-right arc. It was not so much a
performance as masterful character authenticity on display.

Naseer has consistently rated Sparsh as one of his most fulfilling
roles because of “the simple beauty of the script that was written
with truth”. True. Sparsh is a narrative that seamlessly merges vital
issues relating to the world of the blind with a unique love story in
which the sighted Kavita, far from becoming Gandhari, journeys from a
visual to a more tactile understanding of love and her lover’s world.
Indeed, Sparsh subtly establishes parity between their two worlds: if
Aniruddh is visually handicapped, Kavita is emotionally so; Pappu, the
sighted child wants to be blind because Kavita pays more attention to
his blind friend; and Kavita rues to her friend that her being
‘normal’ is her biggest disqualification in Aniruddh’s eyes. Here, the
blind are not pitiable, and the sighted are not superior — they share
the same vulnerabilities and human frailties, the same joys and
sorrows. The universe of Sparsh is a beautiful, inclusive one.

Sparsh won three national awards: best screenplay, best Hindi film,
and best actor for Naseeruddin Shah, who had gone all out to prepare
for the difficult role. Told by Sai Paranjpye that her protagonist was
inspired by the suave and erudite principal of the Delhi Blind School,
Ajay Mittal, the actor asked if he could spend some time with

But the UGC has the financing power. If it stopps funding the
affiliated colleges/universities everything fall in line. It was
evident in 2006 when the Delhi High Court while hearing Sambhavana
petition commanded the UGC to stop funds to the Delhi University. And
the outcome resulted in hundreds of blind people got appointed as
lecturers; and its a living legacy. Can this happen again?

manipulation in the Odisha Association for the Blind (OAB),
disinvestment in PSUs, chit fund scam, misuse of the SC and ST Act by
the OAB, abuse on visually-impaired girl students at a computer
training centre, corporal punishment to blind students and
misappropriation of funds sanctioned under the Braille Transcription
project.

Many physically and mentally tortured victims briefed reporters about

[AI] Chandigarh School 'Discriminates' Against Handicapped Child

2016-02-03 Thread Hozefa Tambawala
A parent on Wednesday accused a prominent private school in Sector 7
here of discriminating against her handicapped daughter by refusing
admission to her in Class VII only on the basis of her condition. The
parent also called police to the school, but was advised by them to
approach the education department instead.

The school principal has admitted to having refused admission, but
has said it was because of its inability to provide the right
infrastructure to the child.

Talking to The Times of India, the parent said the school had
conducted a written test on January 24 and declared the results a day
later. "In the list of the selected children, my daughter was fifth
while my son was seventh. However, on February 2, when I went to the
school to deposit entrance fee for my children, I was told to bring
them for an interaction with the principal today. When we came today,
they started giving us different reasons for not admitting the child;
they were saying classes are on the third floor, so it will be
difficult for her," he said.

The school principal denied allegations that it discriminated against
a handicapped child. "It would have been a violation if the father had
informed us about his daughter's disability since day one and then we
would have struck her name off. But, we had selected his daughter and
her name was there on the list. It was on Tuesday that we got to know
that she is disabled. We called her for a counseling session today to
see what kind of help she would need from us," she said.

The father has also accused the school of violating the Right to
Education Act by conducting an admission test. UT education department
had last month directed all schools to not conduct entrance tests for
admissions up to Class VIII. When contacted, district education
officer Viney R sood said, "I cannot comment unless I get the
complaint. However, if the school has actually conducted a test, then
they will be asked to give an explanation for violating the RTE Act
and directions given by the department."

The principal said the girl would need a special educator and a ramp
to go up to her class, but the school did not have that facility. "It
was only after talking to the principal of her present school that we
got to know that the child has almost 75% disability. The principal
informed us that the girl has a problem in climbing to the second
floor and writing as well. Our classroom is on the third floor," she
said

The father, however, said his daughter only had little disability in
her arm and leg and she can climb stairs on her own, without the need
of a stretcher. "In the school where she is presently studying, she
climbs up to the second floor to attend her class. Also, she is one of
the toppers in her class," he said.

Re: [AI] 3 per cent reservation ignored: Allahabad University Faculty Recruitment 2016: 293 Teaching Posts

2016-02-03 Thread Asudani, Rajesh
UGC has hardly any control over recruitments of individual universities, let
alone the colleges.

But yes, when there is grant-in-aid by the government why there should not be
and can not be a common recruitment process for teaching cadre, I fail to
understand.

[AI] Why Indian PhD and BTech holders love lowly government jobs

2016-02-03 Thread avinash shahi
Last December, the Uttar Pradesh government issued orders to appoint
some 35,700 employees on contract for cleaning jobs in municipalities,
with an aim to finish hiring in 50 days. Among those who applied were
MBAs, BTechs and PhDs.
http://www.hindustantimes.com/analysis/why-indian-phds-and-btechs-love-lowly-government-jobs/story-n7aGMi5UGeisaWQKvPR9uI.html
In January, the Punjab government held examinations to appoint
“patwaris” (a clerical job in which land records are maintained in
villages). Those who sought this job included LLBs, PhDs, MBAs and
BTechs.

In UP again, for the job of a peon, the government received 2.3
million applications, 255 of which were from PhD scholars. About
222,000 were from graduates and post-graduates of various hues,
including BTechs and MScs.

You may wonder why, but there is a logic behind all this. The more
visible – or talked about – logic is simple: In India, unemployment is
so high that highly educated people seek low-level jobs.

That may be partially true, but how does this explain a computer
science major seeking a cleaner’s job when the Googles and the Wipros
of the world are constantly recruiting in campuses?

“There is no shame in cleaning gutters and roads. At least the job
would guarantee me a monthly salary. And it will save me from being
ridiculed for being jobless,” Catch News quotes Abhishek Yadav, a
B.Tech in computer science as saying – adding he has been looking for
a job since 2011.

Really? How could he not have tried at PayTm, InMobi, Flipkart or
those gee-whiz startups? Five years without employment for a B.Tech
sounds improbable in the current job market.

That brings us to the second explanation: Indian degrees are often
useless as they are just pieces of paper, and the people holding them
are often unemployable. The less politically correct explanation is
that people get into institutes based on nepotism, caste quotas or
donations and no employer in his right sense would hire them.

That too is plausible. And likely in many cases.

But a less visible explanation may be in deep economics – something
not ordinarily discussed. This has something to do with government
jobs.

The Tribune quotes Navneet , an LLB graduate, Gurmeet Singh, an MTech,
and Dinesh, a PhD, with all saying their aim was to get a government
job while applying for a patwari’s job.

Here’s why. For most Indians with graduate degrees, government jobs
offer three benefits: long-term job security, comfortable working
hours, a recurring income with little link to performance or
productivity and a chance to make that extra buck from bribes – though
few would admit it. Anecdotes on Quora.com offers juicy details.

All of that enables Indians to indulge in the core adult pastime –
raising a family. It is common to see matrimonial ads in India
advertising the seeker’s “permanent job.”

Many of us use Western/modern yardsticks of careers – work that is
related to qualifications, mental satisfaction and recognition. For
the average Indian graduate, the aim is to have a “permanent job” that
guarantees a lot – a good bride (often with a dowry), social respect,
and chances to get loans.

In common discourse in urban, especially small-town India, when a
person has a permanent job with little chance of being sacked, and a
resultant bride/groom, it qualifies for those magic three words: “Life
ban gayi” (Life is made).

For an average/below PhD, unless he/she is from the top-notch
universities, “Life Ban Gayi” is not a Nobel prize but a “confirmation
letter” of a long-term job.

We can call this a recurring revenue proposition, in economic
parlance. This is a lot like a bank that is happy to lend you a big
chunk (Let us say, Rs 20 lakh) because the EMI (equated monthly
instalment) it would receive from you for 15 or 20 years is a steady
income for the bank.

Now, consider the plight of a research fellow in the Council of
Scientific and Industrial Research (CSIR), the government body that
runs dozens of research bodies. CSIR offers a consolidated stipend of
Rs 20,000 per month for junior research fellows, and after two years
of what might be back-breaking work, if confirmed as seniors, the
stipend rises to Rs 28,000 per month.
(http://www.csirhrdg.res.in/jrfsrfra2.htm). (On top of this, there
have been complaints that these grants have not been paid regularly in
an administrative mess).

Now, consider the fact that according to the recommendations of the
7th Pay Commission, the revised minimum pay for a central government
employee (usually applicable for an errand boy peon) is R 18,000 per
month. That is only a tad less than junior research fellow’s grant –
and no tough National Eligibility Test. And it is a long-term
recurring income.

A research report by Livemint showed that only one-third of graduates
or above in India have jobs that have regular salaries.

A job seeker is a lot like a loan seeker. Just as many would settle
for a higher interest rate loan that might have a lower EMI and give

Re: [AI] Why Indian PhD and BTech holders love lowly government jobs

2016-02-03 Thread Asudani, Rajesh
An apt analysis.
We have something called Maslow's hierarchy of motives.

It is not ironical.
It is the truth.

I, despite having University gold medals in three subjects along with JRF in
two, have worked as an announcer in Indian railways and am now also doing a job
as a central banker millions of miles away from my interests or passion.

So, the words like mental satisfaction and recognition are halloed missiles
which whizz by me.

Be anchored with a safe job and develop some parallel paths for your
emoto-rational cravings, seems the key phrase at this point in life.

Maybe, it can comfort and propel PH.D. holders running errands in government
offices as well.
