Just looking at the website I would say:

3 x E1-42 Card for the ONS 15454 SDH - 48-Port E1 card
 Or 
2 x Cisco ONS 15454 SONET 56-Port DS-1/E1 Card - 56 Port E1
 And
1 x Enhanced DS3-12E - 12-port DS-3 card

[c-nsp] TDM solution on ONS15454

Dear All,
We have cisco two ONS15454-E(SDH) and we'd like to use them for add/drop
TDM( T1,E1,DS3) between 4F and 28F.
In this box , we just have control b'd and 10G cross-connect and 2 STM64 and
4port STM-4 and 12port Ethernet.
Coould you give me any suggestion how can we provision TDM with these box.

You need the appropriate cards (t-1, DS-3, etc.) and a backplane that
has telco-style connectors.  I know Cisco has chassis backplanes with
BNC and other types of connectors.  With the appropriate card you just
build the circuit from the ingress port to the egress port across the
network.
