While there's nothing wrong in expressing one's critique on any issue,
but if the critique  is influenced by a biased political agenda, then
it becomes highly problematic.
The NPRD it seems was in too much haste to post its half-baked
analysis. The disabled are getting 3 months pension in advance.
And though I completely agree with the fact that many disabled would
be left out due to unavailability of the certificate, it is also a
well known fact that many with a fake certificate would avail the
scheme.
Since NPRD is an organization working in the disability sector for
many years, so here it becomes prudent to ask that what steps it has
taken to help those disabled to get a certificate till now?
Its not that all those who do not have the certificate have suddenly
emerged from out of the closet.

 The National Platform for the Rights of the Disabled (NPRD)
 expresses its strong disappointment at the relief measure announced
 by the Finance Minister, Nirmala Sitaraman, today pertaining to
 disabled citizens.


 The Minister has announced a one time ex gratis amount of  Rs.
 1000/- for disabled persons through Direct Transfer. The amount by
 itself is very meagre and adding insult to injury is the fact that
 this will be given in two instalment spread over three months, which
 would average to Rs.
 333.33
 per month. This is grossly inadequate.


 Besides, around half of the disabled population identified by the
 2011 census do not possess a disability certificate mandatory for
 any entitlement under schemes, as per data released by the
 Department of Disability Affairs, Ministry of Social Justice &
 Empowerment, Government of India. Therefore, even this miserly

[AI] RESEARCH STUDY

Dear All,

My name is Gouri Bhuyan. I am a new member of the AccessIndia mailing list.
I am a student pursuing my M.A. in Psychology from the University of
Mumbai, Department of Applied Psychology. As a part of my course
curriculum, I am required to do a research study. Given that I, myself, am
a person with low vision, I decided to base my research on others with
visual impairments.
As persons with disabilities we either receive minimal support, or on the
other extreme, receive excessive support that we may or may not require.
Often, this causes us to feel more "disabled" or dependent than we actually
are. Therefore, through this study, I wish to examine how our perception of
the support we receive, and our belief in our own abilities, affects our
feelings of independence.

This study will not take more than 20 minutes. Participants must be between
the ages of 18 and 45, both inclusive. I am sending the link of my Google
survey form in this email. I sincerely request as many of you as possible
to take 20 minutes out of your day to answer this survey form because it
will take my research a long way.

It is a point of view. Of course AI is not a platform to discuss politics.
But friends tell me if Rs1000/- for 3 months actually is adequate to support
or help persons with disability to tide over the scenario posed by the
pandemic that is sweeping across the globe? Please remember that many of the
disabled persons as it is live in abject poverty. Most of us on this group
are privileged and at least for the time   being may not need Govt.
financial support. I personally do not believe there is anything wrong in
stating that Rs1000/- payment from Govt. for a quarter is inadequate.
Besides, this money will not be accessed by the large number of individuals
who have no disability certificate. Another truth. Further I do not know if
the disabilities identified in the RPWD 16 Act  are included in this Rs1000
scheme.

On the other hand silence on the group could also communicate to the
authorities that  we all agree that Rs1000 is sufficient for persons with
disability to cope with the pandemic

if nprd so notorious in being a party to petition onmemonthen such 
organisations should not be allowed our AI platform for their activities 
which effectively puts all AI members in agreement or silent party to nprd's 
actions.

I completely agree,
NPRD has a long and notorious history of targeting the current
dispensation with trivial arguments.
It doesn't stop here, it has gone on to insult retired army officer
and was also a party to the mercy petition of Yakub menon.

The National Platform for the Rights of the Disabled (NPRD) expresses 
its

strong disappointment at the relief measure announced by the Finance
Minister, Nirmala Sitaraman, today pertaining to disabled citizens.


The Minister has announced a one time ex gratis amount of  Rs. 1000/- 
for

disabled persons through Direct Transfer. The amount by itself is very
meagre and adding insult to injury is the fact that this will be given 
in

two instalment spread over three months, which would average to Rs.
333.33
per month. This is grossly inadequate.


Besides, around half of the disabled population identified by the 2011
census do not possess a disability certificate mandatory for any
entitlement under schemes, as per data released by the Department of
Disability Affairs, Ministry of Social Justice & Empowerment, Government
of
India. Therefore, even this miserly amount is not available to a large
number of persons identified by the 2011 census. In addition, the 2011
census had enumerated only persons having seven disabling conditions.
Since
then the number of conditions recognised as disabling has increased
three-fold to 21.


The vast mass of the disabled, who come from the most socially and
economically deprived backgrounds and who are amongst the worst hit
during
such times are left to fend for themselves.

What else to expect from a government which has long abandoned its
responsibilities towards the weaker and marginalised sections of 
society,



It needs to be borne in mind that apart from bearing costs towards aids 
&

appliances and their maintenance, many disabled persons also need a full
time caregiver. Often, an earning member of the family has to give up
employment for this purpose. The burden of the household increases
manifold
and accentuates poverty.


What is needed is an ex gratia payment of Rs. 5,000 per month to all
disabled, till the lockdown is lifted and the country is rid of the
Corona
virus.
