@pitro: I think - AFAI understood - that what MRU tried to explain the whole
time is that we have to deal here with an extra complex situation (hard set tabs
+ tabs definition at paragraph level + tab definition in bullets and numbering).

This situation does not allow to change the tabs manually though every function,
independently taken one from another, works correctly.
This is a dead end, a technology (or better a feature combination) gap
That's why - WONTFIX.

On the other hand, you might find help (workarounds) and explanations on the
support forum in order to find a solution at document level.

Now your: because I will have to start spreading very bad news about your
software and your bug report system. is blackmail.
And we don't play with!

we have to deal here with an extra complex situation is an answer, we do not
resolve any personal problems and The software works correctly is a failure
in bug-support system, and that is not a blackmail, only a meaningful reaction.

Anyway, a correct response of the program to that situation would be to tell the
user that the situation is too complex, and not to start inserting the tabs few
inches to the right, where they should not be inserted.

I can understand WONTFIX, but not RESOLVED.

I am sorry, but I do not have to be full expert on a software to submit a bug.
The behavior of the tab/indentation markers in the horizontal ruler when
controlled by computer mouse is clearly ill, and buggy, as apparent from the
first and the second attachment. You did not answer, nor resolved these.

You did not understand my explanation... in the second table, the indentation
area is too narrow to host the bullet symbol AND the tab defined in the
BulletNumbering dialog and the next tab specified in the paragraph attributes is
taken. So the distance between bullet and text can be changed by placing the tab
manually.

I agree with you that it can be defined manually in the Format-Bullets and
Numbering, but I do not see why the indentation area is too narrow to host the
bullet symbol AND the tab defined in the BulletNumbering dialog. The area in
the second table is even more narrow, but there is no problem. Each table column
has its own spacing for bullets, so the fact that the first column in the third
table is narrow should not have an effect on formatting in the third column,
which is wide enough. For me, this issue is not resolved yet. From your
explanation, it appears to me that the software is incorrectly using the width
of the first table column when deciding whether a tab stop for the third column
can be created using mouse clicking in the horizontal ruler.

Many thanks for your fast response and explanation. I now see that I can change
the indentation in of the bullets in the third table through the menu
Format-Bullets and Numbering-Position-Numbering followed by tab-stop at. This
helps me to achieve the intended formatting. 

However, I do not think you understood my issue. The issue is that I can
define/modify these tabs in the second table by clicking into the horizontal
ruler. However, this is not working in the third table, and it is completely
ill-behaving in the second document attached. See the new attached images, the
mouse cursor showing what I mean. Have a nice day.

The paragraphs in the third table do not have any tabs defined, so the value set
in Format.bullets and Numbering.Position will be taken for placing the text.

When working with complex tables, where cells have been merged differently in
different rows, for instance, it is not possible to adjust the position of the
text from the bullets arbitrarily. The text jumps only to the the predifined
fixed TAB positions, which are not useful (attachment table_bullet_bug.odt). In
some situations, the soft TABs are also shifted to the right for unknown reason
(attachment table_bullet_bug_complex.odt).
