I too was asked to submit a cancel cheque while opening demat account.  I 
told that I am not using cheque book and, I suggested him that I can give 
him the copy of my passbooks's cover page duly stamped with IFSC and MICR

Cheque is still compulsory for many activities like availing a bank
loan.  So it can not be dispensed away that easily.  And finger print
authentication has to be tested before implementing at a practical
level.  I think thats the reason  RBI is not making it compulsory.
One solution is to lodge complaint to the next level or on the on line
customer care channel which goes to the centralised team.  There is a
chance that people at the top are usually aware of the provisions for
the disabled.  Of course, we can not expect every blind person to know
about all these.  May be some NGO can write about the ways of
complaining to bank officials on their Braille magzines so that the
awareness can reach  more and more people.

First, make a complaint to the controlling officer of that particular
branch.  Second, make a complaint to the top management of PNB.  See
if there is some on line complaining system on PNB web site.   I think
this should solve the problem.

In the year 2004, neither I had chequebook nor there was net banking.  HDFC 
granted me a loan of Rs.2.5 lakhs with the mere assurance from my side that 
I will pay all my EMI's in cash every month.  In fact, I was able to clear 
loan much before the schedule.

As a college student in Mumbai, I have experienced firsthand how hard
it is for visually impaired students to find writers before exams. I,
like other visually impaired students, would run from pillar to post,

When you have experienced that kind of stress, you don’t want others
to suffer. That is why I decided to start Pearls of Vision India.

We are a small group of people who help people with visual impairments
with writing various exams - school, college and competitive exams.
It’s a social cause and we do it free of charge.

We formally launched the group in 2015 and gave it a name but we
started working informally before that.

We reach out to students all over India through WhatsApp and Facebook.
We recently added Aurangabad to our list of cities.It would help us a
lot if principals at schools and colleges were to create a small team
of students who we could be in touch with regarding exam schedules
etc. This would make the process smoother.

It makes me very happy when people call after exams and tell us that
the writer was very good or that the exam went off well. Recently,
there was this Class 12 student from Kerala who called us from a
co-passenger’s phone on the train and said that he wanted a writer in
Mumbai for an exam.

He had no money to even travel from the train station to the exam
centre but he had heard of us and reached out for help. When such
things happen, I feel very satisfied with what we have been able to
do.

Dear Bhavesh
There is no official rule restraining any disabled person from
availing any financial service. But there is attitudinal rule
restraining us from availing all sorts of services and facilities.
Once I approach Union Bank of India to open a current account. The
customer relationship manager told me that under RBI rule a blind
person cannot open a bank account. I challenged and literary shouted
at her and asked her how she got through IBPS exam. The branch manager
intervened, but was not apologetic rather defending his subordinate.
Luckily I succeded in opening an account with Indian Bank.
Though I don't have any suggestion for immediate remedial measure
please write to PMO or twit to PM's personal tweeter account.

Its nothing new that we are invited in the events and gatherings
either to sing or to sit in a corner as mere audience. I stop
attending at least disability related events where the ownership of
the occasion doesn't belong to us. Of course I, being a visually

academic or any sort of gathering where disability is not a theme.
