Hi,

I suspect that you still buy Fixed/Named or Floating/Concurrent licenses,
and that BMC charges you when you are using more Floating licenses than
you have originally signed up for.

If you get your user-logs from BCM. Either form-based or the file-based
logs, you can still check if you have bought the right mix of licenses and
are using them in an optimum way.

This can all be don with the free test version of RRR|License.

Both fixed and floating license options are available when purchasing 
Self-Service end user license entitlement bundles.  Best to contact your BMC 
sales representative or partner to determine what is right for your business.
