For over 30 years, trade preferences have enabled underdeveloped countries to export products to developed countries without paying tariffs or customs fees. The U.S. established its trade preferences program--called the General System of Preferences (GSP)--in 1976, and has renewed it eight times, most recently in 2002. The three countries most likely to lose trading preferences with the United States--Argentina, Brazil, and Venezuela--have said U.S. proposals to open a giant free trade zone among the countries of North and South America unfairly favor U.S. companies. "As a strategy, the U.S. may not renew trade preferences...so as to pressure countries in the region to sign free trade agreements," said Romy Calderon, an economist at the non-profit Latin American Association of Development Financial Institutions (ALIDE), in Lima, Peru. Preferences will be reviewed because the Bush administration has not had success promoting the Free Trade Agreement of the Americas (FTAA), a program that would turn all of the Americas into a free trade zone, Calderon told OneWorld. "The U.S. sees this as an alternative way to advance the FTAA little by little," he said. In mid-August, U.S. trade representative Susan Schwab announced the administration-mandated review of its trade preferences program. Schwab said the purpose of the review was to determine which countries needed preferences most. Countries with upper-middle-income economies based on the World Bank's classifications--which in Latin America include only Argentina, Brazil, and Venezuela--would be less likely to get renewals than poorer countries, Schwab said. Altogether, the 133 countries covered by the GSP exported $26.7 billion worth of goods to the U.S. market duty free in 2005, accounting for just over 1 percent of all goods and services imported by the United States. Existing preferences are set to expire January 1, 2007, unless Congress renews them first. U.S. officials have cast the review as an effort to ensure tariff preferences don't go to rich countries while ignoring poor ones; but it also serves a more strategic function in Latin America, according to Ariela Ruiz Caro, a Peruvian economist and a regional trade analyst working with the International Relations Center (IRC), a non-profit social justice group based in New Mexico. "The U.S. government's announcement that it will review the possibility of limiting, suspending, or withdrawing trade preferences under the General System of Preferences to three Latin American countries--Argentina, Brazil, and Venezuela--is political pressure to make these nations participate in the model of regional integration proposed by the United States," said Caro. If countries agree to one-on-one talks with the United States, they are likely to be forced to accept far less favorable trading conditions than if they negotiate as a group, Caro added. The announcement to review trade preferences is also designed to punish developing countries that collectively rejected the FTAA proposal earlier this year, as well as those who stood against U.S. proposals at the presidential summit of the Americas held in Mar del Plata, Argentina in November 2005, Caro said in a recent paper on the IRC's Web site. Latin American countries largely opposed the Bush administration's free trade agenda at that summit, according to the Washington, DC-based women's rights group MADRE, because "the U.S.-driven economic processes of the past two decades [has] worsened poverty, income inequality, displacement, and cultural and environmental destruction." Free trade agreements threaten food security and public health, the group said, adding that they can often undermine democracy, increase militarization, and lock countries into supporting U.S. foreign policy like the war in Iraq. At least one U.S. legislator has said countries that opposed U.S. proposals in recent World Trade Organization (WTO) talks, which were suspended in July, should not receive the GSP trading privileges in the future. The Council of Foreign Relations, as well as the Royal Institute of International Affairs in London, came about as a result of a meeting on May 30, 1919 at the hotel Majestic in Paris, France. Some of the fifty participants were Edward M. House, Harold Temperley, Lionel Curtis, Lord Eustace Percy, Herbert Hoover, Christian Herter, plus American academic historians James Thomson Shotwell of Columbia University, Archibald Coolidge of Harvard and Charles Seymour of Yale. Formally established in 1921, it is one of the most powerful private organizations with influence on US foreign policy. In an interview with Reuters and a small group of foreign media, Wen listed a series of steps China had taken to make better use of the reserves, which totaled $954.5 billion at the end of July, in order to ward off financial risks. "It is true that the rapid and continued increase in China's foreign exchange reserves has caused the excessive buildup of foreign exchange reserves in the central bank and the oversupply of basic currency," Wen said. "In view of this, we have given due consideration to the appropriate use of foreign exchange." Wen said measures included increasing the imports of products and technology for China's reforms, and relaxed restraints on the use of foreign exchange by Chinese businesses and citizens. China, like many countries, does not publish a breakdown of its reserves. Economists assume that around 70 percent is held in dollars, a proportion that some would like to see shrink to guard against a slide in the U.S. currency. Some of the money had also gone into financing China's financial reforms, Wen said, in a reference to $60 billion of capital pumped into three of the Big Four state banks. Economists said this and other moves had been necessary in the absence of measures to tackle the root cause of the reserves build-up -- a fat trade surplus and robust inflows of direct investment and speculative capital betting on a stronger yuan. Wen said the big stash of reserves was a symbol of China's economic strength but acknowledged that it was also making life difficult for the central bank. In order to hold down the value of the yuan, China's central bank buys most of the dollars flowing into the country and adds them to its reserves stockpile. I was watching a free masonic police instructor a few months ago. He was so insecure he had to be surrounded by women or he could not rest. He was so paranoid he had to be promoted from police work to instructing before he shot his partner in the back with more than one bullet. By analogy he did shoot his partner, me, in the back with more than one bullet, after making a paranoid statement projecting a fear as if he was protecting his back from his partner by shooting his partner in the back, and then he did, and I was waiting for that after he made that statement like a bad dog and a rogue mercenary in whom I had witnessed the same paranoia, and a drug addict who exhibited the same "guilt projection role reversal" in paranoia. Noam Chomsky calls it "crying thief", Karl Rove does it, the security state did 911, then engaged in guilt projection role reversal. In an an individual, we call it paranoia schizophrenia. As a nation, we have been that giant body manipulated by a pea brain possessed by paranoia, so insecure, so weak we cannot feel comfortable unless surrounded by women, by analogy, surrounded by weakened and subverted states we dominate by militarism and espionage. As a nation we are like the trailer park trash that is armed to the teeth, waiting for dark-skinned urbanites to invade, meanwhile ceding all that was American while laying wreathes at the tomb of patriotism. If you could find the most extreme caricature ethnic paranoid brown shirts, really violent, murderers, you would see federal agents baby-sitting them all. You would find that those federal agents are not spying on them, but rather cultivating them, and that the agents are also not really undercover, so they own neither excuse for encouraging lawlessness--they are not investigating and they are not in danger of discovery. They are merely managing businesses and protecting their assets from the citizenry and lone crazed local law enforcement such as Buford Pusser. Only in movies does lone crazed hero match up with lone crazed villain, in real life villainy is a ubiquitous conspiracy. Culturally I love trailer park trash, as illustrated by the Canadian TV show, Trailer Park Boys. We're all down and out in a sense, as you have noticed. But culturally what I appreciate is strength of character to rebel against dumbing down even while drunk with dumb and dumber like those Newfies who just can't win for trying, but not the caricature puppet manchurian kkkandidate ethnic paranoia. A North American United Nations?by Congressman Ron Paul - R - TX September 04, 2006 Globalists and one-world promoters never seem to tire of coming up with ways to undermine the sovereignty of the United States. The most recent attempt comes in the form of the misnamed "Security and Prosperity Partnership Of North America (SPP)." In reality, this new "partnership" will likely make us far less secure and certainly less prosperous. According to the US government website dedicated to the project, the SPP is neither a treaty nor a formal agreement. Rather, it is a "dialogue" launched by the heads of state of Canada, Mexico, and the United States at a summit in Waco, Texas in March, 2005. What is a "dialogue"? We don't know. What we do know, however, is that Congressional oversight of what might be one of the most significant developments in recent history is non-existent. Congress has had no role at all in a "dialogue" that many see as a plan for a North American union. According to the SPP website, this "dialogue" will create new supra-national organizations to "coordinate" border security, health policy, economic and trade policy, and energy policy between the governments of Mexico, Canada, and the United States. As such, it is but an extension of NAFTA- and CAFTA-like agreements that have far less to do with the free movement of goods and services than they do with government coordination and management of international trade. Critics of NAFTA and CAFTA warned at the time that the agreements were actually a move toward more government control over international trade and an eventual merging of North America into a border-free area. Proponents of these agreements dismissed this as preposterous and conspiratorial. Now we see that the criticisms appear to be justified. Let's examine just a couple of the many troubling statements on the SPP's US government website: "We affirm our commitment to strengthen regulatory cooperation...and to have our central regulatory agencies complete a trilateral regulatory cooperation framework by 2007" Though the US administration insists that the SPP does not undermine US sovereignty, how else can one take statements like this? How can establishing a "trilateral regulatory cooperation" not undermine our national sovereignty? The website also states SPP's goal to "[i]mprove the health of our indigenous people through targeted bilateral and/or trilateral activities, including in health promotion, health education, disease prevention, and research." Who can read this and not see massive foreign aid transferred from the US taxpayer to foreign governments and well-connected private companies? Also alarming are SPP pledges to "work towards the identification and adoption of best practices relating to the registration of medicinal products." That sounds like the much-criticized Codex Alimentarius, which seeks to radically limit Americans' health freedom. Even more troubling are reports that under this new "partnership," a massive highway is being planned to stretch from Canada into Mexico, through the state of Texas. This is likely to cost the US taxpayer untold billions of dollars, will require eminent domain takings on an almost unimaginable scale, and will make the US more vulnerable to those who seek to enter our country to do us harm. This all adds up to not only more and bigger government, but to the establishment of an unelected mega-government. As the SPP website itself admits, "The Security and Prosperity Partnership of North America represents a broad and ambitious agenda." I hope my colleagues in Congress and American citizens will join me in opposing any "broad and ambitious" effort to undermine the security and sovereignty of the United States. Whenever I think about the notion of divine intervention in the affairs of men, three events come to mind. I am sure there are many others. perhaps you can add to this little list. 1. A courier is struck by lightning in 18th century europe. When the authorities examine his papers, they find the "Illuminati" gameplan. 2. Trotsky was all dialed in to succeed Lenin. He had married a Rothschild cousin and had garnered the approval of the banking elite in europe and america. However, upon Lenin's death, Trotsky was the victim of a protracted illness. Instead of rallying support and denouncing Stalin, he was bedridden and unable to make one move on his own behalf. Stalin took the reins of power never to let go until he was poisoned in 1953. 3. The so called invincible Israeli army was stopped in its tracks in Lebanon by Hizbollah in the summer of 2006. The reprcussions of this have yet to be fully realized; however, it seems the zionist neocon geopolitical agenda is about to implode. Iraq is lost.
