The Karnataka government suspended five officers of the Deputy
Director of Public Instruction (DDPI) cadre in the Department of
School Education and Literacy (DSEL) on January 30 for dereliction of
duty in the implementation of the Inclusive Education for Disabled at
Secondary Stage (IEDSS) scheme.
N.H. Nagura, A.S. Hattahalli, S.A. Mujawar, B.H. Millana Shetty, and
Pundalika, who were working as Block Education Officers (BEOs) at the
time of the case and are currently working as officers in different
sections of the department, are the suspended officers.

The IEDSS is a Central and State government-sponsored scheme to enable
students with disabilities to pursue four years of secondary schooling
after completing eight years of elementary schooling in an inclusive
and enabling environment. It was launched in 2009-10. The scheme
replaced the Integrated Education for Disabled Children (IEDC) scheme.

The IEDSS provides assistance for inclusive education of children with
disabilities in classes four to seven. The scheme covers all children
studying at the secondary stage in government, aided schools, with one
or more disabilities as defined under the Persons with Disabilities
Act, 1995, and the National Trust Act, 1999, in classes four to seven,
namely blindness, low vision, leprosy cured, hearing impairment,
locomotory disabilities, mental retardation, mental illness, autism,
and cerebral palsy, and may eventually cover speech impairment,
learning disabilities, etc.

Funds are released per student for student-oriented components, such
as medical and educational assessment, books and stationery, uniforms,
transport allowance, reader allowance, stipend for girls, support
services, assistive devices, board and lodging facility, therapeutic
services, teaching learning materials, etc.

TheSchool Education Department is the implementing agency and it
involves NGOs having experience in the field of education of children
with disabilities in the implementation of the scheme.

However, according to sources, officials of department committed
large-scale irregularities while releasing the grant for the
implementation from 2009-10 to 2011-12. In this regard, in the Public
Accounts Committee (PAC) meeting held on February 26, 2019, it was
found that the authorities had released funds to non-existent NGOs.
The PAC also recommended disciplinary action against the officials who
recommended the release of funds to non-existent NGOs.

Then, the Comptroller and Auditor General report, dated May 13, 2022,
objected to the release of additional funds to 18 NGOs and asked for
refund.

The Commissioner of Public Instruction then prepared a chargesheet
against 56 officials and other employees and submitted it to the
government for disciplinary action. On the instructions of the
government, an FIR was registered on September 19, 2023 against 56
accused officials and 22 NGOs.

Of the 56 officers named in the chargesheet, 16 approached the
Karnataka State Administrative Tribunal (KSAT). The KSAT has issued a
stay order in favour of eight officers. Of the remaining eight accused
officers, three have retired from service and a civil case has been
registered against them for causing financial loss to the department.
The remaining five officers have been suspended from service.

An FIR has been registered against 56 officials of the DSEL and 22
non-governmental organisations (NGOs) for criminal offences such as
forging documents during the implementation of the scheme.

The iOS app of Kotak Mahindra Bank is highly accessible. Initially, at
the time of setting up the app on your mobile, you may need some
sighted assistance. However, later entire operations can be managed
independently. The UPI functionality on the app is completely
accessible and much better than PhonePe on iOS

Yojana. Under the scheme, the prompt and need based finance provided
for the target group and activiites at reasonable rate of interest
through NBFC-MFI, Section-8-MFI and NGO-MFI, SHG Federations, State
Government Missions and other state level organisations to pursue
small/micro business and developmental activities.These institutes
will apply in the prescribed application form along with all relevant
details & documents for providing loan to the poor borrowers.

The National Platform for the Rights of the Disabled (NPRD) is an
affiliating body of state-level cross-disability organization working for
the rights of the disabled in the country. Founded in 2010, NPRD affiliates
are currently working in 12 states in the country.



As the country is moving towards the 18th General Elections to the Lok
Sabha, we would like to place before you some issues specific to persons
with disabilities that we think should form part of your manifesto for the
elections.



You will appreciate that the disabled are one of the most discriminated and
marginalized sections of our society, overwhelming majority of whom come
from economically weak families. Needless to add that disability
accentuates poverty and impacts families and individuals in multiple ways.



The issues outlined below have been identified based on the inputs received

are not exhaustive but include the core demands that have been agitating
the vast mass of the disabled community in the country.



We hope you will consider these issues for inclusion in your Party’s

1.   The issues of persons with disabilities need to be
recognised as cross-sectoral. In the light of Rights of Persons with
Disabilities Act, 2016 (RPD Act), the design of various existing programmes
should be relooked and be aligned with the objective of RPD Act, for
effectiveness. A life-cycle approach should be adopted in this context.

2.   In line with gender budgeting, disability budgeting should
be introduced. 5% allocations across ministries should be earmarked for the
disabled.

3.   Enhanced allocations to be made to the Department of
Empowerment of Persons with Disabilities (DEPwD), including for fulfilling
the various mandates of the RPD Act and also under the Ministry of Health &
Family Welfare for implementation of the Mental Healthcare Act, 2017 and
various mental health programmes.

4.   It is crucial in this context to have disaggregated data.

5.   Enhanced allocations for making built infrastructure and
IT services accessible; more allocations for meeting the “accessible India”
targets set for railways as also other modes of transport; more allocations
for making education accessible including for promoting augmentative and
alternative modes. Meet the deadlines mandated by the RPD Act for
accessibility compliance.

6.   Subsidies be provided to the needy for modification of
existing houses to make them accessible.

7.   Remove GST on aids and appliances.

8.   Certification: Implement the CRPD Committee’s concluding

9.   Extend reservations to unaided higher education
institutions in the private sector.

10.Reservations in employment to be extended to the private
