I think I would get a long blade in my sawzall and put a couple cuts in it from 
the outside or put a 18 or 24 inch pipe wrench on it inside and give it a twist

I had the same problem. I eventually used a sawzall and made 3 or 4 cuts in
the walls of the thruhull from below. Then I just cracked the thruhull,
collapsing it and pulled it out.

I am in the process of changing the seacocks and thru-hulls on my new to me
C

Everything was seized up and I opted to grind the mushrooms out and hammer
the thru-hulls from the outside. Everything went great until the last one
(of course)... It is a bit different than the other two i've removed and it
doesn't move at all!.

Any suggestions on how to remove it? Photos form the inside and outside:

3 things you need for an internal combustion engine to run. 
SparkCompressionFuel. Check for spark at the plugsUsually , when I had trouble 
with my atomic 4, on my previous boat, it was usually the carburetor.  I had 3 
and kept 1 rebuilt on board, 1 at home either awaiting rebuild or rebuilt, and 
would swap them out.  The ethanol fuel would screw the carb up constantly...I 
also had a nagging problem with the wiring harnessAnother issue was making sure 
the timing was good but, it would usually fire even if it was off a little.  Do 
you have the mechanical fuel pump or the electric?  Has it been converted to 
electronic ignition?  Thanks, Danny

 Was it completely overhauled ( camshaft removed ) ?  looks like an issue with 
spark at the wrong time ( if there is spark at the plugs, not only the coil 
).Make sure the distributor is correctly installed for the firing order ( 
1-4-3-2 I think ).At TDC on the crank/flywheel and both valves closed, points 
should just start to open.Depends what's changed since it was running...
