The Modi Government has taken many measures to assist the differently-abled. Now it must adopt a robust legislation http://www.dailypioneer.com/columnists/oped/empowering-divyangjan.html Since the last two years, the Government is going full throttle in distributing aids and assistive devices such as Braille kits, sewing machines, hearing aids and smart canes to the differently-abled people at various camps that are being organised on a mega scale from time to time across the country. According to an estimate, over 1,800 such camps have been held across the States since the Modi Government came to power, with the recent one being in Varanasi in Uttar Pradesh, and Navsari and Vadodara in Gujarat, where Prime Minister Narendra Modi gave away the kits to the needy at free of cost. The camps are being conducted by the Department of Empowerment of Persons with Disabilities (Divyangjan), Union Ministry of Social Justice and Empowerment, and organised by the Artificial Limbs Manufacturing Corporation of India (ALIMCO). The number of camps is far greater than the number in the case of previous Governments, Modi said at Varanasi. No doubt, such events provide visibility and transparency at a high level. They also fetch political mileage to the ruling party. Also, the term ‘Divyangjan', coined by the Prime Minister for the differently-abled people, has sent a message among the beneficiaries that their interests are being taken care at a higher level. Though the word has drawn varied response, those in favour, like Delhi-based Rajinder Johar, a quadriplegic who has been bed-ridden for the last 32 years, feel the word 'Divyanjan' gives the feeling of dignity and respect. Another positive step that needs to be mentioned is the coming up of institutions like the Indian Sign Language Interpretation, and transformation of the Kerala-based National Institute of Speech and Hearing (NISH) into the National University for Rehabilitation Sciences and Disability Studies, for the benefit of the disabled. The launch of a National Action Plan for Skill Training of Persons With Disabilities, wherein within next three years, five lakh people with disability will be skill-trained, is a welcome gesture. However, all such steps will be seen as half-hearted if they are not backed by adequate legislation. After all, the sector does not need any charity but wants its rights. Sadly, there is no movement on the proposed Rights of Persons with Disabilities Bill, 2014, which seeks to replace the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. The new Bill reflects the UN Convention on the Rights of Persons with Disabilities and has been hailed by the beneficiaries as well as activists in the sector. However, attempts are being made to dilute the Bill, which is under the consideration of a Group of Ministers (GoM ) headed by Minister for Home Affairs Rajnath Singh. Other members are Tribal Affairs Minister Jual Oram, Women and Child Development Minister Maneka Gandhi and Social Justice and Empowerment Minister Thawar Chand Gehlot. While across the world, mental illness is considered as a disability, the accepted term to describe the set of ailments is ‘psycho-social disabilities'. The GoM has recommended that mental illness is a disease and not a disability — and hence be dealt with by the Union Ministry of Health. This has hugely upset the activists in the sector, with some like Amba Salelkar of Equals: Centre for Promotion of Social Justice, launching a viral photo campaign called, ‘We Can Work', speaking loud that mentally-ill people like schizophrenics too can be successfully employed, if given chance. The Government also seems to be reluctant to expand the reservation percentage from the existing three per cent to five per cent. Its contention is that there are not many qualified people in the sector to take the job. However, what it is not realising is that such posts would encourage more differently-abled to come forward to get trained for it. Johar, a recipient of the President's medal, and who, through his NGO, Family of Disabled, has been providing employment to differently-abled people, stresses not only on skill development but also measures to open up job avenues for them. He suggests accessibility and scholarship to begin with, to bring the beneficiaries out of the four walls of their homes. The implementation of the Bill, which also makes accessibility a mandatory requirement under the law, is like a ray of hope for the sector. This would only strengthen the Government's Accessibility Campaign launched last year, aiming to make the society inclusive and infrastructures friendly. The Bill also addresses the issue of enhanced penalty for outraging the modesty of a woman with disability and termination of pregnancy after the consent of a guardian and medical practitioners. @danish Mahajan, Thank you for your involvement in the discussion. Probably you have cleared all my doubts. But surely, the idea of having only one card like the Aadhar is the best option. Anyways, I will surely apply for this UID card, though I already have quite many ID cards. Once I get this UID, I hope it is fine if I discard the disability certificate that I own right now, which was issued by DRC from Meghalaya, as I belong to that state. Please comment about discarding the certificate by DRC. During a Q, the cast, director and producer talked passionately about the value of taking women-led theatre into schools and prisons, showing young and disadvantaged girls what is possible If someone who looks like you, shares your background or understands your experience has broken a path, it is going to be much easier for you to follow. Whether that’s because other people will be more amenable, or because of the psychological boost that comes from not being the odd one out, it remains true that not being the first is of infinite benefit. But what happens when you have to be the first? I’ve occupied this position for much of my life. Not only was I the first visibly disabled person to go to any of the schools I attended, I am often the first disabled person many people I encounter seem to have met or spoken to. This status can announce itself subtly, but surely. I’ll notice a sidelong look at my personal assistant, a pause in conversation, while the person tries to work out if everything is “OK” – by which they mean: normal. While this is my normal, it is, I realised as I listened to the after-show discussion, quite an odd situation to be in – and one that can sometimes leave me drained. I feel compelled to be bubbly and, crucially, to crack a few jokes, because that’s the easiest way to break through – to go from “wheelchair user” to “person” Being the first disabled person in a setting can lead to some strange situations. A particular incident springs to mind. I was 11 years old and my new school had taken my year on a “team building” day to an adventure park. The aim of the day was to climb things and build things and somehow make friends along the way. As I could neither climb nor build, I was left to make suggestions from afar, feeling incredibly awkward as the teachers encouraged the others to remember I was there. It is safe to say I did not make any friends. The issue was not that I was left out, far from it. Instead, by trying to include me in things I could not do, the day served only to highlight that I was different. I knew, and everyone else knew, that I stuck out like a sore thumb – a feeling that followed me for the next seven years of education. Every time I watched sports day from the sidelines or had to be carried upstairs to my music lessons by the school caretaker (it is unclear why no one thought to move the class), they made the mistake of including to the point of exclusion. And I was very aware that this all came down to the fact that no one really knew what to do, because I was the first I am reminded of those feelings every time someone briefly panics when I start a conversation or is surprised that I am a writer (“Oh, good for you,” they say, “well done”). I am reminded that I am still one of the few when I manage to secure some work experience, only to be told that the office isn’t accessible, sorry. And I am reminded of it when, sometimes – with every phone call in advance to check access, every explanation that, no, I can’t use the tube – going about daily life feels like wading through treacle. Advertisement It needn’t be so. Society shouldn’t need you to follow a set path in order to be able to accept what you’re doing without question or confusion. We need to, collectively, make fewer assumptions, from the seemingly innocuous (that I can only write about disability, that a woman can’t be Prospero) to the more serious (that I can’t possibly have a job, that a young person from an ethnic minority isn’t drama school material). It is possible to respect someone’s choices and bravery without being patronising, and it is possible to recognise difference without surprise, and yet many fail at these basic tasks of acceptance. Simple changes to these behaviours would make life a little easier for those who take the risk of being their own role model. If someone had thought about it, they might have realised that the adventure day was going to result in some pretty awkward situations and sent us to a museum instead. In 2016, being the first to try should not mean expecting a rough ride or being treated like a statistical anomaly. Up and down the country, disabled people are spending their days convincing people that they belong in a school, university or workplace, when really they should just be making choices and getting on
