Yes, a solution for this issue will be of high effort and does not correspond to
the benefit. That is the reason for the issue's target and priority.

Nevertheless, in my opinion a workaround exists.
Your complaints about this workaround are regarding the resulting layout, but
not regarding the described numbering issue. As I already stated above the
workaround needs manual adjustment for the layout, but the numbering issue is
solved.
I think that the layout, which you observe in the two attached documents is
different from the ones, which I observe on my machine. Thus, I will two PDF
document - one for your document and one for MRU's document. I think then we can
solve your layout problems.

I beg to differ.

p175: blank space on the page
p176: frame cut off
p177: blank space on the page, frame cut off
p178: frame cut off

Part of the function of Writer is to provide and aesthetically pleasing
document. Your fix hasn't actually provided that. Also, this file seems to have
been altered. The original one had over-lapping frames and other errors. If the
problem is too difficult to solve, then I understand, but the workaround is a
little questionable. Just saying.

It is possible to adjust the numbering of paragraphs in different text frames to
be consistent regarding the "real" position in the document or regarding the
position of its anchor in the document. (One would say that the "real" position
in the document matters, the other one would say that the anchor matters.)
But, the current numbering implementation is not intended to create a consistent
numbering for paragraphs inside different text frames. High effort is needed to
achieve this.
I have to admit that currently such a high effort does not correspond to the
benefit. Thus, I am lowering the priority.

I see no problem in the given workaround - probably the layout needs some
adjustment, but on my machine attached document "97730a.odt" looks good.

Also, it doesn't actually solve the problem if the arrangement of frames ruins
the readability of the document, which is what the attachment (59141) looks like
right now, with big chunks of text displaced and some frames overlapping each
other. Just sayin'. That's not even a workaround.

Frames order should be determined by position in the document, not what the
frames are anchored to, yes?

Some of the frames are anchored "to page" and some "to paragraph". In this
configuration the correct order of the frames cannot be determined. I have
attached a corrected version of the document.

I have a whole bunch of tables embedded into frames, and each one has a title
(designated as Heading 6), and each title is set to autonumber itself. But, the
autonumbers seem to correspond to something other than their order in the
document. Perhaps it's the order in which they were created. I'm not sure. This
would seem to be a genuine defect in how the system is supposed to work. I've
posted a sample document in the "URL" field.
