ARIN is issuing an open call for General Members in good standing to
nominate candidates for two (2) seats on the Board of Trustees, five (5)
seats on the Advisory Council, and one (1) seat on the Number Resource
Organization (NRO) Number Council that become open when current terms
expire on 31 December 2010.

The Board of Trustees and Advisory Council election has a Nomination
Committee (NomCom) that is responsible for identifying, recruiting, and
certifying a properly selected slate of candidates to be placed in
nomination before the membership for election. This year's NomCom
members are: Board of Trustee members Paul Andersen and Scott Bradner,
Advisory Council members Heather Schiller and Bill Sandiford, and
general member volunteers Bill Manning, Justin Clutter, and Benson
Schliesser. Paul Andersen is serving as NomCom Chair.

New Board, Advisory Council, and NRO NC terms begin 1 January 2011. The
two Board seats opening are held by Paul Vixie and Lee Howard. The five
Advisory Council seats opening are currently held by: Cathy Aronson,
Marla Azinger, Owen DeLong, Scott Leibrand, and Tom Zeller. ARIN Board
and Advisory Council incumbents may be re-elected for consecutive terms.
Jason Schiller's seat for the NRO NC also became open this year. Please
note that the NRO Number Council representatives now fulfill the role of
ICANN's ASO Address Council. Responsibilities of NRO NC representatives

1. Any individual, regardless of ARIN membership status, may
self-nominate or nominate one or more candidates for any open NRO Number

ARIN is pleased to announce the release of Whois-RWS.

ARIN’s Whois RESTful Web Service (Whois-RWS) is the directory service 
for accessing registration data contained within ARIN’s registration 
database. Whois-RWS provides several improvements over ARIN’s previous 
Whois service. Whois-RWS can easily be integrated into command line 
scripts similar to Whois or RWhois, or it can be accessed with a web 
browser.


For those who rely on existing scripts and clients, ARIN will continue 
to maintain services for the NICNAME/WHOIS protocol on TCP/43. This is 
achieved by using a proxy service to translate traditional ARIN Whois 
queries into Whois-RWS queries.

ARIN is pleased to announce that it will deploy its Whois-RWS service on 
17 July 2010. We have corrected the issues that impacted the first 
release and are now able to bring you the following services that 
provide the general public with access to ARIN's registration data:


* a RESTful Web Service (RWS)
* a NICNAME/WHOIS port 43 service
* a user-friendly web site (http://whois.arin.net)

When using the Whois-RWS you will notice some differences in behavior 
for certain queries and corresponding result sets on the NICNAME/WHOIS 
port 43 service. The detailed documentation on these differences has 
been updated and is now available at:

https://www.arin.net/resources/whoisrws/whois_diff.html

ARIN’s Directory Service for registration data has used the 
NICNAME/WHOIS protocol since its inception. The limitations of the 
NICNAME/WHOIS protocol are well known and documented in RFC3912.
Whois-RWS was created as an alternative to the ARIN Whois and will 
provide much richer functionality and capability to the community.

[arin-announce] Call for Volunteers to Serve on Fellowship Selection Committee

ARIN is calling for General Members in Good Standing to serve on the
ARIN Meeting Fellowship Program's selection committee. To qualify, you
must have attended at least one ARIN Public Policy and Member's Meeting
in the past three years. The ARIN Board of Trustees will appoint two
representatives to the Selection Committee from the volunteer pool of
General Members.

Under the Fellowship Program, one individual from each of the three
sectors within ARIN's service region (Canada, the Caribbean and North
Atlantic Islands, and the United States and outlying areas) will be
selected and will receive financial support to attend the upcoming
Public Policy and Members Meeting. To learn more about the Fellowship

The selection committee, comprised of one member of the Board of
Trustees (Chair), one member of the Advisory Council, and two General
Members in Good Standing, is charged with reviewing all eligible
applications and selecting one fellowship recipient from each sector of
the ARIN region.

Committee members will be subscribed to an e-mail list where information
will be exchanged and discussed. They must also attend all conference
calls held during the decision making process. Working with the
committee, the Chair will initiate mail list discussions and schedule
teleconference calls as needed. There will be approximately two to three
weeks of application review, e-mail exchanges, and conference calls
during mid August to select fellows for ARIN XXVI.

The 2010 Elections are fast approaching and this year ARIN has made some
improvements and changes to the process that you should be aware of:

-NANOG and ARIN meeting attendees are now able to vote during the entire
NRO NC voting period (29 September-6 October) as long as they have
registered for the NANOG 50 or ARIN XXVI Meeting no later than 21
September.   You can learn more at:

-As initially announced in December 2009, General Member organizations
must have been on record with ARIN by 1 January 2010 to be eligible to
vote in the 2010 Elections.  All new ARIN Members who joined after 1
January, 2010 will become eligible to vote in 2011.

-Since the last election, the Board of Trustees approved and adopted a
Nomination Committee charter containing the Committee selection
procedure and scope of responsibilities.  You can view it at:

-This year candidates are able to provide one URL to any one blog,
social media, or external website of their choice where they can talk to
the voting public if they so choose.

-The amount of signatures of support needed for petitions to be

-Look for changes in the Election Headquarters on the ARIN website
throughout the election period. It has been improved with new graphics
to make following the election process easier.

voices and ideas to public policy discussions. This call is for Fellows
to attend ARIN XXVI in Atlanta, GA from 6-8 October 2010. If you are

One individual from each of the three sectors within ARIN's service

ARIN encourages its community to participate in the 2010 Global IPv6 
Deployment Monitoring Survey being conducted by GNKS Consult and TNO and 
sponsored by the RIPE NCC.


The survey is now available at:

The survey will close on 1 July 2010.

All five Regional Internet Registries have committed to soliciting 
participation in this survey in order to compile the most complete 
global IPv6 deployment data possible.


The survey results will provide a better understanding of current IPv6 
deployment, and what still needs to be done to ensure the Internet 
community is ready for the widespread adoption of IPv6. ARIN/CAIDA 
performed a similar survey in 2008, and it was repeated in 2009 in the 
RIPE and APNIC region. The 2010 survey will allow for some comparison of 
progress, which will be extremely valuable in determining the necessary 
next steps.


The goal is to establish a comprehensive view of present IPv6 
penetration and future plans for IPv6 deployment. The survey is composed 
of 23 questions and can be completed in about 15 minutes. For those 
without IPv6 allocations or assignments, or who have not yet deployed 
IPv6, the questions will be fewer in number.


Results of the IPv6 Deployment Monitoring Survey will be made public in 
the Fall. All participants that provide their name and contact 
information on the survey form will receive the draft survey analysis 
when available. Please also indicate if you are willing to share 
additional data with the TNO and GNKS Consult IPv6 Deployment Monitoring 
team.

[arin-announce] Whois-RWS Release Update

On 26 June, ARIN rolled out Whois-RWS. Unfortunately, we experienced a 
very significant increase in traffic after rollout which exceeded our 
load capacity and caused the new service to degrade to an unacceptable 
level. To ensure customers could continue to access ARIN's Whois data, 
we have reverted to the old service which degrades more gracefully under 
load. We are examining the data gathered on the traffic patterns we 
experienced and are making the necessary changes to deploy Whois-RWS the 
near future. We thank you for your patience, and we look forward to 
making the Whois-RWS service available for community use very soon.

back-end systems. The work will take place from 7:00 AM until 
approximately 9:00 AM EDT. ARIN will experience interruption of two 
external services while this maintenance is performed. For the duration,

reass...@arin.net) will be queued, and you will not be able to use your 
ARIN Online account to submit transactions. Once the systems are back 
online, queued mail will be processed, and you will regain use of your 
ARIN Online account.

affected by this outage.

ARIN is deploying an improved Whois service called Whois-RWS on 26 June 
2010. Included in the deployment are the following services that provide 
the general public with access to ARIN's registration data.


* a RESTful Web Service (RWS)
* a NICNAME/WHOIS port 43 service
* a user-friendly web site (http://whois.arin.net)

When using Whois-RWS you will notice some differences in behavior for 
certain queries and corresponding result sets on the NICNAME/WHOIS TCP 
port 43 service. These minor differences are documented at:

ARIN’s Directory Service for registration data has used the 
NICNAME/WHOIS protocol since its inception. The limitations of the 
NICNAME/WHOIS protocol are well known and documented in RFC3912.
Whois-RWS was created as an alternative to the ARIN Whois and will 
provide much richer functionality and capability to the community.


Whois-RWS can easily be integrated into command line scripts, or it can 
be used with a web browser, which makes it applicable for programmatic 
consumption and accessible for interactive use. ARIN will continue to 
maintain services for the NICNAME/WHOIS protocol on TCP/43. This is 
achieved by using a proxy service to translate traditional ARIN Whois 
queries into Whois-RWS queries. However, ARIN recommends use of the 
RESTful Web Service.


Those who choose to use the Whois-RWS Proxy will find it has many 
features unavailable over the existing Whois service, including:


* Support for new query types such as CIDR queries
* Better feedback for ambiguous queries
* More finely scoped record type queries
* Options for NICNAME/WHOIS clients that re-interpret traditional 
parameters used by ARIN's service.

* RESTful URL references, useful for embedding into documents and e-mail
* Better grouping of record types and delineation of results

Another major benefit is that data from ARIN’s registration database is 
distributed to the Whois-RWS servers many times throughout the day, 
versus the once-a-day update of ARIN’s previous Whois service. Changes 
will be reflected more quickly through Whois-RWS, so query results will 
be more current than the previous Whois service.

On 7 June, based on community input received during the recent Transfer 
Listing Service Consultation, ARIN posted a revised the Proposed 
Transfer Listing Service for community input. The Specified Transfer 
Listing Service (STLS) will provide a mechanism by which validated 
organizations may determine potentially complementary parties suitable 
to participate in a transfer of IPv4 number resources per ARIN’s Number 
Resource Policy Manual, section 8.3, “Transfers to Specified Recipients”


The proposed Specified Transfer Listing Service is located at:

It is ARIN’s intent to make the Specified Transfer Listing Service 
available prior to ARIN’s October 2010 Public Policy and Members meeting 
and it shall continue to operate indefinitely as long as adequate demand

discontinue the service with appropriate advanced notice to 
participating parties.

No organization shall receive more than one allocation or assignment
under section 4.10 unless all prior space issued under 4.10 meets the
utilization requirements of this section.

1. The most recent 4.10 allocation/assignment must be at least 80% 
utilized.

2. All utilization must be permitted under section 4.12
3. All prior 4.10 allocation/assignments must be at least 90% utilized.

4.12 Permitted uses of allocations or assignments under section 4.10

No organization shall use space received under section 4.10 for any
purpose other than as specified in this section

1. To provide the required public IPv4 address(es) for transitional
technologies operated by the recipient organization.
a. Large scale or Carrier Grade NAT
b. NAT-PT
c. DS-LITE/AFTeR
d. DNS64 or other transitional DNS enablers
e. etc.

2. For other transitional technologies not envisioned at the time of
this proposal, but, in no case for general IPv4 addressing provided to
customers.

Rationale:

The current terminology in section 4.10 is vague and could allow a
variety of interpretations which could lead to allocations or
assignments being made to ISPs intending to misuse the space for general
deployment by using IPv6 overlay technologies as a IPv6 deployments
requiring IPv4 space for transition. For example, the current policy
could be interpreted to enable an ISP to require IPv4 addresses for all
IPv6 customers to roll IPv6 out as 6rd to customers who would be
otherwise unable to get IPv4 space. This is clearly outside of the
original intent of the proposal which created 4.10 (6rd was not yet
envisioned at the time that was written). This proposal seeks to clarify
that intent and tighten up the requirements for organizations seeking to
get space from this limited final resource so that it truly is available
to facilitate transitional technologies.

Timetable for implementation: immediate

For reference, here is the current text of 4.10

4.10 Dedicated IPv4 block to facilitate IPv6 Deployment

When ARIN receives its last /8 IPv4 allocation from IANA, a contiguous
/10 IPv4 block will be set aside and dedicated to facilitate IPv6
deployment. Allocations and assignments from this block must be
justified by immediate IPv6 deployment requirements. Examples of such
needs include: IPv4 addresses for key dual stack DNS servers, and NAT-PT
or NAT464 translators. ARIN staff will use their discretion when
evaluating justifications.

This block will be subject to a minimum size allocation of /28 and a
maximum size allocation of /24. ARIN should use sparse allocation when
possible within that /10 block.

Committee (NomCom).

The Nomination Committee shall be responsible for identifying,

Advisory Council Candidates to be placed in nomination before the

Based on ARIN community input collected during the last election cycle, 
the ARIN Board of Trustees reviewed the election process and is working 
to put improvements in place and announce them to the community prior to 
the Call for Nominations on 12 July.


To address some of the community input with regard to the nominations 
process, the Board created a Nomination Committee (NomCom) Charter that 
provides more guidelines and greater transparency with regard to the 
committee’s composition and scope of responsibility. The new NomCom

Two revisions to the ARIN Bylaws were made to implement the desired 
election process improvements. At its meeting on 27 May 2010 the Board 
of Trustees adopted the following changes:


   * Lowered the percentage of required signatures for nomination by
 petition from five to two percent of General Members in good
 standing as of the established opening date of the nomination period
   * Added reference to a Nomination Committee charter containing the
 Committee selection procedure and scope of responsibilities, which
 is approved by the Board and publicly available on the ARIN website.

ARIN received the following policy proposal and is posting it to the
Public Policy Mailing List (PPML) in accordance with the Policy
Development Process.

This proposal is in the first stage of the Policy Development Process.
ARIN staff will perform the Clarity and Understanding step to make sure
that they understand the proposal and believe the community will as
well. Staff will report their results to the ARIN Advisory Council (AC)
within 10 days.

The AC will review the proposal at their next regularly scheduled
meeting (if the period before the next regularly scheduled meeting is
less than 10 days, then the period may be extended to the subsequent
regularly scheduled meeting). The AC will decide how to utilize the
proposal and announce the decision to the PPML.

In the meantime, the AC invites everyone to comment on the proposal on
the PPML, particularly their support or non-support and the reasoning
behind their opinion. Such participation contributes to a thorough
vetting and provides important guidance to the AC in their deliberations.

Policy Proposal 115: Global Policy for IPv4 Allocations by the IANA Post
Exhaustion

Policy statement:

1. Reclamation Pool

Upon adoption of this IPv4 address policy by the ICANN Board of
Directors, the IANA shall establish a Reclamation Pool to be utilized
post RIR IPv4 exhaustion as defined in Section 5. As soon as the first
RIR exhausts its inventory of IP address space, this Reclamation Pool
will be declared active.

2. Returning Address Space to the IANA

The IANA will accept into the Reclamation Pool all eligible IPv4 address
space that is offered for return. Eligible address space includes any
addresses not previously designated for special use by an IETF published
RFC explicitly offered for return to the IANA by the RIR to which the
space is assigned or the registrant of record where no RIR holds authority.

3. Address Allocations from the Reclamation Pool by the IANA

Allocations from the Reclamation Pool may begin once the pool is
declared active. Aggregates in the Reclamation Pool may be divided on a
CIDR boundary to the longest minimum allocation or assignment of any of
the RIRs in order to complete these allocations. Addresses that are left
over will be held in the Reclamation Pool until additional adjacent IP
addresses can be returned to rejoin addresses on CIDR boundaries to meet
minumum allocation requirements, or a minimum allocation unit is set
that allows continued allocations from the pool.

4. RIR Eligibility for Receiving Allocations from the Reclamation Pool

Upon the exhaustion of an RIR's free space pool, an RIR will become
eligible to request address space from the IANA Reclamation Pool when it
publicly announces via its respective global announcements email list
and by posting a notice on its website that it has exhausted its supply
of IPv4 address space. Exhaustion is defined as an inventory of less
than the equivalent of a single /8 and the inability to further assign
address space to its customers in units equal to or shorter than the
longest of the RIR's policy defined minimum allocation unit. Any RIR
that is formed after the ICANN Board of Directors has ratified this
policy is not eligible to utilize this policy to obtain IPv4 address
space from the IANA.

5. Reporting Requirements

The IANA shall publish on at least a weekly basis a report that is
publicly available which at a minimum details all address space that has
been received and that has been allocated. The IANA shall publish a
Returned Address Space Report which indicates what resources were
returned, by whom and when. The IANA shall publish an Allocations Report
on at least a weekly basis which at a minimum indicates what IPv4
address space has been allocated, which RIR received the allocation and

ARIN is deploying an improved Whois service called Whois-RWS on 26 June 
2010. When using the Whois-RWS you will notice some differences in 
behavior for certain queries and corresponding result sets on the 
NICNAME/WHOIS port 43 service. Detailed documentation on these 
differences is now available at:

ARIN’s Directory Service for registration data has used the 
NICNAME/WHOIS protocol since its inception. The limitations of the 
NICNAME/WHOIS protocol are well known and documented in RFC3912.
Whois-RWS was created as an alternative to the ARIN Whois and will 
provide much richer functionality and capability to the community.


A demo of this service has been available since October 2009. The 
demonstration service is available at:

of the Advisory Council and noting that the Policy Development Process
had been followed, adopted the following number resource policy:

A new version of the ARIN Number Resource Policy Manual (NRPM) has been
published to the ARIN website. NRPM version 2010.2 contains the
implementation of 2008-7. The new policy text can be found in the NRPM

Based on community input received during the recent Transfer Listing 
Service Consultation, ARIN has revised the Proposed Transfer Listing 
Service and is seeking further community input on the Specified Transfer 
Listing Service (STLS).  This will provide a mechanism by which 
validated organizations may determine potentially complementary parties 
suitable to participate in a transfer of IPv4 number resources per 
ARIN’s Number Resource Policy Manual, section 8.3, “Transfers to 
Specified Recipients”


The proposed Specified Transfer Listing Service is located at:

It is ARIN’s intent to make the Specified Transfer Listing Service 
available prior to ARIN’s October 2010 Public Policy and Members meeting 
and it shall continue to operate indefinitely as long as adequate demand

exists for the service.   ARIN reserves the unilateral right to modify
or discontinue the service with appropriate advanced notice to 
participating parties.

ARIN is pleased to announce that it plans to deploy an improved Whois 
service called Whois-RWS on 26 June 2010. Included in the deployment are 
the following services that provide the general public with access to 
ARIN's registration data.


   * a RESTful Web Service (RWS)
   * a NICNAME/WHOIS port 43 service
   * a user-friendly web site (http://whois.arin.net)

A demo of this service has been available since October 2009. The 
demonstration service will be available at 
http://whoisrws-demo.arin.net until the production service is deployed 
on 26 June 2010.


When using Whois-RWS you will notice some differences in behavior for 
certain queries and corresponding result sets on the NICNAME/WHOIS port 
43 service. ARIN will make a separate announcement on 11 June when it 
publishes detailed documentation on these differences along with the 
demonstration service update.

[arin-announce] Global IPv6 Deployment Monitoring Survey

ARIN encourages its community to participate in the 2010 Global IPv6 
Deployment Monitoring Survey being conducted by GNKS Consult and TNO and 
sponsored by the RIPE NCC.


The survey is now available at:

The survey will close on 1 July 2010.

All five Regional Internet Registries have committed to soliciting 
participation in this survey in order to compile the most complete 
global IPv6 deployment data possible.


The survey results will provide a better understanding of current IPv6 
deployment, and what still needs to be done to ensure the Internet 
community is ready for the widespread adoption of IPv6. ARIN/CAIDA 
performed a similar survey in 2008, and it was repeated in 2009 in the 
RIPE and APNIC regions. The 2010 survey will allow for some comparison 
of progress, which will be extremely valuable in determining the 
necessary next steps.


The goal is to establish a comprehensive view of present IPv6 
penetration and future plans for IPv6 deployment. The survey is composed 
of 23 questions and can be completed in about 15 minutes. For those 
without IPv6 allocations or assignments, or who have not yet deployed 
IPv6, the questions will be fewer in number.


Results of the IPv6 Deployment Monitoring Survey will be made public in 
the fall. All participants that provide their name and contact 
information on the survey form will receive the draft survey analysis 
when available. Please also indicate if you are willing to share 
additional data with the TNO and GNKS Consult IPv6 Deployment Monitoring 
team.

the systems are back online, queued mail will be processed, and you will

ARIN is releasing an update to Version 10.0 of its Registration Services 
Agreement (RSA) and Version 2.1 of its Legacy RSA (LRSA). These 
changes are administrative in nature and are detailed below. These 
changes do not impact the validity of existing RSAs and Legacy RSAs. The 
new versions have been posted on the website and the previous versions 
will remain on our website for comparison and review for the next 90 days.


Modifications reflected in Version 10.1 of the RSA include the following:

1. ARIN removed references to the Certification Practice Statement
from Sections 3 and 5(a).

2. In Section 3, the term Procedures is added to reference the 
operational documentation on ARIN's website regarding its implementation 
of the policies in the Number Resource Policy Manual.


3. The name of the Service, ARIN Online, is now used in place of the 
type of service being provided, ARIN's Secure Login Website. Examples 
can be found in Sections 5(a) and 15(j).


Modifications reflected in Version 2.2 of the LRSA include the following:

1. ARIN removed references to the Certification Practice Statement
from Sections 2 and 5(a).

2. In specifications on communication with ARIN, references to ARIN 
Online, its Secure Customer Website, have been added so that exchanges 
via this mechanism are permitted. Examples can be found in sections 5(a) 
and 15(j).

The Internet Society (ISOC) is now accepting nominations for the 2010 
Jonathan B. Postel Service Award. This annual award is presented to an 
individual or organization that has made outstanding contributions in 
service to the Internet community. This year the award will be presented 
during the 78th Internet Engineering Task Force (IETF) meeting in 
Maastricht, Netherlands, 25-30 July 2010. The award includes a 
presentation crystal and a prize of USD 20,000.


About the Award

The Jonathan B. Postel Service Award was established by the Internet 
Society to honor a person who has made outstanding contributions in 
service to the data communications community. The award is focused on 
sustained and substantial technical contributions, service to the 
community, and leadership. With respect to leadership, the committee 
places particular emphasis on candidates who have supported and enabled 
others in addition to their own specific actions.


The award is named for Dr. Jonathan B. Postel to recognize and 
commemorate the extraordinary stewardship exercised by Jon over the 
course of a thirty year career in networking. He served as the editor of 
the RFC series of notes from its inception in 1969 until 1998. He also 
served as the ARPANET numbers Czar and Internet Assigned Numbers 
Authority over the same period of time. He was a founding member of the 
Internet Architecture (nee Activities) Board and the first individual 
member of the Internet Society, where he also served as a Trustee.

Public Policy and Members Meetings. A quality network is critical to the 
success of the ARIN meeting, and by sponsoring you have a terrific 
opportunity to make ARIN XXIX or XXX a local event for you and your 
community! ARIN meetings have seen a healthy increase in remote 
participation, and we require a sturdy network as a backbone to our live 
webcasts, transcripts, and chat rooms to provide a level playing field 
for remote participants and attendees.


About Network Connectivity Sponsorship:

The network connectivity sponsor assists ARIN in determining the 
location of the meeting, and has the opportunity to highlight their 
support of the Internet community. ARIN requires its own wireless 
network at the meeting site, and we provide our own equipment and 
administration of the on-site network. We look to the network sponsor to 
provide us with both last mile connectivity and Internet transit. We 
require hotels that will allow us to install our own networking 
equipment and run our own wireless network.


Network sponsors must provide at least 25 Mbit/s of unfiltered, uncapped 
Internet transit to the meeting venue. ARIN prefers to have both IPv4 
and IPv6 transit; however IPv6 is not a requirement. The sponsor must 
provide either a /24 of IPv4 addresses or announce and route a /24 
provided by ARIN. If a sponsor offers IPv6 transit, it must provide 
either a /48 of IPv6 addresses or announce and route a /48 that ARIN 
provides. Tested and verified connectivity must be delivered to the 
hotel at least one week prior to the meeting, preferably earlier. ARIN 
staff will arrive, several days prior to the meeting to begin setup.


In addition, ARIN requires the network connectivity sponsor to provide 
whatever support, in terms of staffing and resources, is necessary 
before and during the meeting to ensure operational uptime and mitigate 
any problems that may arise with the connectivity. If possible, we also 
ask the network connectivity sponsor to provide two computers (laptops 
or desktops with monitor, mouse, and keyboard) and one network-capable 
printer for the ARIN Information Center.


As an organization in our region, we invite you to sponsor an event or 
function at this important and exciting gathering of the Internet 
community. We would like to hold our Spring 2012 meeting in Canada, and 
our Fall 2012 meeting in the United States.

Append the following statement to the end of all three criteria under
4.2.2.2:

, or the equivalent number of addresses within RFC 1918 space.

Rationale:

There are times when I've come across an ISP network in which either
their, or one of their ISP clients access networks will fit the 4.2.2.2
requirements based on addresses, but they utilize RFC 1918 space with
numerous layers of NAT, with only a very small block of public address
space from their upstream(s).

In that case, to qualify under the multi-homed policy, the ISP (and/or
its clients) would first have to renumber out of the private space into
an upstream space, and then renumber again after receiving the
allocation from ARIN.

This brief amendment would alleviate the double renumbering, and
conserve the human resources required by all parties involved.

Although I've considered ideas on how the use of RFC 1918 space could be
justified to ARIN, I feel that this could be hashed out on the list if
the intent of the proposal is accepted by the community.

Policy Proposal 113: IPv6 for 6rd

If you have non contiguous IPv4 addresses then you automatically qualify
for IPv6 space for 6rd.  Upon receipt of a 6rd request, the minimum
subnet required for the functionality of 6rd will be automaticlly
granted and larger blocks will be granted based on justification.  If
IPv6 addresses are already allocated to the requestor then an effort
will be made to give them an IPv6 allocation that is preferably
contiguous to the prior existing one.  The use of this address space
will be used for 6rd and returned to ARIN when 6rd is no longer used on
the network. Justification for use of IPv6 for 6rd will be reviewed
every 3 years and reclaimed if it is not in use. Requestor will be
exempt from returning all or a portion of the address space when 6rd is
no longer used if they can show justification for need of the 6rd
address space for other existing IPv6 addressing requirements.

The 6rd prefix is an RIR delegated IPv6 prefix.  It must encapsulate an
IPv4 address and must be short enough so that a /56 or /60 can be given
to subscribers. This example shows how the 6rd prefix is created based
on a /32 IPv6 prefix using RFC1918 address space from 10.0.0.0/8:

  SP IPv6 prefix: 2001:0DB8::/32
  v4suffix-length: 24 (from 10/8, first octet (10) is excluded
   from the encoding)
  6rd CE router IPv4 address: 10.100.100.1
  6rd site IPv6 prefix: 2001:0DB8:6464:0100::/56

This example shows how the 6rd prefix is created based on a /28 IPv6
prefix using one of several non-contiguous global address ranges:

   SP IPv6 prefix: 2001:0DB0::/28
   v4suffix-length: 32 (unable to exclude common bits
due to non-contiguous IPv4 allocations)
   6rd CE router IPv4 address: 192.0.2.1
   6rd site IPv6 prefix: 2001:0DBC::2010::/60

Rationale:

6rd is intended to be an incremental method for deploying IPv6 and
bridge the gap for End Users to the IPv6 Internet.  The method provides
a native dual-stack service to a subscriber site by leveraging existing
infrastructure. If an entity already has a /32 of IPv6 they can not use
the same /32 for native IPv6 as they do for the 6rd routing and a
separate minimum size of a /32 is required while a larger subnet like a
/28 may be needed based on a non-contiguous IPv4 addressing plan.

ARIN thanks the 139 community members who attended ARIN XXV in Toronto 
and to the 66 remote participants who watched the webcast and 
participated remotely in the various chat rooms. We especially 
appreciate the feedback you provided by completing the various surveys.


To thank our survey participants, ARIN holds a number of prize drawings.
Names were randomly selected from those entries submitted by completing 
the ARIN XXV General Meeting Survey, the Remote Participant Survey and 
the Daily Survey for 21 April. All remaining unsuccessful entries for 
the Meeting, Daily and First Timers Luncheon Surveys were entered into 
the Consolation Raffle.


The winners of the ARIN XXV Raffles are:

4.10 Minimum Allocations or Assignments from Reserved Pools

Upon execution of 10.4.2, ARIN will reserve pools of addresses
unavailable to fulfill any requests except as detailed in this section.
These pools will be utilized only for the minimal sized allocations or
assignments for properly justified requests, regardless of the size of
the request, under the following provisions, and only if ARIN is
otherwise unable to fulfill the request in entirety.

4.10.1 Affiliation of Organizations

To qualify under these sections organizations may be required to
demonstrate to reasonable satisfaction that they are not affiliated with
any other organizations for the intended purpose of qualifying under
these sections where they would not otherwise. All other aspects of
organization affiliations are not of specific concern to section

4.10.

4.10.2 Qualifying Organizations Request Fulfillment

Upon approval of an otherwise unfulfillable request, ARIN will determine
and notify the requester of section 4.10 applicability. Qualifying
organization may receive only one request fulfillment per three month
window from any of the pools defined in this section. Organizations may
decline to receive resources for their requests under these sections
without negating the request. Organizations who do receive resources
under these sections will have their request considered fully fulfilled
and completed.

4.10.3 Additional Efficiency Requirements

Additional to all policy requirements for request justification and
approval, the organization must not have inefficient utilization of
resources equivalent in aggregate to the resource otherwise available to
them via section 4.10 and all prior resources received under section
4.10 must continue to meet justification and initial requirements.

4.10.4 (Un)availability of Transfers

Resources granted under section 4.10 will not be available for transfer
under 8.3 and may be subject to additional scrutiny for transfers under
8.2 to ensure that the use of the resources continue to meet initial
policy requirements.

4.10.5 Reserved Pools creation and Replenishment

The following Pools will be created for reserved resources. Upon
complete consumption of any defined pool resources, it will be
replenished, if or when resources to do so become available, at the same
ratio of initial reservation from the resources available via 10.4.2,
but not to exceed the initial sizes. ARIN is encouraged to manage
resources as they become available to anticipate this need and to
attempt for maximum aggregation. Each of the pools, and preferably all,
must be contained within a single prefix.

On behalf of the North American Network Operators' Group (NANOG) and the 
American Registry for Internet Numbers (ARIN), I would like to take this 
opportunity to draw your attention to the 2010 Postel Network Operator's 
Scholarship.


The Postel Network Operator's Scholarship targets personnel from 
developing countries who are actively involved in Internet development, 
in any of the following roles:


*  Engineers (Network Builders)
*  Operational and Infrastructure Support Personnel
*  Educators and Trainers

This is not a postgraduate fellowship or academic scholarship.

Individuals may nominate themselves for the Scholarship via email or 
online form. The Scholarship will be awarded annually to a recipient 
selected by a committee comprising representatives from the NANOG 
Steering Committee and the ARIN Board of Trustees. The selection 
committee will whimsically select the annual recipient exclusively in 
response to the question: What Would Jon Do? if he were asked to 
select a recipient.


The successful applicant will be provided with transportation to and 
from the NANOG and ARIN joint meeting 3-8 October 2010, in Atlanta, 
Georgia, USA, and a reasonable (local host
standard) allowance for food and accommodation. In addition, all fees 
for participation in both meetings' events will be waived. The final 
grant size is determined according to final costs and available 
funding.  The chosen recipient will be advised at least 2 months prior 
to the fall meeting date.


Applications from qualified individuals are now being accepted.  The 
deadline for application is 1 June 2010, and the awardees will be 
informed by 3 July 2010.

Come see the new Team ARIN microsite at www.teamarin.net! ARIN maintains 
this microsite as a public service to educate consumers, businesses, and 
governments on issues facing the Internet community and to provide 
easy-to-use tools to empower individuals to take action.


The microsite provides updates on ARIN’s outreach and educational 
activities throughout the region. We are busy spreading the word about 
ARIN’s community-supported policy process, the impending depletion of 
IPv4 address space and the ongoing deployment of IPv6, and any other 
issues facing the community. Use the Team ARIN microsite to learn about 
our whereabouts at trade shows and conferences, request documentation on 
IPv6, and find out what you can do to help spread the word.


One of the key features is the calendar of events

occasionally find free trade show floor passes to come meet us in 
person. Presentations ARIN gives along the way will also be archived

$199 (CAD) is available until 1 April, so time is running out! The room

Attendees traveling to Canada will need to check the prevailing exchange

Message Center.

back-end systems. The work will take place from 7:30 AM until 
approximately 9:30 AM EDT. ARIN will experience interruption of two 
external services while this maintenance is performed. For the duration,

reass...@arin.net) will be queued, and you will not be able to use your 
ARIN Online account to submit transactions. Once the systems are back 
online, queued mail will be processed, and you will regain use of your 
ARIN Online account.

The ARIN Advocate program offers a way for organizations that are 
ineligible for membership to show support for the community-driven model 
of Internet number resource policy development and ARIN’s role as a 
Regional Internet Registry. There is a $500 annual fee associated with 
this non-voting affiliation.


Advocates will have meeting registration fees waived for two individuals 
at each Public Policy and Members Meeting. In addition to participating 
in meetings, Advocates may show their support by publishing their name, 
company logo, and link to their organization’s website on the ARIN 
website. Advocates can also display an ARIN Advocate logo on their website.

ARIN received the IPv4 address blocks 50.0.0.0/8 and 107.0.0.0/8 from 
the IANA on Feb. 11, 2010, and will begin making allocations of /20 and 
shorter prefixes from these blocks in the near future in accordance with 
ARIN's minimum allocation policy.


Network operators may wish to adjust any filters in place accordingly.

ARIN is calling for General Members in Good Standing to serve on the 
ARIN Meeting Fellowship Program's selection committee. To qualify, you 
must have attended at least one ARIN Public Policy and Member's Meeting 
in the past three years.


Under the Fellowship Program, one individual from each of the three 
sectors within ARIN's service region (Canada, the Caribbean and North 
Atlantic Islands, and the United States and outlying areas) will be 
selected and will receive financial support to attend the upcoming 
Public Policy and Members Meeting. To learn more about the Fellowship

The selection committee, comprised of one member of the Board of 
Trustees (Chair), one member of the Advisory Council, and two General 
Members in Good Standing, is charged with reviewing all eligible 
applications and selecting one fellowship recipient from each sector of

Committee members will be subscribed to an e-mail list where information 
will be exchanged and discussed. They must also attend all conference 
calls held during the decision making process. Working with the 
committee, the Chair will initiate mail list discussions and schedule 
teleconference calls as needed. There will be approximately two to three 
weeks of application review, e-mail exchanges, and conference calls 
during late February to select fellows for ARIN XXV.

8.2. Mergers and Acquisitions

ARIN will consider requests for the transfer of number resources in the
case of properly documented mergers and acquisitions.  ARIN will
maintain an up-to-date list of acceptable types of documentation.

In the event that number resources of the acquired/merged
organization(s) are no longer efficiently utilized at the time ARIN
becomes aware of the transaction, through a transfer request or
otherwise, ARIN will work with the resource holder(s) to return or
aggregate resources as appropriate via the processes outlined in
sections 4.6, 4.7, or 12 of the NRPM.

Add In addition to transfers under section 8.2,  at the beginning of
section 8.3. Transfers to Specified Recipients.

Rationale:

This policy proposal: attempts to simplify the MA transfer section of
the NRPM; eliminates the ambiguity discussed at the ARIN Public Policy
Meeting (PPM) in Dearborn by clarifying that transfers can occur under
either 8.2 or 8.3 independently; and attempts to address the concerns
raised in the staff policy implementation report at the Dearborn PPM.

The idea here is to simply say that ARIN will allow MA transfers, and
to require the return of any address space that is not efficiently
utilized after the acquisition. Preferably that would happen
voluntarily under the policies of NRPM 4.6 (Amnesty), but it also leaves
the door open for ARIN to revoke space under NRPM 12 (Resource Review)
if necessary. This also should dramatically increase the completion
rate for transfer requests, as the evaluation of whether space is
efficiently utilized after the transfer can occur in parallel,
completely independently of the transfer request, and can continue even
if the transfer request is abandoned.

[arin-announce] ARIN Internet Routing Registry (IRR) Upgrade

ARIN is pleased to announce an upgrade to ARIN's Internet Routing 
Registry (IRR) service. The upgraded IRR will now support route6 
objects, allowing you to record your IPv6 routes within ARIN's IRR. This 
service is available over both IPv4 and IPv6 transports.


ARIN’s IRR will also check route authorization against the ARIN network 
and Autonomous System registrations and their organization and resource 
contacts. We are working on additional authentication methods and plan 
to eventually integrate the IRR service with ARIN Online.


All records that were added or modified during the pilot period have 
been retained and now are reflected in the public service. The aliases 
used in the pilot have been pointed to production but will be removed 
within two weeks.

On 19 November 2009, the ARIN Advisory Council voted to appoint Tom 
Zeller to the Advisory Council for a one-year term beginning 1 January 
2010. He will fill the seat being vacated by Paul Andersen.


Following published procedures for interim appointments, the Advisory 
Council asked the next highest vote recipient in the recent Advisory 
Council election if he would be willing to fill the remaining year of 
Mr. Andersen’s term. Details are available at:

Mr. Andersen was elected to the ARIN Board of Trustees for a three-year

[arin-announce] Consultation Closed: Changes to ARIN Resource Revocation Procedures

ARIN thanks the community for its input regarding changes to ARIN’s 
Resource Revocation procedures.


Based on the feedback received, ARIN will modify its current revocation 
procedures to reduce the amount of time an organization has to pay its 
overdue fees to six months from the current twelve months. Six months 
after the date of revocation, the resources will be considered 
permanently revoked. If an organization attempts to submit payment after 
the six-month limit, they will be required to reapply for the number 
resources. If approved, they could receive the same resources if still 
available, or new ones if not. Additional fees may apply for resource 
reinstatement following revocation.

In line with the ASO Memorandum of Understanding and ICANN Bylaws, the 
Address Supporting Organization Address Council (ASO AC) calls for 
nominations for Seat Number 10 on the ICANN Board.


The nomination period will close at 23:59 UTC on 10 January 2010.

All candidates must sign a Letter of Certification detailing previous 
conduct and character. We will send this letter to each applicant along 
with instructions on what to do next. We are unable to consider 
candidates who fail to follow these instructions.


If the ASO AC decides to conduct face-to-face interviews, candidates may 
need to travel (once) during March 2010.


We expect all candidates to complete one or more questionnaires. Failure 
to do this by the advised deadlines may rule them out of the selection 
process.

6.2.5 Allocate and Assign

For the purposes of NRPM section 6, allocate and assign are
synonymous. Both terms describe any or all use identified in section
2.5.

Replace 6.5.7 with:

6.5.7. Existing IPv6 address space holders

Organizations that received IPv6 allocations under the previous IPv6
address policy are entitled to either retain those allocations as is
or trade them in for an allocation under 6.5.9.

Add NRPM section 6.5.9 as follows:

6.5.9 IPv6 Allocations

6.5.9.1 ARIN shall allocate IPv6 address blocks in exactly and only
the following denominations: /56, /48, /40, /32, /24

6.5.9.2 No utilization-based eligibility requirements shall apply to
IPv6 allocations.

6.5.9.3 ARIN shall accept registration of no more than one address
block of each size for any single organization.

6.5.9.4 ARIN shall allocate IPv6 addresses from pools such that the
identity of the allocation pool serves to classify the expected size
of allocations within. ISPs may use that classification to filter or
otherwise manage their routing tables.

6.5.9.5 For each allocation size, ARIN shall further manage the
allocation pools such that the pool identity serves to classify
whether or not the registrant is Multihomed.

6.5.9.6 ARIN shall offer addresses from pools classified as multihomed
only to organizations which ARIN has verified are multihomed on the
public Internet per NRPM 2.7.

6.5.9.7 Where an organization ceases to be Multihomed it shall
surrender all address allocations from within pools classified as
multihomed within 3 months.


Rationale:

See the implementation notes section below for what should replace
utilization-based eligibility.

The existing IPv6 allocation policy under section 6.5 makes a number
of unproven assumptions about how IPv6 allocations will work.

Unproven: we can make a reasonable guess about how many IPv6 subnets
an organization will need at the outset when they first request IP
addresses. When in all of human history has this ever proven true of
any resource?

Unproven: with sparse allocation, we can allow organizations to expand
by just changing their subnet mask so that they don't have to announce
additional routes into the DFZ. This claim is questionable. With
sparse allocation, we either consume much larger blocks that what we
assign (so why not just assign the larger block?) or else we don't
consume them in which case the org either has to renumber to expand or
he has to announce a second route. Worse, because routes of various
sizes are all scattered inside the same address space, its impractical
to filter out the traffic engineering routes.

Unproven: we can force organizations not to disaggregate for traffic
engineering purposes. Neither

In general, ARIN allocates IP address prefixes no longer than /23 to
ISPs. If allocations smaller than /23 are needed, ISPs should request
address space from their upstream provider.  When prefixes are
assigned which are longer than /20, they will be from a block reserved
for that purpose whenever that is feasible.

   And

   Replace the contents of section 4.2.2. Initial allocation to ISPs:

4.2.2.1. Use of /24

The efficient utilization of an entire previously allocated /24 from
their upstream ISP.

4.2.2.2. Efficient utilization

Demonstrate efficient use of IP address space allocations by providing
appropriate documentation, including assignment histories, showing
their efficient use. ISPs must provide reassignment information on the
entire previously allocated block(s) via SWIP or RWHOIS server for /29
or larger blocks. For blocks smaller than /29 and for internal space,
ISPs should provide utilization data either via SWIP or RWHOIS server
or by using the table format described in Section 4.2.3.7.5.

4.2.2.3. Three months

Provide detailed information showing specifically how the initial
allocation will be utilized within three months.

4.2.2.4. Renumber and return

ISPs receiving an initial allocation smaller than /20 must agree that
the newly requested IP address space will be used to renumber out of
the current addresses which will be returned to the assigning
organization within 12 months. ISPs receiving an initial allocation
equal to or larger than /20 may wish to renumber out of their
previously allocated space. In this case, an ISP must use the new
prefix to renumber out of that previously allocated block of address
space and must return the space to its upstream provider.

4.2.2.5. Replacement initial allocation

Any ISP which has received an initial allocation, or previous
replacement initial allocation, smaller than /20 who wishes to receive
additional address space must request a replacement initial
allocation. To receive a replacement initial allocation, an ISP must
agree to renumber out of and return the existing allocation in it's
entirety within 12 months of receiving a new allocation and provide
justification for the new allocation as described in section 4.2.4.

Rationale:

This policy proposal fundamentally changes and simplifies the initial
IPv4 allocations to ISPs by doing the following:

1) Makes moot whether the requesting ISP is multihomed or not, with
this policy change all initial ISPs request under the same minimums.

2) Lowers the minimums, making it easier for smaller ISPs to qualify
for direct allocations from ARIN.

3) Reduces fragmentation of the allocated IPv4 pool by forcing smaller
ISPs who do qualify under the minimum to return the small allocation
when they outgrow it.  Note

[arin-announce] ARIN Internet Routing Registry (IRR) Pilot

ARIN is pleased to announce a pilot of ARIN's improved Internet Routing 
Registry (IRR) service. The pilot will support IPv6 objects (route6 and 
inet6num), allowing you to record your IPv6 routes within ARIN's IRR. 
This pilot is available over both IPv4 and IPv6 transport.


ARIN’s IRR will also check route authorization against the ARIN network 
and autonomous system registrations and their organization and resource 
contacts. We are working on additional authentication methods and plan 
to eventually integrate the IRR service with ARIN Online.


To utilize this service, send templates to autodbm-pi...@arin.net. The 
changes sent to the pilot will be immediately reflected in the WHOIS 
service located at rr-pilot.arin.net. These changes will be reflected in 
the production service when it is made available.

The polls are open for the election to fill the open seat on the Number 
Resource Organization (NRO) Number Council from the ARIN region. The 
polls will close at 17:00 EDT, 21 October.


Brief candidate biographies and a link to submit or view statements of 
support are posted on ARIN's website at:

You must be the designated member representative (DMR) from a General 
Member in good standing to vote. As stated in previous announcements, 
the deadline for establishing voter eligibility was 7 October 2009. To 
vote, visit ARIN Election Headquarters and click on the 'Vote Now' button.

The online election is a two-step process.

Step 1. Register to vote using the DMR e-mail on file with ARIN's Member 
Services Department. To be eligible to vote, the e-mail address must 
include the DMR's name or initials and organization's domain name. If

registration username and password.


Step 2. Vote and confirm the vote via the online voting booth. Only 
confirmed votes will be counted.


Designated member representatives must cast and confirm their ballots by 
17:00 EDT, 21 October.

[arin-announce] Call for Community Consultation – Changes to ARIN RSS Feed

ARIN is seeking community input about potential changes to the RSS feed 
that provides a daily report of address space returned to and issued by 
ARIN. ARIN wants to ensure the data in this RSS feed is provided in the 
manner most useful to the community.


To understand the data currently provided in this RSS feed, it is 
important to define the terminology used to describe the different ways 
number resources are recovered by ARIN. Revoked address space is space 
that ARIN takes back from a registrant for non-payment of registration 
fees. Reclaimed address space is space that ARIN takes back in response 
to confirmed fraudulent activity by the registrant or someone else (i.e. 
hijacking), OR because ARIN has found that the address space is not 
being used by the original registrant (out of business) and there is no 
evidence that the business was acquired or merged. Returned address 
space is space that is voluntarily returned to ARIN by the registrant 
because it is no longer in use and/or needed.


Each time that ARIN recovers an address block (regardless of the 
recovery method) it is placed into hold status for one year to allow 
adequate time to clear filters. Currently, this RSS feed is a daily 
e-mail update listing the recovered address space (without attribution 
to the recovery method) that has been released from hold status and is 
available for re-issue to a new customer. The RSS feed also lists all 
address space issued by ARIN that day.


Recently, there has been discussion by the community about:

1. Adding additional data to the RSS feed, including listing the address 
space recovered and put into hold status each day


2. Enhancing the current RSS feed format and associated report that goes 
out over a distribution only e-mail list using a XML format.


Please note that there may be some controversy associated with adding 
address space to the RSS feed on the day it is recovered by ARIN. Some 
individuals have expressed concern that advertising the date when space 
is recovered would give a heads up to the “bad actors” and make the 
space a target for abuse.


ARIN welcomes your feedback on each of these topics and will use your 
input to determine our course of action.

processing.


As we build new features into the website, we would like to eliminate 
redundant and legacy services. At the upcoming ARIN meeting in 
Dearborn,  we will host a discussion about retiring e-mail submitted

call for nominations to the Board of Trustees and Advisory Council 
through a petition process. In accordance with Article VIII, Section 
2.b. of the ARIN Bylaws, any individual, regardless of membership 
status, may petition to be placed on the ballot for election to the 
Board of Trustees or Advisory Council by successfully completing the 
ARIN petition process.


Petition requests must be received by Tuesday 22 September, 2009. To be 
considered a candidate, each petitioner must obtain the support of the 
designated member representatives from at least 172 General Members in

Public Policy and Members Meeting in Dearborn. The webcast of candidate

Designated member representatives (DMRs) from ARIN's General Members in

will be asked to vote for three (3) candidates in the Board election and 
five (5) candidates in the Advisory Council election. ARIN Member 
Services requires a name and personalized e-mail address be on record 
for the DMR; role accounts are not acceptable. Voter eligibility must be 
established at least 14 calendar days prior to the fourth quarter ARIN 
Members Meeting. Organizations that are not in good standing or do not 
have a valid DMR on file as of 7 October 2009 will not be eligible to

There are only forty-one days left until ARIN XXIV! Please join us 21-23 
October 2009 in Dearborn, Michigan and add your voice to the community 
discussions.


In addition to the Public Policy and Members Meeting, there will be a 
number of informative, pre-meeting sessions on Tuesday evening including 
the Introduction to the Policy Development Process and the Open Policy 
Hour. Wednesday opens with a joint ARIN and NANOG session on IPv6, and 
continues with candidate speeches for the Board of Trustees, Advisory 
Council, and NRO Number Council representative elections.


Throughout the meeting, you'll have terrific opportunities to network 
with colleagues. Join us for Happy Hour on Tuesday evening, and on 
Thursday night for the ARIN social event at the Henry Ford Museum.


First Time attendees can take advantage of our First Timers’ Luncheon.
Meet representatives from the Board of Directors, Advisory Council, and 
management team for an informal chat on Tuesday afternoon. The luncheon 
includes short presentations, table discussion, and a chance to learn 
more about taking an active role in ARIN.


Open to all attendees, the Members Meeting on Friday will feature ARIN 
department updates, Board and Advisory Council reports, and the popular 
open microphone session.

The American Registry for Internet Numbers, ARIN, is seeking Internet 
Co-Location providers to bid to host ARIN equipment and applications 
used in the operation of ARIN's public facing DNS resolution services. 
This service, provided by ARIN, is a critical part of the Internet’s 
infrastructure, and ARIN is seeking proposals from sites located in 
Canada and the Caribbean.


All contractual terms and conditions related to the work performed, 
Non-disclosure of information, or liability issues must be detailed.
ARIN will require that the vendor performing this service sign a 
Non-disclosure agreement due to the proprietary nature of the 
information ARIN retains for its subscribers.


Proposals must be submitted before 16 October 2009 for consideration, 
and must include a statement of work, full pricing details, and references.
We anticipate vendor selection by 30 October with deployment no later 
than 90 days after the contract is awarded.

The American Registry for Internet Numbers, ARIN, is seeking secondary 
DNS providers (Hosts) to bid to host secondary DNS services for up to 
one hundred and twenty infrastructure zones. These zones are both very 
visible within the Internet community and receive higher amounts of 
query traffic than most normal zones. ARIN is looking for sites that are 
located globally - utilizing anycast technology as per RFC 4786.

ARIN is pleased to offer the Meetings Fellowship Program in an effort to
broaden educational outreach and bring new ideas into the public policy
discussions. We are issuing a call for Fellows to attend ARIN XXIV in
Dearborn this October. If you are interested in applying for the
program, you have until this Friday 28 August to submit an application.
The application, submission instructions, and a detailed description of

The program provides financial support for one individual from each of
the three sectors within ARIN's service area (Canada, the Caribbean and
North Atlantic Islands, and the United States and Outlying Areas) to

Meeting Fellows to advise them and help provide a smooth transition into
the ARIN community. Individuals selected for the fellowship will
receive the following benefits:

ARIN thanks the community for its input regarding updating the Bulk 
WHOIS AUP to include the following:


Distribution of derivative data is only permitted with express written 
permission of ARIN and under the same terms as this AUP.


Based on the feedback received, by 15 September ARIN plans to include 
the expanded AUP on the request form for Bulk WHOIS recipients. Those 
who have a current signed agreement are welcome to sign the new form to 
take advantage of the changes to the AUP.
