  within a proposal's text is a "provision".

  Vetoed provisions in a proposal are prohibited from being applied

I stand for the office of Arbitor, on the platform of not being "the other guy."

However, if I’m elected, I will have to resign (or withdraw my candidacy,

and I’m barely keeping up as it is.

Fun fact: the current contract rules neither specify that contracts have names 
nor require that contracts be given names. The convention of naming contracts 
is purely informal.

However, for reporting purposes, this contract will be identified as V.J Rada’s 
Paradox. It’s unclear whether it exists, but I need to be able to talk about it 
in reports until its existence is resolved.

If this contract exists, I intend, with Agoran consent, to destroy it. It has 
served its purpose.

I’m used to this - but I missed the leading action and only accounted for one 
of the two. Unfortunately, correcting the record throws even more actions 
involving V.J Rada into question in ways that are going to be awkward to 
untangle. Would you be willing to accept partial compensation, plus the right 
to keep the incorrect stamp, in lieu? I realize the Agoran tradition is light 
on equitable remedies, but I’d like to at least try.

FALSE, in general, but it’s possible to write a proposal whose effects 
terminate at the title change, as alleged by the caller. The proposal in 
question happens not to be an example of such a proposal.

Rule 105 (“Rule Changes”) governs:

Furthermore, those changes must happen separately:

It’s clear from the text of the rule that there are no hybrid effects, as 
“retitle a rule and change its text” is not one of the kinds of rule changes 
permitted by that rule. However, when determining the rule to which a change 
applies, rule 105 is liberal:

In other words, where a change is _not_ ambiguous, it can (and will be, if

1. Change its title to “Y”
2. Change its text to “New-Text”

as applying two distinct changes, in sequence, without interruption due to the 
change of title. The specification does not become instantly ambiguous; we can 
continue to identify the single rule whose title was X prior to the application 
of the proposal if it was unambiguous at that time, and the entire sequence 
fails if it was not.

This is the core of this group of CFJs, and the true matter in question.

Proposal 7924’s history is troubling. Its text was accidentally omitted from a 
number of reports and official messages, which made its effects on the rules 
harder to determine. Furthermore, that proposal substantially enacted the bulk 
of the current Contracts rules - it’s not a minor proposal. As near as I can 
tell, the portions of that proposal intended to affect rule 1023 are:

At the start of the application of the proposal, and in fact immediately before 
the application of this group of changes, rule 1023 was in fact titled “Common 
Definitions”. We can decompose the sequence of changes unambiguously and 
uniquely into the following sequence:

I can see no reason this should not have succeeded. This is a 
minimally-abstracted way of specifying a change to the text, which is 
well-defined under and allowed by rule 105.

I intend, with two support, to file a motion to reconsider.

I agree with the overarching logic of this decision, and expect that the 
reconsidered judgement on the statement in question should stand, but I’m 
concerned that this may set the precedent that an action intended to lead to a 
future consequence can be un-done, retroactively, if the consequence fails.

 As I understand the rules, a player CAN pay any entity any amount of a movable 
asset that entity can receive, at any time. It’s not clear that “towards the 
purchase of the Estate of Erehwon” is sufficiently similar to the conditional 
“if doing so will allow V.J Rada to purchase the Estate of Erehwon,” and to pay 
towards something is not a regulated action, so likely should not be held to 
the same standards a rule 2417 conditional action.

If the intended interpretation is that the action “V.J Rada pays Agora 1 sh. 
towards the purchase of the Estate of Erehwon" failed on its face as it could 
not lead to the intended outcome, I would prefer that that were spelled out 
more clearly.

I appreciate Aris’ excellent work compiling this judgement, and eir 
admonishment to maintain impartiality in office is well-taken. Hopefully the 
revised Auction rules ATMunn and I have been working on will do for an apology, 
in lieu of a card.

Caller's Arguments:

Exhibit 1 contains 1,011 payments to Agora of 1 sh. apiece, substantially made 
by V.J Rada and identified as being payments for the purchase of the Estate. 
V.J Rada was authorized to purchase that Estate, as exhibit 2 shows, e had 
recently won an auction.

Shinies are fungible (see exhibits 3 and 4): any two collections of shinies 
with the same number of shinies in them and the same owner are fully 
interchangeable, and are in fact indistinguishable from one another, as we lack 
the means to identify any single shiny with any certainty. Similarly, dividing 
a payment into multiple smaller payments is neither permitted nor proscribed by 
the rules, and after receiving 1,011 shinies, Agora is exactly as enriched if 
those shinies come in a single payment, or in multiple payments.

Conversely, however, the 1,011 payments in exhibit 1 are evidently not 
_atomic_. They are, by necessity, interleaved with other actions involving the 
same parties (V.J Rada and Agora). If we are to treat all 1,011 payments as a 
unit, in what order does that payment occur with respect to the 1,011 payments 
Agora makes in that message?

Exhibit 5 is the only relevant CFJ I'm aware of. I judged it, and I stand by it.

On whatever proposal ID this turns out to be, I vote PRESENT.

This isn’t exactly an “I don’t care” vote. I do care, deeply. However, I’m torn 
between concern that changing “the Rulekeepor SHALL” to “the required 
annotations are” excuses more than intended, and appreciation for the 
difficulty of reconstructing 20-year-old rule changes from available 
information.

As a thought experiment, would ratification of the FLR make the historical 
annotations in it become true?

exceptions such as registration, which have historically adhered to looser 
conventions than Agoran gameplay as a whole, the subject line of a message has 
generally not been taken as part of the message.

This has three important safety properties. First, _replies_ to messages cannot 
accidentally include attempts to perform the same action as the original 
message’s sender, by automatically repeating the original message’s subject 
line. Certainly, replying to ATMunn’s message on a public forum should not 
imply that the respondant _also_, intentinoally, attempts to buy a stamp. 
Second, in cases where a message’s subject and text are mutually contradictory, 
this convention provides a simple and clear system for determining which of the 
two should take effect. Finally, it completely avoids the question of when, 
within a larger message containing multiple actions, the action contemplated in 
the message’s subject line should occur.

I see no reason to overturn Agoran gameplay conventions at this time. Given the 
above, I find the statement "ATMunn bought a Stamp in the referenced message 
(posted on or about 2 Nov 2017 14:34 Z).” to be FALSE.
