I really can't judge whether that material is sufficiently 
baked to be normative text (even under a MAY). I do have
sympathy with making BRSKI usable more generally, but I'm
not competent to judge whether this text is ready for the
standards track.

I'm not sure what to do about the current statements in the appendix then.
