no host will give you access to the cfadmin on shared hosting, if you want this then you need dedicated server/vps or use Railo instead which gives you Railo Web admin to do everything. ODBC data sources can be added in any hosting control panel, but they do not work with ColdFusion anyway, you must use a ColdFusion (JDBC) DSN. If you are in USA, then hostek.com are popular, as are viviotech and EdgeWebHosting. I would highly recommend a VPS with Viviotech. They also have shared plans, although I'm not certain what is allowed/disallowed under those plans.
