Are you not able to email the attachment to the user rather? If not, then
(without me actually trying this) - i would suggest that you capture their
IP Address / Computer name with the request that they log and then try and
use something like Powershell to push the attachment to their PC.

MyIT scenario

Hi All,

I have a scenario in which end user submits a request from My IT and in 
response an attachment (PDF)  which is stored in Non BMC/ Third party database 
is downloaded on his system , can this be achieved if yes then how. Please feel 
free to ask questions. The catch is we cannot store attachment anywhere in 
between.
