Well Asterisk 1.8 has been EOL since 2015 so it's been 7 years. I mean, after 7 
years of not keeping anything current to make it current can be a way bigger 
task than it should be.

They forked the last open-source version of Elastix when 3cx closed it up,
so that's where you're most-likely to find some sort of current-gen version
of something that might still be similar.

Everything you mentioned is EOL and no longer really supported. Asterisk 1.8 is way dead 
and not getting any support at all. Chan_SIP, itself, is scheduled for removal in 2023 
and is basically in "idle" mode until then. Elastix is gone. Whatever this 
project is it needs to move to versions of Asterisk that are current and move to 
Chan_PJSIP in order to get any real support on what you are doing.

Elastix is not part of the Asterisk project, so it's not something that as
a project we'd know anything about it. You can potentially guess it based
on the output of "core show settings" if that is available.
