I found this https://code.google.com/p/ipcamera-for-android/downloads/list as 
this http://www.sipdroid.org/ . This is what I've found so far but will 
check out that link you sent me.  Cheers for the help.

Not exactly what you are looking for but take a look at the following as it 
contains a lot of code you can possibly re-use for your own project ( with 
regards to obtaining camera video and audio frames )
