If your country allows you to open a bank account in a foreign country then that would work. Google does care only where it can send the money. They don't care where you are actually spending most of your time :) Here in EU you can pretty much open a bank account anywhere and still live in some other country. Just be sure to select the right country when you register because that CANNOT be changed later. (only if you register as a new user). Using a bank in a country on the merchant list is one alternative, another is to use a different Android market, such as slideme.org, which has more flexible payment arrangements.
